1) Organizational decision making involves identifying problems and developing solutions. It has two main stages - problem identification and problem solution. 2) Individual decision making can follow a rational model of maximizing choices within constraints, or a bounded rational model of using simplified models. People often satisfice rather than optimize by seeking satisfactory rather than perfect solutions. 3) The garbage can model views organizational decision making as an unordered mix of problems, solutions, participants, and choices rather than a rational sequential process. Solutions may be proposed without problems or choices made without solving problems.
