Parental involvement programs can have a positive impact on student achievement when they incorporate effective components. However, some programs that include many characteristics of effective programs still fail if they do not have sufficient intensity and focus on supporting desired outcomes like literacy. For a program to be truly effective, it must have a deep understanding of the parent involvement process and mechanisms, address overall student achievement, include exemplary outreach, and provide strong guidance and professional development for teachers and parents.

children's confidence, interest and performance at school. A qualitative case study to evaluate the influence of
parental involvement was conducted. The study sample was purposively sampled and consisted of 20 school
heads, 20 teachers and 20 pupils. The researcher was the main research instrument during data gathering. She
assumed the role of the interviewer and an observer. Data were analysed using thematic content analysis. The
findings showed that, parents who had children enrolled in rural and public urban schools were less committed
to their children's learning. Further, they were not worried much about their children’s school environment.
They consulted less with the teachers and did not supervise their children’s home work. Parents whose children
were in private schools had better communication and interaction with their children’s teachers. There were
various models that were used to improve parent-teacher relationship for the betterment of the children's
learning needs. The study recommended -devolvement of engagement strategies, improved communication
channels, supervised parental involvement in school activities andmonitoring and evaluation measures to assess
performance, progress, outcome and impact of engagement strategies.

8.1 Why Working With Families Is So Important
Building supportive and collaborative relationships with families is one of the most important priorities in early childhood education. Trust between home and school is built over time, starting with the very first phone call or visit to the program. Positive relationships between program staff and family members are supported in small ways, such as the friendly tone of voice a teacher uses at pickup time, or in big ways, such as the welcoming policies described in the family handbook.
Benefits to Children
Just as infants and young children must learn how to trust others in order to learn and grow, an early childhood program must earn a family's trust before the child can fully participate in what the program has to offer. Children benefit when families and teachers communicate and work closely together, forming trusting relationships and sharing expectations and ideas (Barbour, 2007).
Strong parent-school relationships create positive outcomes for children both cognitively and emotionally (Callender & Hansen, n.d.). For example, studies of Head Start children reveal a positive correlation between parent involvement and children's academic growth in the areas of vocabulary, literacy, and mathematics (Wen, Bulotsky-Shearer, Hahs-Vaughn, & Korfmacher, 2012). Other studies indicate that parental involvement in school improves children's behavior and self-esteem, and it also decreases the chances children will be referred for special education services (Callender & Hansen, n.d.; Henrich & Blackman-Jones, 2006; Pena, 2000).
Benefits to Families
Parents and other family members, such as grandparents, also benefit from family involvement in early childhood programs. The staff members of the early childhood programs, including administrators, teachers, and caregivers, serve as role models for parents, demonstrating nurturing and learning relationships and interactions. Parents who spend time in their children's early childhood classrooms learn strategies for supporting children's learning that they can use in their own interactions with their children (Keyser, 2006).
Benefits to the Program
For the early childhood administrator, building a strong collaborative partnership with families is good for business. Whether your organization is nonprofit or for-profit, your program's success and reputation are built on the positive word of mouth generated by happy families. From marketing to fee collection, strong collaborative relationships with families will help make every part of the administrator's job easier and more productive.
Parent involvement also helps inform and enhance the work of teachers and administrators. When parents and teachers communicate frequently, teachers learn more about the traditions, values, and culture of the families, and can use this information to shape the curriculum and activities (Gonzales-Mena, 2008).

In Week Five, you read about the link between Maslow’s Hierarchy of Needs and parental involvement. When students do not have their basic needs met or do not feel safe in school, they are not fully prepared for academic instruction. “It is imperative that we proactively create a climate that will support all students learning” (Hjalmarson, 2011, p.135). Partnerships are all about connection. In this final week of the class, we will end our discussion about the need to develop partnerships among schools, families, and communities to support student success.
Parents are the glue that helps to bring students and schools together. For schools, it is important to gain parent support and involvement in assisting students in their educational growth. Schools must develop strategies to offer parents in establishing better support for students in their educational journey; however, in order for schools to help parents, there must be a plan in place. We learned at the start of this course that there are a variety of ways in which parents can be supportive of students in school. Far gone are the days when the only way that parents could show support was to help with homework. Although helping with homework is still vital, it is only a small example of the many strategies that parents can use to support the education of their children.
Think about the classroom today, beyond fundraisers and PTA meetings. What are some of ways in which your child's school has asked for your support or you have asked parents for support? How does this extend to using technology as a means of academic support? Consider the technology you use to communicate with your child’s teachers or with the parents of your students. Research shows a strong correlation between the achievement gap and home Internet accessibility (Empowering Parents, 2010). “If, as President Obama emphasizes, parents have a responsibility to be actively involved in their children’s education, they will need the technology tools and skills to do so effectively” (The Children’s Partnership, 2010, p. 7). Having regular communication with schools through email, blogs, and social media helps parents receive updates to their child’s performance and plan for what additional supports they might need for areas of need.

6.1 Theoretical Models and Research
The traditional parent involvement model for early care and education programs was a professionally driven parent-education model, with educators using parents to improve the child's home environment and to implement what educators believed to be good educational and parenting practices. This model was based on the belief that educational and human service professionals knew what was best for the child and family, based on their education and expertise. The parent component of an early care and education program was designed to teach parents good education-related practices and to improve the home environment as a place to develop good behaviors and optimal learning. This practice of parent involvement was also the accepted approach used by professionals working with families of children with developmental delays (Gargiulo & Kilgo, 2005).
To inform our understanding of effective partnerships between programs and families, it is important to examine approaches that have been shown to work. To do so, current research findings on effective family-program partnerships must be explored. Unfortunately, however, research in effective ways to enhance family-program partnerships is quite limited, particularly in early childhood programs.
There are many reasons why there is so little research in this area. Because there is a variety of ways to involve parents in the care and education of their children in a program, there is no agreed-upon definition or measurement of effective parent involvement. For example, are we looking at parents volunteering in the program, supporting their children at home, or effective communication between the home and program (Hill & Taylor, 2004)? Further, we do not know how one kind of involvement may positively influence another and thus have a multiplying, additive effect on children's development and learning. For example, how might parent involvement in the early childhood center increase the quality of parenting skills practiced in the home?
There is also a lack of agreement regarding who should be the subject of the research. Who should be questioned and given surveys when studying parent involvement: parents, teachers, or administrators? This dilemma is compounded by several factors, including research that indicates teachers tend to evaluate the involvement of African-American and low-income parents more negatively than that of European and higher-income parents (Epstein & Dauber, 1991). Finally, the research available has been conducted largely in elementary schools and not early childhood programs. As presented later in this chapter, this is also a dilemma when examining the various family-program partnership models. From a research perspective, the more different an early care or education program is from a traditional public elementary school, the less valid are these elementary school-based results for family-program collaboration in early care and education settings (Hil.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. 3. But what about those programs that
are unsuccessful?
Despite meeting many characteristics, in some
cases, programs may prove ineffective.
One such program mentioned in the text is Even
Start, which, despite parent-child activities that
supported literacy in a variety of ways, surveys
showed a lack of intensive focus on parent-child
literacy focus.
In short, this section offers a warning: “The task of
developing and implementing productive parent
involvement programs is complex and
multifaceted. Implementations that sample many
different activities without sufficient intensity on
those that support the desired outcomes invite
failure” (p.418).
4. Guidelines to promote effectiveness:
A program must….
Understand the parent involvement process –
parents’ motivation for involvement, as well as
awareness of types of involvement (such as
communication, supporting school work or
conveying values).
Be knowledgeable about the mechanisms of
involvement (encouragement, modeling,
reinforcement, instruction).
Address overall student achievement through self-
efficacy, self-motivation, and/or ways to relate to
teachers.
Include exemplary outreach programs.
Be attentive to the multi-facets of productive reading
interactions.
5. To be effective, a program must also:
Understand short and long term effects of focal
activities (for example, reading aloud to children
in early childhood will support language,
vocabulary and concept knowledge that will in
turn support reading comprehension later).
Embed literacy events in engaging, high-quality
texts and in activities with a strong social context.
Build new knowledge based on parents’ prior
knowledge.
Provide professional development to teachers
implementing these programs.
Provide strong guidance for parents (including
modeling and explanation).
6. In summary
This section clearly defines the need for effective
programs that help form a bond between home
and school. Parents play a pivotal role in the lives
and education of their children; therefore, it is
crucial that teachers work to create strong
communication between home and school.
Through many of the effective practices noted in
this section, teachers and parents are able to
form a partnership to provide key support and
modeling in an effort to make students better
readers and writers.
