This document discusses how public service has changed over time and may continue to change in the future. It outlines how public service shifted from the welfare state model of the 1970s to the new public management model influenced by private sector tools starting in the 1970s. The document then suggests future forms of government may include more open, tight, loose, digital and innovative models. It asks what skills will be needed for public servants to work effectively under current and potential future government designs and systems.
