and resources and excluded from policy making
processes;
• strengthen the capacity of civil society organisations
with a view to facilitating their participation in defining
and implementing poverty reduction and sustainable
development strategies;
• facilitate interaction between state and non-state
actors in different contexts
• Since 2011 in Ukraine EU supported 11 civil society projects
under this programme for the total amount of over €2 million

• CSO-LA programme will support civil society organisations as

Programme - I
• Accompanies and complements the support provided to
Ukraine under the State Building Contract:
• € 355 million to support the government of Ukraine in
addressing short-term economic problems and preparing for
in-depth reform in the context of the Association Agreement
• Builds on the results of the Civil Society Facility funds for
2011-2013:
• strengthen civil society organisations and contribute to
promoting an enabling environment for their work; increase
their involvement in support to programming,
implementation and monitoring of EU assistance and policies;
and promote involvement of civil society in policy dialogue
and increase interaction between civil society organisations
and authorities at national level.
8. Ukraine Civil Society Support
Programme - II
• Overall objective: to enhance the role of civil society in
promoting democratic reforms and inclusive socio-
economic development in Ukraine
• Two specific objectives:
• to strengthen the capacity and participation of CSOs in policy
dialogue, monitoring and oversight, and concrete actions, to
advance the implementation of reforms in Ukraine
• to contribute to fostering a conducive environment for civil
society, including legislative, institutional, economic and
social dimensions
• Will be implemented through two calls for proposals
• First call for proposals is ongoing (€5 million, deadline – 21 May

9. European Neighbourhood Instrument
(ENI)
In the future (2016 and on) support to civil society is to be
provided through the ENI bilateral funding:
• mainstreamed throughout each focal sector, for civil
society engagement in the specific focal sector
• complementary envelope – to target sectors other
than the priority ones. Examples include:
• promoting a conducive environment at all levels
• boosting domestic transparency and accountability
• capacity development for CSOs
• improving service delivery
• civil society component to a previous sector support
