This document presents a framework for analyzing alternative policies for integrating information and communication technologies (ICT) into education. It outlines four strategic policy rationales for ICT in education: supporting economic growth, promoting social development, advancing education reform, and supporting education management. It also describes five operational policy components: infrastructure development, teacher training, technical support, pedagogical/curricular change, and content development. The document provides examples of countries that have combined rationales and used this framework to formulate ICT plans aimed at preparing students for the 21st century.
