Preconstruction Phase Services
Engaging “at risk” construction managers to provide preconstruction phase services, gives Owners the opportunity
to confirm that the design direction they are pursuing can be accomplished within the projected funding resources
and schedule. The optimum time to engage these services is very early in the design process and before significant
sums of money are spent on a design that may exceed the Owner’s budget for the project.
The Ryan Construction preconstruction process saves the owner and the design team money by reducing the
amount of re-design that would otherwise be required to meet the project budget cap. The process also contributes
to expediting the project delivery by reducing the time that would otherwise be required to accomplish a cost-
reducing re-design.
The Ryan preconstruction services team:
• Attends team meetings with the Owner, the design team and project consultants to provide preconstruction
phase services;
• Reviews all work-to-date by the project team including meeting minutes, program intent, schedules and
permitting status;
• Develops a master project milestone schedule to incorporate all of the anticipated activities scheduled to be
managed during preconstruction;
• Documents the responsibilities of each member of the project delivery team;
• Incorporates into the project planning process all requirements associated with construction safety;
• Identifies and manages local & equal employment requirements, if applicable;
• Assists the design team with reviews and coordinates with permitting agencies;
• Encourage the use of regional and recycled material;
• Addresses public agency mandates and quality control requirements that will be included with subcontractor bid
packages;
• Analyzes and advises on design constructability, specifications, material selections ;
• Develops consensus on long-lead equipment and materials that should be purchased early-on to achieve the
schedule delivery requirements established for the project;
• Develops and maintains a Procurement Schedule that identifies all specialty trades and materials that are
required to construct the project. The procurement Schedule is coordinated with our Critical-Path Construction
Schedule and Submittal Schedule.
• Works collaboratively with the design team to coordinate the production of early bid packages to enable Ryan
Construction to competitively bid, materials and equipment with long lead times;

Preconstruction Phase Services
• Prepares with in-house resources an initial / conceptual baseline estimate to establish a Project Construction
Budget that includes a project narrative and assumptions.
• Updates the Project Control Budget to enable the Owner to make cost-impacting design decisions to control the
project cost in a timely manner that will help the design team complete their work on-schedule with minimal re-
design and minimal “value engineering”;
• Pre-qualifies subcontractors and develops a subcontractor bid list with input from the Owner, the design team
and the project consultants;
• Solicits a select few subcontractors to contribute pricing and logistics input to validate and update our
Preconstruction Project Control Budget at design milestones;
• Refines the preliminary construction schedule;
• Clarifies scope of trade responsibilities;
• Invites the entire pre-approved list of subcontractors to price and comment on the GMP documents and
contribute their input to our proposed construction schedule;
• Answer subcontractor questions during the bid period;
• Reviews all subcontractor bid proposals and prepare Bid Scope Sheets for each trade to insure that all bids are in
compliance with the bid documents; eliminate any possible “gray areas” and confirm the subcontractors are
committed to schedule requirements;
• Review Bid Scope Sheets with the Owner and the design team to select the subcontractors for the project;
• Finalizes the project Guaranteed Maximum Price (GMP);
