2. HISTORY : PTA TO TIEZA
The Philippine Tourism Authority (PTA) is a corporate entity
attached to the Department of Tourism (DOT).
It is the development/infrastructure arm of the DOT.
Presidential Decree No. 189 on May 11, 1973 created the PTA
simultaneously with the DOT for the purpose of implementing the
DOT’s policies, plans and programs relating to tourism
development.

PTA became fully operational only in January, 1975.
Letter of Instruction No. 75, May 22, 1973 – directed
Department/Agency Heads and LGU officials to extend all
assistance and cooperation to the new DOT in implementing the
government’s tourism program.
Letter of Instruction No. 330, October 29, 1975 – directed Tourism
Secretary and LGU officials to help regulate condominium
construction without prior PTA authority.

Functions of the PTA include the implementation of policies and programs of the
Department of Tourism pertaining to the development of tourism projects.

Designation, Regulation and Supervision of
Tourism Enterprise Zone (TEZs)
TEZs lure private stakeholders to be shared-
partners in tourism development. TEZs enjoy
fiscal and non-fiscal incentives issued by the
TIEZA. Their investments will indubitably help
create jobs and economic activities for the
local communities.
TEZs differ from flagship TEZs in terms of the
party initiating the process, the criteria
employed, and the management of the
projects. In TEZs, the applicant initiates the
application while in a Flagship TEZ, the DOT
and TIEZA seeks out areas with tourism
potential.

9. Tourism Enterprise Zones
The TIEZA shall be a body corporate which shall:
• designate, regulate and supervise the Tourism Enterprise Zones with the primary
objective of encouraging investments
• develop, manage and supervise tourism infrastructure projects
• ensure strict compliance of the TEZ operator with the approved development plan
• continue to exercise functions previously exercised by the PTA under Presidential
Decree No. 564, unless otherwise inconsistent with the other provisions of this Act:
 implementing arm of the Department of Tourism
 develop tourist zones
 assist private enterprise
 operate and maintain tourist facilities
 assure land availability
 coordinate all tourist project plans and operations

11. TIEZA MANDATE
Operation and Management of TIEZA Assets
TIEZA operates and manages tourist facilities
from Luzon to Mindanao. These facilities offer
services ranging from hotel and restaurant to
specialized sports such as golf and scuba
diving.
TIEZA also developed partnership with the
private sector and with local governments in
the management of some of its assets to
empower them and their communities.

12. TIEZA MANDATE
Collection of Travel Taxes
The travel tax is a levy imposed by the
Philippine government on individuals who are
leaving the country irrespective of the place
where the air ticket is issued and the form or
place of payment, as provided for by
Presidential Decree(PD) 1183, as amended
The travel tax collection share of TIEZA (Travel
Tax Collection distribution 50% TIEZA, 40%
CHED, 10%NCCA) fuels the priority tourism
projects, activities and programs which is in
sync with the Philippine Development Plan
and the NTDP.

27. 2019 Accomplishment: Designation,
Regulation, and Supervision of TEZs
o Republic Act No. 11262 was signed into law by the President,
thereby extending the administration of the incentives provided
in RA 9593, for an additional ten (10) years or until 31 December
2029.
o As of 30 June 2020, the total amount of fiscal incentives availed
of under TIEZA is PHP 59,895,257.62.
o Pursuant to Republic Act No. 11032, otherwise known as the
“Ease Of Doing Business and Efficient Government Service
Delivery Act of 2018,” the application process for TEZs and RTEs;
as well as the issuance of the necessary documents to enable the
RTEs to avail of the incentives under RA 9593 were also
streamlined and automated.
o Processes are more investor friendly. Processing time:
 TEZ applications: reduced to 50 days from 120 days
 RTE applications: reduced to 44 days from 101 days
o TIEZA entered into a Service Level Agreement with
Intercommerce Network Services, Inc. to develop an electronic
Import Permit System (eIPS), which is an online platform for the
application and processing of the TIEZA Import Permit, which
reduces the processing time to a maximum of two (2) days.

29. 2019 Accomplishment: Operation and
Management of TIEZA Assets
o In February 2020, TIEZA launched the night golf operations
of CIGC. CIGC is the only 18-hole golf course in Metro
Manila with a Night golf experience
o Completed procurement of unit and construction of
housing of the Hyperbaric Chamber Systems (HCS) for
Panglao, Bohol on November 2019; and operationalized
HCS for Ospital ng Palawan in Puerto Princesa, Palawan on
June 2019
o Approval of TIEZA Joint Venture Guidelines (JVG) on 29
August 2019. The JVG establishes JV Partnership with the
private sector with the aim of accelerating the development
and enhancement of the facilities and services of TIEZA-
owned and/or controlled assets, contributing to tourism
infrastructure developments, establishing TEZs and
undertaking other future tourism-related projects. There are
two (2) ongoing competitive selection processes for the
development and management of TIEZA Assets namely,
Balicasag Island Dive Resort in Panglao, Bohol and Club
Intramuros Golf Course in the City of Manila.

30. 2019 Accomplishment: Collection
of Travel Taxes
o Total travel tax collections for 2019 amounted to Php
6,853,984,680.00.
 50% goes to TIEZA
 40% goes to Commission on Higher Education (CHED)
 10% goes to National Commission on Culture and the
Arts (NCCA)
o More than Php 24.6 Million travel taxes were collected
through the Online Travel Tax Payment System, a huge
leap from Php 6.3 Million collected the previous year.
o By partnering with CIS Bayad Center, Inc. (CBCI), the travel
tax may now be paid through any of the more than 30,000
Bayad Center Branches and Authorized Partners
nationwide.
o Signed PayMaya as an additional payment gateway for
acceptance of onsite travel tax payments without charging
Merchant Discount Rate (MDR) to the clients, through
PayMaya’s electronic wallet and payment platform.

31. TIEZA
RESPONSE
Remittance of Php 12 Billion to the
Bureau of Treasury as direct
contribution to Covid-19 response.
The Php12 Billion remittance will be
directly used for state-led efforts to
contain the further spread of the
coronavirus disease 2019 (COVID-19)
and provide economic relief to poor
families and other vulnerable groups
most affected by the economic
fallout from the global health crisis.
According to the Department of
Finance, TIEZA ranks 3rd among the
top GOCC’s which contributed to
COVID-19 response.
