In this article, we seek to add to current debates about surveillance and society by critically exploring the social implications of a new and emerging raft of surveillance practices: those that specifically surround digital techniques and technologies. The article has four parts. In the first, we outline the nature of digital surveillance and consider how it differs from other forms of surveillance. The second part of the article explores the interconnections between digital techniques and the changing political economies of cities and urban societies. Here we explore the essential ambivalence of digital surveillance within the context of wider trends towards privatization, liberalization and social polarization. The third part provides some insights into particular aspects of digital surveillance through three examples: algorithmic video surveillance (in which closed circuit television systems are linked to software for the recognition of movement or identity); the increasingly prevalent practices of digital prioritization in transport and communica- tions; and the medical surveillance of populations, wherein databases are created for increasingly mixed state and commercial medical purposes. Following this, in part four, we reflect on the policy and research implications raised by the spread of digital surveillance.

Abstract : Crime prediction is a topic of significant research across the fields of criminology, data mining, city planning, law enforcement, and political science. Crime patterns exist on a spatial level; these patterns can be grouped geographically by physical location, and analyzed contextually based on the region
in which crime occurs. This paper proposes a mechanism to parameterize street-level crime, localize crime hotspots, identify correlations between spatiotemporal crime patterns and social trends, and analyze the resulting data for the purposes of knowledge discovery and anomaly detection. The subject of this study is the county of Merseyside in the United Kingdom, over a span of 21 months beginning in December 2010 (monthly) through August 2012. Several types of crime are analyzed in this dataset, including Burglary and Antisocial Behavior. Through this analysis, several interesting findings are drawn about crime in Merseyside, including: hotspots with steadily increasing crime levels, hotspots with unstable crime levels, synchronous changes in crime trends throughout Merseyside as a whole, individual months in which certain hotspots behaved anomalously, and a strong correlation between crime hotspot locations and borough/postal code locations. We believe that this type of statistical and correlative analysis of crime patterns will help law enforcement agencies predict criminal activity, allocate resources, and promote community awareness to reduce overall crime rates.

Introduction
Development practitioners in both public and the private sectors, mainly those into urban design and development have now established a consensus that different social structural processes could constitute both driving shafts to stimulate urban development on one side and dealing with bottlenecks on the other side. Security is a primary ingredient in designing an environment that is conducive to successful efforts in developing project plans and putting it into action. Therefore, crime is a critical social structural characteristic that requires proper informed understanding to improve security in the any city and its environs. Proper social structural adjustment leads to creation of a user-friendly environment that will facilitate urban development by the practitioners.
Background
Crime ranges from simple and petty issues such pickpocketing to more sophisticated illegal actions. Crime is measurable. Thus, crime is the level of lawlessness and disintegration of social order. Crime has adverse effect on society. High crime rates disturb the security of any region and eventually leads to a state of insecurity. A United Nations report states, among other things, crime: โimpairs the overall development of nations, undermines spiritual and material well-being, compromises human dignity and creates a climate of fear and violence. These adverse effects of crime endanger personal security and erodes the quality of life (United Nations 1992:6)โ. It is very difficult to achieve sustainable development in a situation marked by uncontrolled and uncontrollable crime because it breeds and accompanies insecurity. (Albert 1998).
Crimes in the city can be categorized into specific areas. Physical criminal violence or physical assault includes homicide, armed robbery, carjacking, attempted murder, manslaughter, and rape. Psychological violence includes lies, threats, and brainwashing. These serve to diminish mental potentialities (Galtung 1990:10-12). Violent crime causes direct harm (Chesnais1992:217), this is a major contributing factor that disturbs security in the city. Violent crimes are more associated by members of the lower social status in a society. These poor peopleโs life is characterized by poverty. Also, there is also the violent crime against property ownership,- car-jacking and house breaking. Last, less visible crime is another category which often comes under the name of corruption. This includes criminal activities such as embezzling public funds, and filing false information. Such crimes are mainly committed by the elite in society. Most elites are rich and politically connected. By the very covert nature of hidden crimes, most of their perpetrators go free. (United Nations 1992:6). Throughout history, the American criminal justice system has experienced a myriad of challenges and changes along its evolutionary journey. Ever since the inception of our nationโs first police agency, law enforcement has been charged with the responsibility of instituting public policy and initiative that exhibits a clear perspective on how to detect, deter, and prevent crime.
These perspectives set the foundation for the way our criminal justice system addresses the contemporary issues facing modern law enforcement in the 21st century. The evidentiary shift from traditional criminal justice practices to a more innovative, contemporary law enforcement strategy arose from research-based theory and practice. Three contemporary tools deserving a deeper level of explanation and analysis include the following elements:
๏ท evidence-based practices (EBP),
๏ท crime mapping, and
๏ท community and problem-oriented policing.
These tools are key to what is referred to as predictive policing. The premise behind predictive policing rests on the idea that society will be much safer if we do not wait to make an arrest after a crime has been committed, but rather, we prevent the crime in the first place (Maguire & Okada, 2015).
Evidence-based policing, simply stated, is the marriage between scientific research and taking that evidence and those results and putting them into practice with the use of guidelines and policy. This notion has been used in medicine when doctors use advanced training as it pertains to the scientific method and follow the most recent evidence available derived from research (Sherman, 1998). We see this firsthand with Berkeley Police Chief August Vollmer in the early 1970s when he began implementing a radical approach to practical policing with innovations such as the patrol car, profiling, and forensics to name a few.

Much theoretical commentary over the last decade addressed the likely impacts of information and communication technologies (ICTs) on urban life works by opposing `virtual' spaces and mediated activities to `real' places. Drawing on recent theorising in media studies about `remediation', this paper attempts to move beyond a reliance on such unhelpful real^virtual conceptual binaries. The paper uses such conceptual discussions to consider more fully the multiple, subtle, and interdependent spatiotemporalities which together work to constitute ICT-based urban change. While innovative work has traced the emergence of various online spaces and communities, our interest here is on the intersection of online and offline practices. Through a case study of two contrasting neighbourhoods in Newcastle upon Tyne, the paper explores in detail how social relations and grocery shopping are being affected by ICT use. The place matters. We were born there, have been living and working there, entered there and exited from there. Places are an object of observation from the outside while we experience them from the inside. A place is the most ethnographic level of observation of relational territorialisation.
However, do we really know how territories behave? Can we really observe in practise the notion of the Network Territory? How does the dynamic concept of a territory fit and juxtapose with that of a network?
Some territories are putting all their efforts, thanks to the common work of public, private, and civil agents, into restructuring the post-crisis economic and social system. Nevertheless, can we observe and see what is occurring in these places and territories? How are we supposed to observe those big black boxes with input and output but with an unknown and hardly explainable process? How can we apply hermeneutics to the socially innovating processes in the networked territories at any scale? What tools should we use for this observation? What tools do we want and can we use to intervene? What effect do we ultimately want to have?
All these elements may demand a systemic vision in the cybernetic multi-disciplinary sense that Social Innovation requires and that links with the two main currents of Social Innovation in a coherent way: we are referring to, on the one hand, the more academic approach, with a social justice dimension, aligned towards the Territory and Social Economy and, on the other hand, the more practitioner and policy-making approach, championed by the third-way labour school of thought of the Young Foundation, Nesta and Demos.
This publication is thus to suggest taking a step back to achieve some impulse and present a Territory Systemic Framework from Social Innovation. We mixed elements from
Action Research as a suggestion for the investigation methodology, the way to observe the Territory from the viewpoint or paradigm of Social Innovation. That is to say that we de-constructe the Territory into three scales (#Macro, #Meso and #Micro) to be able to observe, understand, and implement social transformations. What we know now is that the future of Territories is currently determined by two variables: their network-notion and their value of commons. The Territories that are able to mingle with the collective intelligence that is strategically aligned with the understanding of the Territory-Network and Common Welfare will be in a better position to undertake some real processes of Social Innovation within themselves. Which policies, projects, and agents/people should be promoted within the Territories?
And what role do creative atmospheres or ecosystems play?
Let us then answer three questions:
What? Why? How? That is to say, Territory, Social Innovation, and Action Research.ย

By questioning the access of resources in urban planning models and decisions. - 13. Initial Concepts What changes are brought about in regards to cultural systems, technologies and the justice system as a result of the rising crime rate? How does the history of criminal activity in NYC influence this design fiction? How can alternate crime related design fictions provide insight into this process?
- 14. Current Impacts In the absence of active policing, how might civilians living in these neighborhoods adapt to this crime wave? Are there solutions using present technological capacities that can be designed to hamper criminal activity? Neighborhood watch type groups and vigilante policing might be critical during this phase.
- 15. Near Future Impacts In the near future how does the breakdown of the policing and justice system affect the neighborhood? How does this pseudo-lawless state impact the lives of civilians and the systems and technologies available to them? During this period hired mercenaries might be required to enforce laws. What powers and technologies would they be allowed?
- 16. Far Future Concepts How might policing technology adapt to an increase in crime? How might criminals use advanced technology? Surveillance and tracking technology in particular might play a large part in this speculative design fiction.
