GENERAL FINDINGS
Construction is the largest resiliency-related sector, followed
by real estate; both are projected to grow between 2012-2022
Many jobs in the resiliency market are seasonal, with the main
exception of those in building maintenance
Majority of entry-level positions require a H.S. diploma or
equivalent
Most businesses (we spoke to) are small and project growth
over the next five years, albeit in small numbers at individual
firms
Training programs are seen as a useful filtering mechanism;
most employers rely on on-the-job training

2012 - 2022
—— Solar installation likely to remain steady or
increase modestly
—— Battery installation likely to increase but timing
remains unclear
•	Same desired qualifications as general findings;
additional training and certifications required for
solar installers
•	Apart from union-related apprenticeship programs,
few training programs in the construction trades
•	Self-selection/hiring bias may exist for women and
older men
•	Work hours (early starts, night shifts) may be a
challenge for some

•	Employment projected to grow by 9% between
2012 - 2022
—— DEP projecting to hire ~ 200 bioswale
maintenance workers
—— Unionized sector is experiencing slight decline
•	Year-round occupation; not seasonal or cyclical
•	Real annual wages have risen between 2005-2015
•	Same required traits and characteristics as general
findings; additional training and certifications required
for HVAC jobs
•	Entry-level jobs do not always require a high school
diploma
•	Limited number of training programs, especially for
landscaping and non-unionized building maintenance
•	Self-selection/hiring bias may exist for women and
older men

New York City’s Resiliency Labor Market 13 • 2015: 153,565 employees; 19,998 firms (real estate & services to buildings) • Employment projected to grow by 9% between 2012 - 2022 —— DEP projecting to hire ~ 200 bioswale maintenance workers —— Unionized sector is experiencing slight decline • Year-round occupation; not seasonal or cyclical • Real annual wages have risen between 2005-2015 • Same required traits and characteristics as general findings; additional training and certifications required for HVAC jobs • Entry-level jobs do not always require a high school diploma • Limited number of training programs, especially for landscaping and non-unionized building maintenance • Self-selection/hiring bias may exist for women and older men BUILDING O&M
