Over the past 6 years, the INLETS conference has provided training to over 5,000 law enforcement professionals from 500 agencies across 32 states on topics related to violent crimes and terrorism. The 2017 conference will feature general sessions and workshops led by subject matter experts over the course of the week. Collaborations between port security and enforcement operations is paramount. Although security officers and law enforcement officers have the same mission which is to keep the port secured, one will always have more authority than the other. Port security has a broad spectrum not limited to gate guards, check points, roving patrols and surveillance. Even though port security may seem like an all-in one but there are limits of each section. Private security agencies have a strong foot hold in the fight against terror in the United States.
Enforcement operations are the actions from the planning and briefings that are conducted every day. As enforcement, the unit must go out and enforce the rules, regulations and laws of which are written in the maritime laws and the United States. Enforcement has the responsibility for making arrest and conducting the searches on the vehicle, people and vessels that enter the port.
The communication between the private security and the United States government is a relationship that requires an understanding on which section does what. Communication is paramount in the security world and all sections need to work as a team to succeed.
2. Discuss the priorities detailed in the 2013 DNI Threat Assessment Report?
The Director of National Intelligence covered almost about everything involving the national security on the United States regarding many countries in the Middle East, Europe, Africa and South America. The report also included many categories such as weapons of mass destruction, cybercrime and food. Weapons of mass destruction can be made out of many things and it is difficult to keep track of all the house hold products that can make a bad day for the public. Cybercrime is on the top of the list due to everything is connected to the internet. With cybercrimes that are influenced by other countries, they can harm the Unites States infrastructure by creating a panic in the economy. Food may seem like a small worry but food is a major factor in everyday life. If the food industry would to be contaminated with a virus it could cause an epidemic that could be fatal to thousands.
All sections in the DNI 2013 report are important, many have a higher level of concern due to the lives at risk and the areas that can be affected by a terrorist attack.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. Violent Crimes & Terrorism Trends. Your planning team comes from the FBI Field
Offices in Washington, DC and Baltimore, the Maryland Coordination & Analysis
Center (MCAC, the state fusion center), and the local chapters of InfraGard: InfraGard
Maryland and Infragard National Capital Region - the host of this training platform.
This seminar is for you. You represent more than 200 local, state, federal, military, first
response, law enforcement and stake-holder agencies and organizations comprised of
Investigators, analysts and security/risk professionals with an average of 15 years of
experience.
In 2011, the FBI was scheduled to host the first-ever FBI profiler-led seminar in this
region. Just weeks before it was to begin, the Federal government rescinded budgets and
the seminar was going to be cancelled. InfraGard Maryland and MCAC recognized the
potential positive impact for local law enforcement and both provided the financial
support and resources to ensure the training would occur. After reading the surveys,
emails, and notes from attendees, the Mid-Atlantic INtelligence & Law Enforcement
Training Seminar was created. Since then, the InfraGard National Capital Region
Members Alliance (InfraGardNCR) has taken the lead as our host with the support of the
Maryland chapter. Without InfraGardNCR, this training would not be possible.
In the past 6 years, roughly 5,000 attendees representing 500 agencies, 250 companies,
and 15 different InfraGard chapters from 32 states and across three time zones have
participated in the annual seminar, “A Day on the INLETS” (a one-day threat-focused
program), or a single topic lunch-time lecture we call a “Brown Bag Briefing.” We have
provided these programs in six states.

The Mid-Atlantic INLETS (INtelligence & Law Enforcement Training Seminar) is a collaborative training
program connecting those charged with protecting our communities with the instruction to help them do so.
The singular focus is to further develop and support the analytical and investigative capability of law
enforcement and private sector stakeholders in the greater National Capital Region and beyond.
Designed by components from the FBI Field Offices in Washington, DC and Baltimore, InfraGard, and the
Maryland Coordination and Analysis Center (MCAC), the training topics are selected based on innovative
investigative techniques, current threats, emerging trends to the region, surveys, and specific requests. The
program which offers In-service and continuing education units is presented by subject matter experts from all
levels of government and the private sector.
Originally established with the InfraGard Maryland Members Alliance, the INLETS is now led by the InfraGard
National Capital Region Members Alliance (InfraGardNCR). Because of their leadership in hosting the program,
it is not dependent on federal funding. INLETS is offered in three formats, available to all interested law
enforcement, defense and intelligence entities, and InfraGard members who are security/risk professionals.
A Day on the INLETS
An eight hour block of instruction composed of various presentations on pertinent, parallel topics. Hosted by
InfraGard chapters throughout the Mid-Atlantic region, this day of instruction is provided quarterly. Venues
have stretched from Quantico, VA, southern and western Maryland, to Wilmington, Delaware and southern New
Jersey. Bringing the instruction to various geographic regions minimizes the financial and travel impact on the
attendees and further strengthens liaison and attendance with our partners - both private and public sectors,
across state lines.
The Annual Seminar on Violent Crimes & Terrorism Trends
Held during the last week in June in Annapolis, Maryland, the seminar offers a bevy of timely topics in three
formats of instruction: General sessions, focused presentation topics led by subject matter experts and offering
comprehensive overviews of current topics, and workshops, which provide an in-depth study of a single topic
over multiple days.
The Mid-Atlantic INLETS Planning Team consists of FBI Washington, DC and Baltimore Field Office Special Agents
who serve as Behavioral Analysis Unit (BAU) Coordinators and InfraGard Coordinators, InfraGard members from
the Maryland and National Capital Region chapters, and the MCAC’s External Relations Branch. InfraGardNCR
also serves as treasurer.

USS Cole (DDG-67) on 12 October 2000, while it was being refueled in Yemen's Aden harbor. Seventeen

United States naval vessel since 1987.

Honored Guest: Mark “Oz” Geist
Mark “Oz” Geist is a member of the Annex Security Team that fought the Battle of Benghazi,
Libya, from September 11 to September 12, 2012. A Colorado native, Mr. Geist joined the
United States Marine Corps in 1984. After serving 12 years, Mr. Geist became a Deputy
Sheriff in Teller County, Colorado then onto Chief of Police in Fowler, Colorado. After leaving
the Fowler Police Department, Mr. Geist began his own business including contract security
work in Iraq. Later, in Benghazi, Libya, he was credited with helping to save the lives of more
than 25 Americans. Mr. Geist is still recovering from the injuries he sustained in the battle.
He is a co-author of the bestselling book “13 Hours: The Inside Account of What Really
Happened in Benghazi.”

the late rock musician Chris Cornell, who was stalked for over ten years by subject Jessica Robbins. Robbins
later became the subject of a nationwide fugitive manhunt and was ultimately arrested twice by the FBI.

Critical incidents, in a variety of settings (schools, campuses, workplaces, houses of worship, etc.) have
raised concerns about both the safety of those settings and the communities in which those settings exist.
Law enforcement agencies have worked diligently to enhance capabilities to respond to situations involving
active, ongoing acts of violence. These behaviors may range from tactics of bullying and intimidation, to
stalking and harassment, to acts of violence that devastate a campus, workplace, family, or community. This
session will provide participants with a working understanding of issues related to targeted violence,
implementing a multi-disciplinary and systematic approach to assessment and management of cases,

An Unthinkable Crime? Investigative and Interview Considerations in Cases of Maternal Neonaticide
Joy Lynn Shelton presents on Maternal neonaticide, the murder of a newborn by his or her mother, highlight the
disturbing reality of the violence that women are capable of committing. Female aggression, especially towards
one’s own child, is perceived to be abnormal. As a result, such expressions like, “If she killed her kid, she must be
crazy,” can contribute to a general misconception about mothers and this type of crime. Neonaticide investigations
present complex psychological and social dynamics and investigators must give attention to factors not even
considered in many other types of cases. The presenter will provide an overview of offender characteristics,
behaviors, and investigative/interview considerations as a result of the FBI BAU’s research and operational
experience in neonaticide investigations.
Mobile Device Investigations & Techniques
Brian Dykstra, CEO, Atlan2c Data Forensics, will present case studies and demonstra2ons of mobile phone forensics
so?ware and hardware currently being used as part of their civil discovery and criminal defense prac2ce. Topics will

In 2014 at the 4th annual Mid-Atlantic
INLETS, we added a sponsor table
called “Coffee & Conversation.”
Manned with a couple of volunteers, it
wasn’t Billy Graham and it wasn’t
Frasier Crane.
It was simply folks who were trained
listeners. A casual touch-point for attendees who were looking for a recommendation for a
place to eat, to share an idea, or to have a quiet conversation.
This year there has been a lot of national media scrutiny of law enforcement and our agenda
discusses significant life threatening and life changing moments; for fellow officers and for
innocent victims. So, we again have volunteers, who are trained listeners, available for
“coffee and conversation.”
Why?
Dean Scoville wrote in Police Magazine’s Police and PTSD, that “In the wake of a traumatic
incident, it is not uncommon for law enforcement officers to be plagued by insomnia, fatigue,
loss of appetite, recurring thoughts and nightmares, anxiety, depression, numbness, or fear
for their own safety. Worse, inability to maintain intimacy with their loved ones or increased
feelings of guilt can lead to severe depression or even suicidal thoughts.”
James Genovese, in an article titled Alcoholism Among Law Enforcement Personnel: Its
Unique Challenges, writes, “Alcohol abuse… afflicts one-quarter of all police officers in the
US. Research has revealed a strong connection between occupational stress and alcohol
and drug abuse. Alcohol consumption among police officers is also correlated with officer
suicides and domestic violence.”
The Badge of Life study of police suicides by Ron Clark and Andy O’Hara reports in 2012
there were 126 police suicides. These victims were approximately 42 years of age and had
16 years on the job. 11% of them were also military veterans.

C r i m i n a l A p p r e h e n s i o n
Program (ViCAP) serves as the
national repository for violent
crimes; speciZically homicides,
sexual assaults, missing
persons, and unidentiZied human remains. Comprehensive case
information submitted to ViCAP is maintained in the national
database and automatically compared to all other cases in the
database to identify similarities. Individual case submissions are
analyzed by crime analysts through the application of analytical
skills, education, specialized training, and research.
The primary mission of the ViCAP is to provide criminal
investigative and analytical support to federal, state, and local
law enforcement agencies. This support includes the collection
and examination of case information, multi-agency coordination,
and the creation of analytical products. One of the cornerstones
of the program is the continued development and maintenance of
ViCAP Web, the nationwide investigative database of homicides,
sexual assaults, missing persons, and unidentiZied human
remains. ViCAP Web collects information regarding the following
types of crimes, whether or not the offender has been arrested or
identiZied:
● Homicides (and attempts), especially those that involve an
abductions are apparently random, motiveless, or sexually
oriented, or are known or suspected to be part of a series.
● Sexual Assaults, especially those committed by a stranger,
or those known or suspected to be part of a series.
● Missing Persons where the circumstances indicate a strong
possibility of foul play and the victim is still missing.
● UnidentiZied Human Remains where the manner of death is
known or suspected to be homicide.

Major Case Management: Sexual Assault
Jay King, LAPD leads a case study that began in the early morning hours of March 27, 2013, where a 10-
year-old girl vanished from her home in Northridge, CA. The LAPD deployed over 50 detectives on a 24-
hour basis, identiZied the primary suspect, arrested his accomplice, located three crimes scenes and two
vehicles, recovered crucial evidence, and followed leads to San Diego where they learned the suspect had
crossed over to Mexico shortly after the crime. This presentation will provide an overview of the
compartmentalized, case management strategy, which RHD implemented in this case and uses for all
major incidents.

The Boston Marathon Bombing Investigation: A Case Study & Lessons

Tim Brown, Supervisory Special Agent, FBI Counterterrorism Division
On April 15, 2013, two pressure cooker bombs exploded in the vicinity of the
Boston Marathon finish line. Three people died, including an eight year old boy,
and over 260 people were injured. Eighteen people suffered amputations as a result of the
blasts. Supervisory Special Agent Brown will provide a detailed timeline of events, beginning
with the response to the bombings and concluding with the successful prosecution of
Dzhokhar Tsarnaev. SSA Brown will speak about some of the challenges conducting this
complex terrorism investigation, the importance of interagency cooperation, and the lessons
learned during the investigation and successful prosecution of the case.

It is es2mated that 80 – 90% of our na2on’s cri2cal infrastructure is privately owned. The federal
government alone cannot accomplish protec2ng these assets. It requires coordinated ac2on from
numerous stakeholders – including government, the private sector, law enforcement, academia,
and concerned ci2zens. InfraGard serves as the cri2cal link to connect infrastructure owners and
operators with the en22es that strive to protect those assets.
The InfraGard program is a collabora2ve effort between the FBI and stakeholders in both the
public and private sectors who share a common goal of protec2ng the na2on’s cri2cal
infrastructures. Through informa2on sharing and exchange, 2mely informa2on and intelligence is
delivered, inves2ga2ons are ini2ated and/or enhanced, vital economic and na2onal security
assets are protected, and las2ng rela2onships are formed between law enforcement and
infrastructure owners/operators.
More than 45,000 members in 80+ InfraGard chapters na2onwide partner with the FBI field office
in their geographic area to achieve their informa2on sharing mission. Chapters host regular
mee2ngs on a broad spectrum of infrastructure-related issues and topics; some mee2ngs are open
to the public, but there are sessions which are restricted to only members based on the sensi2vity
of the presenta2on. In addi2on to monthly mee2ngs, chapters have special events, new
member/networking sessions, and par2cipate in and/or support a number of other programs and
conferences throughout the year.
The InfraGard Na2onal Capital Region Members Alliance (InfraGardNCR) represents more than
2,000 individuals in the na2onal capital region (metropolitan Washington, DC area) who work to
share informa2on about physical and cyber threats, vulnerabili2es and best prac2ces, in order to

Brig Barker
President/CEO, Red Rock Global Security Group
SA Brig Barker recently retired after 20 years as a counterterrorism agent with
the FBI. He is now the President/CEO of the Red Rock Global Security Group.
During his FBI career, he spent the majority of his time on a Joint Terrorism Task
Force (JTTF) with extensive overseas deployments. He originally spent Zive years
working as a case agent on a JTTF where he was a SWAT operator and FBI
certiZied sniper. Further, SA Barker was a JTTF Squad Supervisor and
Counterterrorism Program Coordinator in two separate divisions. In addition, SA
Barker was selected and served as the embedded Senior FBI Advisor at DOD
Special Operations Command.
Matt Bowlin, Special Agent, U.S. Capitol Police
Matthew Bowlin is a U.S. Capitol Police Special Agent assigned to the FBI’s
Behavioral Threat Assessment Center (BTAC), Behavioral Analysis Unit II (BAU-2) at the National Center for the Analysis
of Violent Crime (NCAVC), Quantico, Virginia since February 2011. At the NCAVC, he is responsible for providing
behaviorally based operational support and training to federal, state, local, tribal and international law enforcement
agencies. SA Bowlin’s support primarily encompasses threat assessments, threat management strategies, interview and
interrogation strategies, media strategies, and unknown offender proZiles.
SA Bowlin began his law enforcement career in 2000 with the Sanford Police Department in Sanford, FL as a patrol
ofZicer. During his time there, SA Bowlin experienced many facets of law enforcement due to diverse assignments,
including road patrol, Airport Operations, Special Tactical Unit, Investigations, Juvenile Services Unit, and Bomb Squad.
As a detailed or full time member of each of these units, SA Bowlin assisted with multiple undercover narcotic and
prostitution operations, violent crime investigations, juvenile offender operations, arrest warrant round-ups, and
community service outreach efforts.
In 2003, SA Bowlin began his career with the U.S. Capitol Police as a uniformed police ofZicer where he worked in the
Capitol Division, directly ensuring the protection of the Legislative process, Members of Congress, staff, and visitors. SA
Bowlin worked on the Senate Chambers Section and the First Responders Unit, leading to additional training and
collateral assignments to an Investigations Division Task Force conducting counterterrorism, counterintelligence, and
counter-surveillance operations in Washington D.C. and during special events such as political party national committee
conferences and Congressional Delegations.
SA Bowlin has a Bachelor of Science degree in Administration of Criminal Justice from Mountain State University.
Timothy D. Brown
Supervisory Special Agent, FBIHQ Counterterrorism Division
Supervisory Special Agent Timothy Brown began his career with the FBI in 2008. After graduating from the FBI
Academy, SSA Brown was assigned as a Special Agent to the FBI Joint Terrorism Task Force (JTTF) in the Boston
Division. On April 15, 2013, SSA Brown responded to the Boston Marathon bombings and later that evening he was
assigned as a Case Agent for the Boston Marathon bombing investigation (BOSBOM). SSA Brown served as a lead
investigator and prosecution team member during the entire course of the BOSBOM investigation and trial of Dzhokhar
Tsarnaev. SSA Brown is a recipient of the United States Attorney General’s Award for Exceptional Service and the FBI
Director’s Award. SSA Brown is currently assigned to the FBI’s Counterterrorism Division in Washington, D.C.

Todd T. Biebel
Manager, Business Continuity / Disaster Recovery, Verizon
Wireless
Mr. Biebel represents Verizon Wireless as a Manager of Business
Continuity / Disaster Recovery for the northeast and mid west sections
of the United States, conducting communications outreach and
response initiatives for all levels of emergency response organizations.
Prior to joining the Verizon team, he served 26 years with the New
Jersey State Police. During his State Police career, Mr. Biebel held
various positions including member of the Technical Emergency and
Mission Specialist (TEAMS) Unit, an elite tactical response unit
responsible for conducting High Risk Building Entries, Sniper
Operations, Dignitary Protection, Firearms & Self Defense Instruction,
High Angle Rescue and Underwater Recovery operations. Retiring at
the rank of Acting Captain, Communications Bureau Chief, Mr. Biebel
commanded over 400 personnel in seven separate Units including, 5
communications / 911 call centers and oversaw communications
services to 26 NJ State agencies.
Transitioning into the Emergency Management Section, he served as a
Field Representative, coordinating emergency response efforts between the State OfZice of Emergency Management and
County & Municipal emergency management ofZicials, rising to the position of Assistant Bureau Chief.
Jaclyn A. Bullman
Crime Analyst, National Center for Analysis of Violent Crime (NCAVC), FBI Critical Incident Response Group (CIRG)
Jaclyn Bullman entered on duty with the FBI as a Crime Analyst (CA) in 2008 with the Counterterrorism Division, covering
the Northeast region of the United States, speciZically working with Newark Field OfZice. CA Bullman then transferred to
the FBI’s International Operations Division in 2012, where she program managed Legal Attaché ofZices throughout Asia. In
2016, CA Bullman was selected for a position in the FBI’s Behavioral Analysis Unit 4, Crimes Against Adult Victims. She has
been working as a Crime Analyst, speciZically with the Violent Criminal Apprehension Program.
CA Bullman completed her Master’s Degree in Forensic Psychology in 2012. CA Bullman graduated from Roanoke College
in 2007 with a Bachelor’s Degree in International Relations, and a Minor in Foreign Policy.
Ralph Cilento
Lt./Commanding OfXicer, Detective Bureau Training Unit, New York City Police Department
Ralph Cilento is a Lieutenant with more than twenty-two years of experience in the New York City Police Department. He
has patrolled some of the toughest streets in Manhattan and the South Bronx. Lt. Cilento has been assigned to supervise
investigations for more than ten years, commanding detectives in the 44th Precinct Robbery Squad, 48th Precinct
Detective Squad, Bronx Homicide Squad and Major Case Squad. Lt. Cilento is the NYPD’s project manager and authority on
Electronic Recording of Custodial Interrogations, and has overseen implementation of the program throughout the city. He
has twice testiZied as an expert witness for the NYPD. Lt. Cilento is a graduate of Pace University. In his current position as
Commanding OfZicer of the NYPD’s Detective Bureau Training Unit, he is responsible for developing training for more than
3200 members of the NYPD’s elite Detective Bureau, including the nationally recognized courses: Homicide Investigator’s
Course, Special Victim’s Investigator’s Course, and the Detective Bureau Interrogator’s Course.

Lynn Frederick Hawley, MA
Executive Director, Mount Sinai Sexual Assault and Violence Intervention Program
Lynn Frederick Hawley began her work with the Mount Sinai Sexual Assault and Violence Intervention Program
(SAVI) as its Assistant Director in 2005 and became its Executive Director in 2011. In total, she has spent 25 years in
the Zields of sexual violence and intimate partner violence, beginning in 1992 in rural Ohio as a Program Assistant for
a campus-based Rape Crisis Program. Since then, Lynn has held virtually every possible role in anti-violence
programs. She has degrees in Psychology and Social Work from Miami University of Ohio and Masters’ degrees in
Gender Studies & Feminist Theories and Medical Anthropology from the New School for Social Research in
Manhattan. She also earned a Graduate CertiZicate in Law and Patient Health Care from Seton Hall University Law
School in 2013.
Lynn has a particular interest in violence against people with disabilities, especially serious psychiatric disabilities.
She has helped develop state policies on trauma-sensitive restraint and seclusion for persons with psychiatric
disabilities in inpatient settings and has conducted evaluations of state-funded programs for persons with mental
illness, making recommendations for programming with a lens on the high rate of trauma in populations with
disabilities.
Lynn has worked extensively with NYPD in training ofZicers, assisting with the Forensic Experiential Trauma
Interviewing course, participating on a number of task forces with Special Victims Division, and participating in the
Timoney Review project.
As the Executive Director of The Mount Sinai SAVI Program, Lynn oversees all of SAVI’s services for survivors. This
includes crisis work in eight hospital Emergency Departments/Urgent Care Centers in Manhattan and Queens and
ongoing free clinical and support services for any survivor regardless of when the violence occurred. Therapists are
located at Mount Sinai Hospital in Manhattan, the Queens District Attorney’s OfZice, Elmhurst Hospital Center, Mount
Sinai of Queens, the Queens Family Justice Center and the Manhattan Family Justice Center and also provide services
in Human TrafZicking Intervention Court. SAVI provides primary prevention education, professional trainings and
community education. SAVI has a staff of twenty and a roster of more than 200 certiZied volunteer Advocates.
Susi Hajeski
Senior Computer Scientist, FBI Baltimore
Susi Hajeski, a 20 year veteran of the Federal Bureau of Investigation, is the Senior
Computer Scientist for the Baltimore Field OfZice. She is an integral component of the
Baltimore Cyber Task Force, coordinating cyber investigations with Law Enforcement
and Intelligence Community partners, and leads a team of highly technical individuals
from various government agencies in support of this Task Force. Over the past 6 months,
Ms. Hajeski and her team have performed critical analysis of digital evidence in a major
National Security investigation. The Department of Justice has repeatedly requested Ms.
Hajeski to testify as a subject matter expert in computers and Computer Science. In
addition to her work developing complex technical solutions to further FBI investigations
in Maryland and Delaware, she applies her expertise to FBI Cyber Division projects which develop innovative
technical solutions in support of all FBI investigations. Ms. Hajeski received her bachelor's degree in Computer
Science from the University of Illinois.

30. Violent Criminal Apprehension Program
The Highway Serial Killings Initiative
If there is such a thing as an ideal profession for a serial killer, it may well be as a long-haul truck
driver.
FBI Crime Analyst Christie Palazzolo is quick to point out that long-haul trucking is an honorable
profession and that the overwhelming majority of drivers are not murderers—but it does happen, and
the pattern is unmistakable.
More than a decade ago, analysts for the FBI’s Violent Criminal Apprehension Program (ViCAP)—
the only national database of serial crimes—began to see a marked increase in the number of bodies
recovered along the side of the road. A majority of the victims were truck-stop prostitutes, and it
turned out that many of the suspects were long-haul truckers. “We had an inordinate number of
victims and offenders from this rather specific population pool,” Palazzolo explained.
To make matters worse, these cases are extremely difficult to investigate. A long-haul driver can pick
up a prostitute at a truck stop in Georgia, rape and murder her, and dump her body on the side of the
road in Florida later that day. The victim has no connection to the area where she was found, and
there may be no forensic evidence to collect because the crime was committed hundreds of miles
away. The local police detectives investigating the case might have little experience dealing with a
crime of this nature and may be faced with few, if any, leads.
Since the Highway Serial Killings Initiative began in 2004, ViCAP analysts have compiled a list of more than
750 murder victims found along or near U.S. highways, as well as nearly 450 potential suspects.

Victim Assistance Unit; Child Pornography Victim
Assistance Program; Child/Adolescent Forensic
Interviewing Program; Victim Assistance Program
Specialist Staff; Victim Notification System
Coordinator; and, Victim Assistance Rapid
Deployment Teams.
The OVA is directly responsible for several special
programs:
• The Terrorism and Special Jurisdictions program provides
emergency assistance to injured victims and families of
victims murdered in terrorist attacks within the U.S. and
outside the country and serves as a permanent point-of-
contact for terrorism victims within the FBI.
• The Child Pornography Victim Assistance program
coordinates assistance and notification services for child
victims of pornography and their guardians.
• The Forensic Child Interviewing Program ensures that
investigative interviews of child victims and witnesses of
federal crimes are tailored to the child's stage of
development and minimize any additional trauma to the
child. FBI child interview specialists directly assist with
some interviews and provide detailed training to special
agents and other law enforcement personnel on child
interviewing.
• The Field Office Victim Assistance Program places victim
specialists in FBI field offices across the country to
personally assist victims of federal crimes investigated by
the division or field office where they work.
• The Victim Notification System—available in both English
and Spanish—is an automated system that provides
victims with information about their cases.
Jay King, Detective, Los Angeles Police Department
Jay King joined the Los Angeles Police Department (LAPD) in August 1993 and has spent the majority of the past 17-
years investigating sex crimes and homicides. He was accepted into Robbery-Homicide Division (RHD) in March of
2008 where he participated in a number of high proZile investigations including the murder of off-duty Los Angeles
Sheriff’s Deputy Juan Escalante, the hunt for the "Grim Sleeper" serial killer, the murder of Sherri Rasmussen by former
LAPD Detective Stephanie Lazarus, the assault on Bryan Stow at Dodger Stadium, the "New Years” arson series, the
Christopher Dorner multi-agency task force, and the murder of Transportation Security Administration (TSA) Agent
Gerardo Hernandez at Los Angeles Airport (LAX) Terminal 3.
After a brief tour at Major Crimes Division (MCD), Jay returned to the RHD Homicide Special Section as a Detective III in
March 2015. He also teaches at the California Commission on Peace OfZicer Standards and Training (POST) Robert
Presley Institute of Criminal Investigation (ICI) Gang Investigations Course and at the LAPD Homicide Course.
Kirk Lippold, Commander, US Navy (retired)
Before serving as Commanding OfZicer of USS Cole from 1999 to 2001, Kirk Lippold was Executive ofZicer on USS Shiloh
(CG-67). He also served as the Operations ofZicer on the commissioning crew of USS Arleigh Burke (DDG-51), the lead
ship of the same destroyer class as the USS Cole. He was division ofZicer aboard USS Yorktown (CG-48) and USS Fairfax
County (LST-1193).
Following his departure from the USS Cole, he received a series of desk positions at the Pentagon.[5] Working in the War
on Terrorism Division of the Joint Chiefs of Staff, Directorate for Strategic Plans and Policy, Lippold "was instrumental"
in the creation of detainee policy in the immediate aftermath of the 9/11 attacks.
Lippold's Zinal U.S. Navy assignment was to the OfZice of the Chief of Naval Operations in the International Strategy
Division.[4] He retired as a Commander in May 2007 at the age of 47 during a ceremony at the United States Navy
Memorial in Washington, D.C. Commander Lippold is a graduate of the US Naval Academy.

Melissa Merola, Supervisory Special Agent, Bureau of Alcohol Tobacco and Firearms/FBI BAU
SSA Melissa Merola entered the ATF in 2001, and is currently assigned to BAU 4- Crimes Against Adults. Additionally, SSA
Merola and another ATF SSA comprise the Arson and Bombing Investigative Subunit within the NCAVC. SSA Merola
provides federal, state, local and international law enforcement agencies with behavioral analysis services, including, but
not limited to: unknown offender proZiles associated with serial arsonists, cold case homicide case management, crime
scene analysis, and assessments of unusual, bizarre and/or repetitive crimes.
Prior to joining the NCAVC, SSA Merola was assigned to the ATF- Richmond (VA) Field OfZice where she investigated
violent crime, criminal enterprises, and criminal violations of Federal explosives, arson, and Zirearms statutes. Additional
investigative experience includes an assignment as the Team Leader for a multi-jurisdictional team tasked with
investigations of cold case homicides as well as developing innovative violent crime suppression techniques as a way of
reducing crime within the community. This team capitalized on partnerships within the community to incorporate
prevention, intervention and re-entry strategies. SSA Merola was awarded the ATF Distinguished Service Medal in August
2007, ATF’s highest non-combat award, for her work with this team.
Prior to joining the ATF, SSA Merola was a home-based therapist for minors who were judicially referred for mental health
and/or substance abuse issues who were at risk of residential placement.
SSA Merola has a BA in Psychology from the College of the Holy Cross (1996), a MSEd in Counseling Psychology from
Fordham University (1999) and a MS in Forensic Psychology from John Jay College of Criminal Justice (2000).
Terri Patterson, Supervisory Special Agent, Behavioral
Analysis Unit – I, FBIHQ CIRG
SSA Terri Patterson entered the FBI in 1997 and was assigned
to the Miami Division where she investigated and supervised a
variety of criminal matters. She later served in the Criminal
Investigative Division (CID) and OfZice of the Associate Deputy
Director before being assigned to CIRG’s Behavioral Analysis
Unit. She is currently assigned to BAU-1 where she provides
behavioral threat assessment and management strategies
related to international terrorism investigations.
SSA Patterson holds a Ph.D. in Psychology. Her research in the
areas of witness memory, behavioral indicators of deception and
the trafZicking of juveniles has been presented at national
conferences sponsored by organizations including the American
Psychological Association (APA), American Psychology & Law
Society and the National Conference on Science & the Law. She is
currently assigned to the FBI’s Behavioral Analysis Unit 1 where

Albert Schultz, Economic Analsyt and Operations OfXicer, CIA (retired)
Albert Schultz is a founder of the discipline of virtual tradecraft and an expert in the human strata of cybersecurity. He
founded Krypteia LLC in 2007 to provide virtual tradecraft services to the United States Intelligence Community and sold it
in 2014 to Defense Group Inc. (DGI), a Department of Defense and Intelligence Community contractor. Before its sale,
Krypteia achieved a revenue compound annual growth rate of 69% during an adverse period for the National Security
sector.
Albert now serves on corporate and non-proZit boards including the Board of Advisors to the Austin, Texas chapter of
InfraGard, a collaboration between the Federal Bureau of Investigation and the private sector to safeguard the nation’s
critical infrastructures.
Albert’s early career was in government service. He served as an Economic Analyst and an Operations OfZicer for the
Central Intelligence Agency. His overseas work was in Latin America. Albert was also an infantry enlisted member and
infantry ofZicer of the Army National Guard and Army Reserve from 1986-1992.
Albert earned an AB in Economics (with Honors) from the University of Chicago and a MSc in Management (with
Distinction) from the London Business School’s Sloan Fellows Programme. In 2015 he was selected as a Goldman Sachs
Scholar at Babson College in which he completed an intensive ten week online and residential study program in small and
medium business growth.
Albert holds a Top Secret/SCI clearance with a full scope polygraph and background investigation as well as a Q clearance
from the Department of Energy. He speaks Zluent Spanish and intermediate Italian.
Joy Lynn E. Shelton, B.A., Crime Analyst, FBI Behavioral Analysis Unit III, FBIHQ CIRG
Joy Lynn E. Shelton, B.A, is a Crime Analyst in the FBI’s Behavioral Analysis Unit III- Crimes Against Children. She joined the
unit in 1999 and provides behavioral-based analytical and consultative services to local, state, Federal, and international
law enforcement agencies investigating crimes committed against child victims. In addition, she also has conducted
research and co-authored various academic articles and/or law enforcement guides on the topics of maternal Zilicide, child
sex offender suicide, and residential child abduction. Mrs. Shelton presents at a wide-variety of national training venues
and is a frequent presenter at the FBI’s National Academy in Quantico, VA.
Thomas Stack, Public Safety Policy Analyst, Governor’s OfXice of Crime Control
and Prevention
Mr. Stack has worked at the Governor’s OfZice of Crime Control and Prevention since
May of 2015 where he over sees the Governor’s OfZice of Crime Control and
Prevention’s efforts to combat human trafZicking in the State of Maryland. Mr. Stack
is currently a member of the Safe Harbor Workgroup to study Safe Harbor policy for
Child Sex TrafZicking Victims. He also conducts Law Enforcement trainings though
out the State, and develops human trafZicking policy for the Governor’s OfZice of
Crime Control and Prevention.
Thomas Stack retired from the Montgomery County Police Department’s Vice and
Intelligence Unit on September 1, 2014 with more than 26 years of law enforcement experience including 14 years in the
Vice and Intelligence Unit. He has investigated and assisted in more than 450 Prostitution/Human TrafZicking cases to
include Asian Massage parlors, Latino Brothels, Domestic Minor Sex TrafZicking cases, Labor TrafZicking cases, Internet
prostitution cases, and “John” sting cases. He has conducted numerous undercover prostitution stings. Det. Stack also
served as a representative on Maryland Human TrafZicking Task force. He has guest lectured at several Universities, for the
United States Civil Rights Commission, the FBI Academy, Texas Municipal Police Association SAFVIC), NCMEC CSTAR, and
internationally (Russian Federation to teach on Domestic Minor Sex TrafZicking, and El Salvador to teach on Human
TrafZicking, and Pattaya Thailand to teach Child Sex TrafZicking and the Internet Investigations), and is an instructor for
Signal 13 Law Enforcement Training.

Dirk Tarpley, Supervisory Special Agent, FBI BAU
Dirk D. Tarpley has been a Special Agent (SA) with the Federal Bureau of Investigation (FBI) for 27 years, having worked
in the Little Rock and Kansas City Divisions and the Behavioral Analysis Unit. While assigned to the Little Rock and
Kansas City Division’s, SA Tarpley worked violent crime matters to include investigations involving; Bank Robbery,
Extortion, Assaults on Federal OfZicers, child abductions and Kidnapping. SA Tarpley was the divisional coordinator for
the FBI’s National Center for the Analysis of Violent Crime (NCAVC)-Behavioral Analysis Unit. SA Tarpley served as the
Kansas City Division’s polygraph examiner since graduating from the Department of Defense Polygraph Institute in 2004.
SA Tarpley was selected and served as a team leader on one of the FBI’s Child Abduction Rapid Deployment Team (CARD
Team) which consists of 68 Special Agents who specialize in child abduction investigations
In October 2014, SA Tarpley was promoted to Supervisory Special Agent and assigned to the NCAVC/BAU3 (Crimes
Against Children). BAU3 provides behaviorally-based operational support to federal, state, local and international law
enforcement agencies involved in the investigation of child abductions, mysterious disappearances of children, child
homicide and child sexual victimization. BAU3 also provides specialized behaviorally-based training in child abduction
and conducts violent crime research from a law enforcement perspective, designed to gain insight into criminals’ thought
processes, motivations, and behavior.

It is the mission of the FBI’s Violent Crimes
Against Children program to provide a quick
and effective response to all incidents of
crimes against children. The first few hours
after a child is abducted are critical, and that is
why we established Child Abduction Rapid
Deployment (CARD) Teams in October 2005.
CARD Teams are designed to deploy
teams of experienced personnel to
provide on-the-ground investigative,
technical, and resource assistance to
state and local law enforcement. CARD
Teams consist of Violent Crimes Against Children investigators who have in-
depth experience in child abduction cases. The nationwide CARD Team consists of more than 60
members, with five teams serving each region of the country. The teams work closely with FBI Behavioral
Analysis Unit representatives, National Center for the Analysis of Violent Crime coordinators, and Child
Exploitation Task Force members.
In addition to their unique expertise, CARD Teams are capable of quickly establishing an on-site command
post to centralize investigative efforts and operations. Other assets they bring to the table include a new
mapping tool to identify and locate registered sex offenders in the area, national and international lead
coverage, and the Child Abduction Response Plan to guide investigative efforts.
CARD Teams are primarily involved in non-family child abductions, ransom child abductions, and
mysterious disappearances of children. They work with state and local law enforcement to protect and
save the lives of innocent children.

Center for the Analysis of Violent
Crime (NCAVC) is to provide
behavioral-based investigative
support to law enforcement involved
in the investigation of unusual or
repetitive violent crimes, threats,
terrorism, cyber crimes, public
corruption, and other matters.
The NCAVC consists of five units:

and other murders; serial rape;

tampering; arson and bombing; and
weapons of mass destruction.

The FBI’s Law Enforcement Enterprise Portal (LEEP) is a
gateway providing law enforcement agencies, intelligence
groups, and criminal justice entities access to beneficial
resources.
These resources will strengthen case development for
investigators, enhance information sharing between
agencies, and be accessible in one centralized location.
Along with these great resources being located in one
centralized location, authorized users will be able to gain
access by logging in using a single sign-on process—using
one username and one password for many different resources
and services within the LEEP.

Each annual seminar requires a 12-month planning cycle with the seminar occurring in month ten. The
planning team invests about 3,000 hours from the initial meeting in September, where we review the
