maintain good relations with the public that my organization deals with. As Manager, I will ensure that

I have a confession to make. I am speaking before you today with trepidation. I am a private person and
I would rather be in the background listening, working quietly, helping put things together and giving
advice to my superior. Change is, in my opinion, one of the permanent things in this world: the others
being death and taxes.
Lately, my world has undergone a sea change. As Chief of Staff of the Chairman of PCSO, I get to meet a
variety of people from the rich and the powerful to the sick and the underprivileged. Not the least, as
Chief of Staff, I liaise with the leaders in the health industry, the NGOs and the like for their social
concerns.
But I didn’t come before you today to talk about myself. I have accepted your invitation so that I can
share with you some of PCSO’s concerns and the good things happening there.
Mahigit isang buwan pa lamang ang nakararaan nang maupo ang mga bagong miyembro ng pamunuang
nito. Agad nilang sinuri at tinalakay ang mandato ng PCSO at kung papaano higit itong makatutulong sa
ating mga kababayan.
“Ano nga ba ang Philippine Charity Sweepstakes Office? Bakit may PCSO? Ano ang PCSO sa buhay ng
mga mara-lita?” Ilan lamang ito sa mga katanungang binigyan nila ng buhay.
Very briefly, PCSO is all about charity; pagkakawang-gawa. Walang pinipili. Bata man o matanda. Basta
maralita at nanga-ngailangan ng tulong lalung-lalo na sa kanilang pangangailangang pangkalusugan,
handang dumamay ang PCSO.
Ayon sa mga statistika, ang Pilipinas ang isa sa may pinakamataas na insidente ng renal problem o sakit
sa bato. Ayon din sa mga dalubhasa, isa sa mga dahilan ay ang ating masyadong maalat na pagkain.
Tulad na lamang halimbawa ng kare-kare. Kapag kumakain tayo ng kare-kare, ano ang masarap na
kumbinasyon nito? Bagoong, di ba? Wala pa kong nakitang kumain ng kare-kare ng walang kasa-mang
bagoong. Ang sarap kasi, di ba?

PCSO keeps charity at the "heart" of its operations by Vincent Juico and Alfred G. Rosario
In a public statement recently, Vincent Juico, the PCSO chair’s chief of staff, said the primary purpose of
the agency is to provide charity to the sick and the poor.
“Under the new leadership of PCSO, not only will it continue to provide medical and social services to
the underprivileged but is looking forward to providing more than what is being done now. This is a
commitment. The PCSO cannot afford to fail in that task,” he said.
The PCSO is authorized by law “to raise and provide funds for its health and medical programs, medical
assistance and services, and charities of national character.”
15. Since 1993, it has assisted about half a million indigents in terms of hospitalization benefits and other
services, incurring a cost of close to P13 billion. It has also given scholarships to about 300 medical
students under which the scholars were to work for government for two years after graduation.
It generates its funds by holding sweepstakes races, lotteries and similar activities.
The PCSO leadership under its chair, Margarita Juico, has vowed to keep charity as its main goal. This is
not an idle pledge. It has put its money where its mouth is.

At no time than this crucial stage of our national development do our people need to have unity of
purpose, faith in their ability to cope and overcome, pride in their past and confidence in their future.
There is need for unifying consciousness, an integrity element, a rallying point that will and inspire and
impel all Filipinos, regardless of political beliefs, religious conviction or social class, to appreciate, to
aspire to, to strive for, to achieve excellence.
No field of human endeavor presents more opportunities for satisfying this need than sports. Indeed,
the triumphs of Filipino athletes, the victories of Filipino teams, have invariably caused pride to swell
and patriotism to surge in the nation’s collective heart.
Achievements and performances of Filipino athletes in the international playing field have not only
reinforced the deserved good publicity that our country has been getting abroad they have also served
to unite our people and rekindle their hope in reaching greatness. Among these feats:
A. The RP Basketball Team captured the Jones Cup in Taipei against a strong
international field beating the U.S. in the finals
B. Paeng Nepomuceno winning the World Championship in bowling thrice and
was voted the world’s best bowler in 1984
C. Eugene Torre, the first grandmaster from Asia, catapulting the country to
chess fame
D. A young female sprinter by the name of Lydia de Vega won the hearts of
Asian sports fans and held the title Fastest Woman in Asia for 8 years
E. Filipino swimmers in the 9th ASEAN age group swimming meet in Bangkok
have set 6 new Philippine records
