Guest talk at Carnegie Mellon University in Rwanda on Strategic use of digital information in Government delivered on October 23, 2014 to the students of M.S. in Information Technology [Strategic use of digital information in enterprises]
This paper on citizen engagement in public funded projects and programs won the Best Paper award in PMI India's National Conference 2016 held at Mumbai. Public policy governance and corporate governance have to go beyond the enterprise to embrace all stakeholders and even the public at large to ensure efficient deliveries of goods, services and consultancies. Only by doing this, better returns on investments can be ensured. To cite an example, in order to ensure that Sustainable Development Goals are actually achieved globally by 2030, it is necessary to bring all stakeholders to the same platform to responsibly share information relating to the programs aimed at achieving the 17 SDGs. All the stakeholders need to access the same validated data, to facilitate facts based decisions at each level- global to local. Timely interventions are possible only when diverse data is processed, collated and analysed and made available in real time, by generation of appropriate alerts and delegation of tasks. We need to build TEAM one world to achieve success. We need to focus on public good rather than private gains. How the state of art ICT infrastructure of cloud computing, mobile apps etc can be fine tuned to deliver complex programs and projects, involving glocal stakeholders is proposed to be demonstrated live using the in house built TRANSPORTAL.
The 5 generic digital governance models namely 1.Broadcasting 2.Comparative Analysis 3.Critical Flow 4.E-Advocacy 5.Interactive Service Model are described in this presentation.

How is Stakeholder Satisfaction added in PMBOK to be achieved in practice?
When all Stakeholders are satisfied, there is Ram Rajya- Good Governance
Governance whether Corporate or involving Public policy needs to go beyond the enterprise to embrace the citizen.
Unless the citizen ( customer in the case of Corporate) is involved and empowered efficient deliveries of goods, services and consultancies i.e. Good Governance cannot happen.
Today’s agenda is how to leverage ICT for citizen empowerment leading to Good Governance.
Good Governance requires right decisions based on right data. We need to responsibly share data and practice Transparency and empower all stakeholders especially the citizens.
How to build a TEAM leveraging ICT is the take away today.
Global programs such as the Sustainable Development Goals (SDGs), consisting of 17 goals and 169 targets, are an ambitious agenda that will shape international development efforts for the next 15 years.
These global goals highlight the complexity and wide scope of development challenges. To solve the urgent problems of development the world over, ‘all countries and all stakeholders, need to act in collaborative partnership, [to] implement this humongous plan’
To achieve success in the SDGs, all the stakeholders need to access the same validated data, to facilitate facts based decisions at each level- from global to local.
Timely interventions are possible only when diverse data is processed, collated and analysed and made available in real time, by generation of appropriate alerts and delegation of tasks.
First we need to unite the people into meaningful partnerships to bring prosperity for all, then only we can have peace and the planet made sustainable and safe.

SDG 11 talks of Making cities and human settlements inclusive, safe, resilient and sustainable
Songdo is just one example of what a “smart” or “future” city could look like.
Sensors are planted throughout the city to monitor everything from temperature to traffic patterns to help alert residents of what their days might look like.
Telepresence is outfitted in schools and homes, the buildings themselves are designed to be sustainable and eco friendly, and the city itself is designed around open spaces.
How can we work together to make 100 Smart cities in India?
Private public partnership is envisaged by the Government.
Central, State and Local self Governments have to work together.
A program like Clean city or Swachh Bharat requires all hands to the deck.
All citizens have to join hands
If questions like, “what is in it for me?” pops up all the time, if citizens apathy abounds, if data is in silos and left hand does not know what the right hand is doing…. We can forget about building the Smart city. The message is clear- All individuals and institutions have to go BEYOND their respective boundaries and jurisdictions to make things happen. They need to join hands together and share information responsibly.
Open the data systems! Think public good, not private gains!!
When I advocate, TEAM building, working together, and going beyond ones limits,
I see three critical factors for success.

User involvement
Top down approach refers to Leadership, and they have to believe in Transparency and order data sharing and bring about digital transformation. They have to ensure data quality and purity.
Next we come to the specific problem of digital transformation that requires not only capturing quality data at source but also the problem of legacy data.
Most important is the information pay offs required at each level to answer the question- what is in it for me.

In my paper I have dealt with in detail how the Citizen’s interface includes the delivery of citizen services like the following:-
For getting the copy of the Birth/ caste Certificate from the local municipal or Panchayat office or the marks cards and school/college certificate from the local school and college last attended.
For renewal of Driving License- This will be done by the Motor Vehicles Department of the State concerned;
For address change in a Passport- This will be done by Passport officer in the Central Government;
For getting a VISA to enter another country - This will be done by the authorised personnel of the country concerned;
For a better quality of life anywhere- Standards laid down in the Sustainable Development Goals and adopted by the comity of Nations as SDG 2030 program.
It is an excellent tool for monitoring and evaluation as well as learning
In closing I would like emphasise TEAM work facilitated by this innovative technology to go beyond ones borders.
Article 51A (j) of the Indian Constitution has called this the Fundamental Duty of every Citizen i.e.
“to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavor and achievement.”
Technology is at best an enabler.
But as humans we have to put our heart into it. We have to put our hands to it.
