Even before Mozaic Communications introduced the Internet to the 
Philippine market in 1994, there were earlier pioneers of technology…
1991-1993 
• The Internet was first accessed in the Philippines by 
private multinational corporations such as Intel, 
Motorola and Texas instruments in order to 
communicate with mother companies in the United 
States. 
• By 1993, public email access was made available via 
PLDT (Philippine Long Distance Call) & Philcom Internet 
stations which allowed subscribers to connect to AT&T 
using the American CompuServe as their Internet 
Service Provider (ISP)
1991-1993 
• Dr. William Torres, the managing director of the National 
Computer Center, was one of the people who 
spearheaded the campaign to connect the Philippines 
to the internet. He sought for the DOST (Department of 
Science and Technology) Undersecretary William 
Padolina for initial funding of the PhilNet project. 
• The Philnet technical committee, composed of 
representatives from ADMU(Richie Lozada and Arnie del 
Rosario), DLSU (Kelsey Hartigan-Go), UP Diliman (Rodel 
Atanacio and Rommel Feria), and UP Los Baños, would 
also eventually play a significant role in connecting the 
Philippines to the World Wide Web.
MARCH 29, 1994 
• Benjie Tan, who was working for ComNet, a company 
that supplied Cisco routers to the Philnet project, 
established the Philippine's first connection to the 
Internet at a PLDT network center in Makati City. 
• "We're in," Dr. John Brule, a Professor Emeritus in 
Electrical and Computer Engineering at the Syracuse 
University, announced at The First International E-Mail 
Conference at the University of San Carlos in Talamban, 
Cebu, signifying that Philnet's 64 kbit/s connection was 
live.
1997-1998 
• The internet service improved significantly in the country 
when PLDT had launched the Philippine Internet 
Exchange (PhIX) in July 1997. This enabled a network 
access point that interconnected local ISPs. The first 5 
that joined were Infocom Technolodies, Mosaic 
Communications, Iphil Communications, Virtual Link and 
WorldTel Philippines 
• In 1998, the PHNet connected to Japan’s advanced 
Pacific Network (APAN) to provide faster internet 
communications between the Philippines and other 
countries in near that area.
