4. European Instrument for Democracy
and Human Rights (EIDHR)
• Support civil society and human rights defenders in
working on human rights (political, civil, economic,
social and cultural) and democratisation
• Issues included gender equality and democratic reform,
peaceful conciliation of group interests, and political
participation and representation
• Annual allocation for Ukraine: €1 million; projects between €
50 000 - € 300 000.
• In 2007-2013 EU provided over €6 million to support over 30
human rights projects throughout Ukraine.
• Last call for proposals -> call for expression of interest ->
simplified model, deadline was 6 April 2015. Next call for
proposals in 2016

5. Civil Society Organisations and Local
Authorities Programme (CSO-LA) - I
• Successor to the Non-State Actors and Local Authorities
programme of 2007-2013 (NSA-LA)
• NSA-LA programme objectives:
• benefit populations out of reach of mainstream services
and resources and excluded from policy making
processes;
• strengthen the capacity of civil society organisations
with a view to facilitating their participation in defining
and implementing poverty reduction and sustainable
development strategies;
• facilitate interaction between state and non-state
actors in different contexts
• Since 2011 in Ukraine EU supported 11 civil society projects
under this programme for the total amount of over €2 million

6. Civil Society Organisations and Local
Authorities Programme (CSO-LA) - II
• CSO-LA programme will support civil society organisations as
• Actors in governance and accountability
• Partners in promoting social development
• Stakeholders in promoting inclusive and
sustainable growth
• Ukraine's allocation under CSO-LA for 2014-2017 is €6.5 million
• Next call is planned for late 2015

7. Ukraine Civil Society Support
Programme - I
• Accompanies and complements the support provided to
Ukraine under the State Building Contract:
• € 355 million to support the government of Ukraine in
addressing short-term economic problems and preparing for
in-depth reform in the context of the Association Agreement
• Builds on the results of the Civil Society Facility funds for
2011-2013:
• strengthen civil society organisations and contribute to
promoting an enabling environment for their work; increase
their involvement in support to programming,
implementation and monitoring of EU assistance and policies;
and promote involvement of civil society in policy dialogue
and increase interaction between civil society organisations
and authorities at national level.

8. Ukraine Civil Society Support
Programme - II
• Overall objective: to enhance the role of civil society in
promoting democratic reforms and inclusive socio-
economic development in Ukraine
• Two specific objectives:
• to strengthen the capacity and participation of CSOs in policy
dialogue, monitoring and oversight, and concrete actions, to
advance the implementation of reforms in Ukraine
• to contribute to fostering a conducive environment for civil
society, including legislative, institutional, economic and
social dimensions
• Will be implemented through two calls for proposals
• First call for proposals is ongoing (€5 million, deadline – 21 May
2015)

9. European Neighbourhood Instrument
(ENI)
In the future (2016 and on) support to civil society is to be
provided through the ENI bilateral funding:
• mainstreamed throughout each focal sector, for civil
society engagement in the specific focal sector
• complementary envelope – to target sectors other
than the priority ones. Examples include:
• promoting a conducive environment at all levels
• boosting domestic transparency and accountability
• capacity development for CSOs
• improving service delivery
• civil society component to a previous sector support
programme

Lot 1: to enhance the role of civil society in promoting democratic
reform and increase public accountability, in particular:
•1.1 to increase public accountability and transparency:
•to monitor the management of public finances and increase public
awareness of the process of state budget approval and spending,
including public procurement, revenue collection and state aid;
•to monitor and measure progress towards the implementation of
government's commitments in anti-corruption policy; to monitor and
promote the new anti-corruption legislative framework; and to monitor
the activities of anti-corruption bodies;
•to enhance the implementation and promotion of access to public
information through supervisory actions by civil society actors, civic
initiatives and citizens.

•1.2 to increase the involvement of civil society actors in monitoring
and policy dialogue with public authorities on sector reforms in line with
the Association Agreement implementation, in sectors such as:

energy, transport, land reform, technical barriers to trade and trade
facilitation, and food safety control.

Lot 2: to enhance the role of civil society in inclusive socio-
economic development of Ukraine, in particular among conflict
affected communities: in conflict prevention, conflict
management, and work in post-conflict environments, such as:
2.1 : promotion of inclusive decision-making for socio-economic
development at local and regional levels, strengthening citizens'
capacities to contribute to local development through awareness-
raising, civic education, advocacy and community mobilisation;
2.2: promotion of democratic values through culture, dialogue and
community mobilisation; support to youth initiatives aimed at the
promotion of civic activism and tolerance;
2.3: support to initiatives aimed at the social and economic integration
of IDPs in host communities in such areas as: livelihood aspects;
information space; access to social and administrative services.

and new initiatives, in particular in areas related to the
