RECENT DEVELOPMENTS…..
The attacks against foreign nationals in Provinces and recent
attacks has been at Gauteng and KwaZulu-Natal. The attacks have
been mainly directed against foreign nationals and their spaza
shops.
The recent spate of attacks was sparked by a labour dispute over
the employment of foreign nationals at the KwaJeena Store in
Isipingo. Certain sections of Umlazi, specifically D, J, G, K, T and W
sections, have been particularly affected, with attacks which
mainly take place during the night. In the initial phases, only
looting of the properties took place but recently the situation has
become more violent by the perpetrators resorting to petrol-
bombing.

• Competition over access to resources.
• Rivalry for employment opportunities.
• Business rivalry between foreigners and South Africans, and within
émigré groups.
• Failure to regulate the registration of business at local government
level.
• Involvement of émigré communities in criminal activity, inter alia
drug trafficking and trading in stolen goods.
