for Youth Mental Health & Wellbeing to Launch Teen Mental Health Program
and ultimately determined how PHCD could
address the unmet mental health needs of
teenagers in our communities,” said PHCD

Ph.D.“Through our research and discussions
with mental health experts, educators and
community members, we learned that early
identification, intervention and access to
mental health support are the biggest
challenges in addressing mental health issues
for youth and adolescents.”
PHCD funding will support three new Health
and Wellness Coordinator positions through-
out the three-year pilot program, and Stanford
consultation services during the first year. The
Health and Wellness Coordinator positions
will be responsible for developing and imple-
menting a multi-tiered system of wellness and
mental health supports to students, providing
training and consultation to staff, developing
wellness activities and interventions, and col-
lecting pertinent data. To ensure progress and
positive outcomes, funding will be released over
three academic school years (2016-17, 2017-18,
and 2018-19), contingent upon receipt of
quarterly progress reports demonstrating
implementation and impact. Additionally,
SMUHSD will be required to present an annual
report that includes measurable outcomes.
Adolescence can be an unsettling time in a young
person’s life, with many physical and social
changes, and emotional and psychological stresses.
National data indicates teens are experiencing
higher stress levels than ever before and are
experiencing stress at higher rates than adults.
Many teens report being overwhelmed, depressed
or sad as a result of this stress. With 70 percent
of San Mateo County Youth Commission Needs
Assessment respondents reporting being nervous,
depressed, or emotionally stressed within the
last month, teen mental health issues are a high-
priority need.
This past spring, the Peninsula Health Care
District (PHCD) Board of Directors approved
$1.5 million in funding to support a partnership
with San Mateo Union High School District
(SMUHSD) and Stanford Center for Youth Mental
Health and Wellbeing to develop and launch a
three-year pilot program focused on teen mental
health. PHCD’s funding will provide support
for an essential component of a comprehensive
school-based mental health program serving
8,500 students at six high schools and one alter-
native high school within the PHCD boundaries.

PHCD Provides $50,000 to Support
Millbrae Community Center Programs

On May9,thePeninsula Health CareDistrictBoardofDirectorswasjoinedby
city leaders from Burlingame and Millbrae to break ground on The Trousdale,
a 124-unit facility offering both assisted living and a special floor to sup-
port residents living with dementia.The Trousdale is located on District-
owned land at 1600 Trousdale Drive in Burlingame, which is across from
the Mills-Peninsula Medical Center and in the heart of the Silicon Valley,
within walking distance to shopping, restaurants, physician offices and
public transportation. We plan to take advantage of the proximity to Silicon
Valley by incorporating innovative technologies such as smart home sensing
and lighting technology that will automatically adjust in the residential units
throughout the day to improve the body’s circadian rhythm. Continuously
adjusted lighting improves alertness during the day and sleepiness at night.
Livable Design Standards—walk-in showers, fall-rated towel bars, spacious
doorways and easy-to-access lever door handles—are also being integrated
throughout the building.The Trousdale has been intentionally designed for low
environmental impact to facilitate seamless integration into the community,
making the building construction approach as unique
as the resident support The Trousdale will offer.
Over the summer, construction was on
schedule, meeting key milestones such as
shoring and excavation of the basement
and pouring of the concrete mat slab. If

Construction ofTheTrousdale is Underway
As part of Peninsula Health Care District’s mission,it
supports both immediate and long-term community
health needs by identifying gaps in services and working
with community partners to address unmet needs.As a
public agency focused on local health issues, PHCD is
positioned to know what’s happening in its jurisdiction
and to act quickly when urgent needs arise. The most
recent example of this was the Board’s response to the
loss of the Millbrae Community Center.
Prior to its destruction by an arson fire, the Millbrae
Community Center served as a social and wellness hub
for local residents, and provided facilities for a variety
of youth and senior recreational services. Since the fire,
the City’s Recreation staff has worked with community
organizations to arrange for programs to be held
at nearby schools and facilities. Recognizing
how critical availability and accessibility of
these programs are to the overall health
and wellness of the community, the PHCD
Board of Directors voted unanimously to
provide $50,000 in funding to support
valuable community programs for youth
and seniors. It is our hope that the Millbrae
Community Center will be rebuilt and will
continue to benefit the local community. In
the meantime, we are proud to offer our support.
