Background
Pakistan was founded on Quaid-e-
Azam vision, spelled out in his
address to the Constituent
Assembly on August 11, 1947.
“My guiding principle will be
justice, fair play, and complete
impartiality and I am sure that
with your support and co-
operation, I am looking forward to
the making of Pakistan as one of
the greatest nations of the world.”
 Over the last decade, starting from
the year 2000, Pakistan economy has
been on the downhill path since
2006.
 Serious internal and external issues
cannot be resolved by short-term
planning.
For a nation to progress it must have a
clear idea of its longer- term
aspirations.
National Consultation Conference
was held on November 22, 2013.
Vision 2025 was roll out by
PML-N Government on
August 11, 2014 by the Ex-
Prime Minister Nawaz
Sharif.
“The Vision is document roadmap
and an implementation strategy for
Pakistan in the next one decade. It is a
strategy for development of all
economic, political, social sectors to
bring prosperity in the country is
called Pakistan Vision 2025.”
The 12 years Vision, which has seven pillars set several quantitative targets
such as;
To increase per capita income from $1,299 to $4,200 by 2025
To bring down poverty from 49% population to 20%by 2025
 To increase primary school enrolment and completion rate to 100%.
To improve primary and secondary gender parity and raise literacy rate
upto90%.
To increase higher education coverage from 7% to 12%.
To increase number of PhDs from 7,000 to 25,000.
Basic Goal of Vision 2025
The main goal of Vision 2025 is to set Pakistan among top 25 economics in a
world, leading to upper-middle incomes countries status by 2025 and 2047 10
top economics.

SOME BASIC GOALS OF VISION 2025
1. Increase Primary school enrolment and completion rate to 100% & literacy rate to
90%.
2. Increase Higher Education coverage from 7% to 12 %, and increase no. of PhD's from
7,000 to 15,000.
3. Improve Primary and Secondary Gender Parity and increase female workforce
participation rate from 24% to 45%.
4. Increase proportion of population with access to improved sanitation from 48% to
90%.
5. Reduce infant mortality rate from 74 to less than 40 (per 1000 births) and reduce
maternal mortality rate from 276 to less than 140 (per 1000 births).
6. Reduce the incidence/prevalence of Hepatitis, Diahorrea, Diabetes and Heart
Disease by 50%.
7. Pakistan will be World Champions in 2 sports and win at least 25 medals in the Asian
games.

8. Become one of the largest 25 economies in the World, leading to Upper Middle Income
country status.
9. Reduce poverty level by half.
10. Increase annual Foreign Direct Investment from USD 600 million to over USD 15 billion.
11. Increase tax to GDP ratio from 9.8% to 18%.
12. Place in the top 50th percentile for Political Stability (from bottom 1 percentile), No
Violence/Terrorism (from bottom 1 percentile), and Control of Corruption (from bottom
13th percentile) as measured by the World Bank’s Worldwide Governance Indicators.
13. Energy: Double power generation to 42,000 MW to provide uninterrupted and
affordable electricity, and increase electricity access from 67% to over 90% of the
population by 2025.

15. Water: Increase storage capacity to 90 days, improve efficiency of usage in
agriculture by 20%, and ensure access to clean drinking water for all Pakistanis
16. Food: Reduce food insecure population from 60% to 30%.
