This document discusses the failure of U.S. Naval Intelligence to anticipate the Japanese attack on Pearl Harbor in 1941. Despite collecting intelligence on Japan for 40 years and conducting counterintelligence operations against Japanese officials, ONI was surprised by the attack. The document examines ONI's intelligence gathering efforts on Japan over time, including establishing a Japanese language program in the 1920s and the Army's early success in decrypting Japanese communications before World War 2, but how these efforts did little to prepare ONI for the Pearl Harbor attack.
