Amul was formed in 1946 in Anand, Gujarat as a dairy cooperative. It spearheaded India's white revolution, making the country the largest producer of milk and milk products. Amul has also expanded internationally to countries in Asia, the Middle East, Australia, and parts of Africa. However, its efforts to enter the Japanese market in 1994 initially failed. Amul operates on a three-tier structure with dairy cooperative societies at the village level that are federated under district-level milk unions. While Amul parlors have increased availability in western and metro areas of India, availability remains a challenge in other parts of the country where production and processing capacity need to be expanded further to meet growing demand.
