And states and many cities use census data to draw legislative districts. At an initial cost of more than $11 billion, the 2010 census was already the most expensive ever. This was to be the first truly high-tech count in the nation's history, with census-takers using handheld computers to track and tally the millions of Americans who do not return the census forms mailed out by the government. The computers proved too complex for some temporary workers who tried to use them in a test last year in North Carolina. They thought the business need out very well (moving from paper to handheld devices, hiring contractors) but failed to pay attention to UI resulting in $3B additional cost – to be paid by tax payer; and forcing them to move back to pencil and paper

Call to action – As you look at new development or refreshing your current application portfolio remember design and usability matters.  A large number of the major ISVs and VARs are already working with us to build their next generation of clients.  You saw some of them listed here today.  Remember design and usability matter. Build and take advantage of richness of Windows. Take advantage of the programs we have to make you successful here.  MSDN. Metro for ISVs, InnovateOn and the Innovation Days.  Remember TechEd for Developers in June in Orlando (need dates) and the PDC in October. Thank you for attending APS this year Bob just reviewed the Server & Tools Business priorities for FY09.  During his session he talked about two of the three pillars of what we will be talking to the field about this year in terms of the developer community. Web RIA – Rich Internet Applications.   I would like to spend a few minutes talking to you about the 3 circle – rich client applications. Talk about platform convergence, use the same tools and the same skills to target three key scenarios:  ‘ browser’, ‘desktop’, ‘mobile’ Of course there a unique aspects of each which we will support, but unifying the platform is key to our strategy.   Talk WPF in the desktop space   SL / ASP.NET in the browser space   SL in the mobile space and .NET CF and talk about how VS and Expression are the tools and that the skills in any bucket transfer directly   And that you can share assets/code/skills across.
