It replaces install_gems execution.
OpenNebula requires some extra ruby gems that are not available as
packages from the ONE or OS repos.

It generates ruby gems extra packages (deb and rpm ) required by the
OpenNebula service.

It also generates the repo files if it is required.

What does it require?
