The 2012 Paris OER Declaration was adopted at the 2012 World Open Educational Resources Congress held by UNESCO in Paris from June 20-22, 2012. The declaration recommends that states foster awareness and use of Open Educational Resources (OER) to increase access to education, develop strategies and policies to promote OER production and use, and encourage open licensing frameworks to allow reuse of educational materials globally under open licenses. It also calls for capacity building, strategic alliances, research on OER impacts, and tools to locate relevant OER.
