The document proposes POWL, an extension of OWL to support collaborative ontology building through modularity and localized semantics. POWL introduces the concepts of packages, scope limitation modifiers, views and interfaces to allow partitioning an ontology into modules. This addresses issues with current ontology languages like lack of modularity, unintended interactions between fragments, and all-or-nothing sharing. POWL defines a model-theoretic semantics and both an XML and OWL-compatible syntax to represent packages.
