This document discusses setting up an institutional repository at the Belgian Health Care Knowledge Centre (KCE) using open standards and protocols. It analyzes KCE's existing workflows and infrastructure, and decides to implement an institutional repository using its planned Integrated Library System module to provide metadata harvesting. The repository is set up in 2010 by upgrading the ILS and exposing report sets through the Open Archives Initiative Protocol for Metadata Harvesting. This allows other organizations like the European network for Health Technology Assessment to harvest and aggregate KCE's metadata. The document advocates using open standards to make metadata interoperable and avoid being locked within separate repositories.
