We are URGENTLY looking for an The International Resident Engineer (RE) and for the Project
(Assist the GOSL in the implementation of Jaffna and Kilinochchi Water Supply and Sanitation
Project) in Jaffna City in the North of Sri LanKa with the following conditions:
Responsibilities:
The main specific tasks of the International Resident Engineer includes (but are not limited to):
 Overall responsible for the supervision and monitoring of the Contractors activities to
ensure satisfactory standards, quality assurance, control of workmanship (incl. safety
and monitoring)
 Reports directly to the Team Leader
 First line of contact with the International Civil Works Contractors (TWTM1 & TWTM2)
 Provide advice to the Owner/PMCIU on all issues related to the civil works activities
 Provide advice to the supervision of other ongoing Civil Works Contracts (ET1 & ET2)
 Supervise his team of Assistant Resident Engineers and Engineering Assistants
 Develop and implement a construction management systemfor the civil works (TWTM1
& TWTM2)
 Inspection and approval of materials and equipment proposed by the Contractors
 Review and approval of construction methodologies and schedules submitted by the
Contractors.
 Monitor the environmental impact during construction and coordinate with the
environmental specialist
 Check monthly measurements of work and certify payments to the Contractors
 Ensure coordination between the Owner/PMCIU and the Contractors

2.  Handle possible disputes with the Contractors
 Handle possible complaints from the public and other stakeholders by taking proper
action and resolve any conflicts arising
 Ensure comprehensive records of civil works construction and testing
 Prepare monthly progress reports covering all aspects of the civil works activities for
TWTM1 & TWTM2
 Supervise commissioning on completion and ensure that as built records and suitable
O&M manuals are submitted by the Contractor
A team of international and national specialists assigned on an intermittent basis for technical
support, claims management, commissioning, quantity surveying and structural engineering will
provide necessary support to the International Resident Engineer
Durationof the position
The project already started, and Resident Engineer (RE) will start to work as soon as
possible, RE will work for 24 man – month.

Qualifications
The International Resident Engineer (RE) should preferably have min. 10 years of experience of
civil engineering and at least 8 years as RE, Contract Management or similar on international
contracts, and preferably min. 5 years of experience from projects in the water sector. Some
experience from working on large scale international civil works contracts is also a
requirement.
