Government data should be considered open if it meets principles of completeness, timeliness, accessibility, and being non-discriminatory and non-proprietary. Open data provides economic value by stimulating entrepreneurship and citizen participation. Hackathons and app competitions are used to release government data and develop applications using that data. Recent events involved over 180 hackers and developed apps using transportation and geographic data from various levels of government.
