                                                  PFA READINESS
The Navy assesses each sailor's physical readiness twice a year through the semi-annual physical fitness assessment
(PFA). The PFA includes a medical screen, a body composition assessment (BCA), and a physical readiness test (PRT).
OPNAVINST 6110.1J provides guidance for the Navy's Physical Readiness Program, lists program requirements,
defines responsibilities for compliance and establishes required minimum standards of physical fitness.

The Physical Readiness Program Operating Guide is the official Physical Readiness Program supplement guide to the
Physical Readiness Program instruction and is available in the Physical Readiness section of the Navy Personnel
Command website at www.npc.navy.mil. The medical screening includes an annual periodic health assessment, a
semi-annual Physical Activity Risk Factor Questionnaire (PARFQ) and pre-physical activity questions. The BCA is
based upon height and weight measurements. Sailors should complete at least 150 minutes of moderate physical activity
each week and should also perform strength training exercises at least twice a week to work all major muscle groups.
Finally, sailors are responsible to review and verify accuracy of their PFA data in PRIMS within 60 days of the PFA
cycle.

                                TUITION ASSISTANCE (TA) POLICY CHANGE

Individuals may participate in a clock hour program as of 2 October 2012 provided they meet all TA eligibility
requirements, establish an approved education plan with their Navy College or Virtual Education Center counselor, and
have received an electronic TA voucher prior to enrolling in or attending the first clock hour session. Sailors must meet
these provisions in order to avoid paying out-of-pocket expenses. Navy leadership remains committed to providing
opportunities and financial assistance to sailors as they pursue their educational goals. Clock hour programs provide
vocational education opportunities that often enhance sailors' skills in technical career fields and can benefit them when
they eventually return to the private sector. Proper planning is key to successful execution of these education programs.

                                  SENIOR ENLISTED LEADERSHIP COURSE

The Naval Justice School is offering a seminar in military justice and civil law to senior enlisted leaders of all branches.
E7 personnel may attend on a space available basis. The course will address a wide range of legal issues, including
non-punitive measures, non-judicial punishment, administrative separations, legal assistance, self-incrimination, drug
abuse detection, search and seizure, dealing with civil authorities, and naturalization. Many sessions of the 3-day
seminar are offered throughout the year in Norfolk, VA and San Diego, CA.
