• Road safety, a serious concern in transport sector in our
country.
• Sixteen Indians die every hour in road accidents,
most of them on two-wheelers, cars, and a
majority of them as a result of careless driving and
overspending.
• Main Issues on intuitional set up on Road Safety.
• Lack of proper challenging for funding on Road Safety.
• India is spending 0.7% GDP on Road Sector than compare to
china 2.1%, Brazil 2.5% and USA 3.2%.
There were 1, 37,423 road traffic fatalities in India in
2013 which were 10% of road crash fatalities worldwide.

37. Best Example on Road Safety Funding
Finland is believed to have been the first country which used insurance premiums to finance road safety. Set at a
nominal amount (1% of premiums)
A road safety levy was originally set at 3% of third party insurance premium in the State of Victoria, Australia, but
has been since increased to its current level of 10%.
South Africa established mandatory third party insurance premiums collected through the fuel levy with a proportion
going to road safety.
In Fiji, as part of the Fiji Road Safety Action Plan, funding mechanisms were included in the legislation so that a levy of
10% is applied to all third party insurance policies and these funds are handed over to the Safety Council for its
activities.
The Road Traffic Safety Association in the Republic of Korea is funded from an assortment of small levies on fuel tax,
insurance, tyre manufacturers' profits and expressway authority incomes.
