बीसवीं शताब्दी क
े प्रारंभ से ही अंतरराष्ट्रीय राजनीति में गैर सरकारी कर्ताओं की भूमिका बढ़ने लगी थी। 1975 में
इनकी संख्या लगभग 2500 थी। आज बहुराष्ट्रीय क

े अस्तित्व में आने क
े कारण इनकी संख्या अनगिनत
हो गई है और अंतरराष्ट्रीय क्रियाशीलता का लगभग 50% भाग इन्हीं संगठनों की भूमिका से संपन्न होता है।

े सर रियो ओसिबा गैर राज्य कर्ताओं की तीन प्रमुख विशेषताओं का उल्लेख करते हैं। यह है-
● इन कर्ताओं में अपने लक्ष्यों और हितों को निर्धारित करने की क्षमता होनी चाहिए।

जैसे- मानव अधिकारों की रक्षा, मानवीय सहायता, आर्थिक विकास, सामाजिक कल्याण आदि । संयुक्त राज्य

े साथ इस उद्देश्य से जुड़ते हैं कि इन क
े माध्यम से वे अंतरराष्ट्रीय स्तर पर विभिन्न संस्थाओं एवं सरकारों
को प्रभावित करने में सफल होंगे । यह गैर सरकारी संगठन अनेक वैश्विक समस्याओं को उठाते हैं और उनक
े
समाधान का सुझाव प्रस्तुत करते हैं। जैसे निरस्त्रीकरण, पर्यावरण संरक्षण , मानवाधिकार संरक्षण, एड्स पीड़ित
लोगों क
े अधिकारों का संरक्षण, महिलाओं और बच्चों क
े अधिकारों का संरक्षण,प्रेस की स्वतंत्रता आदि । संयुक्त
राष्ट्र संघ क
े द्वारा इन्हें राज्यों क
े साथ-साथ अंतरराष्ट्रीय राजनीति का वैध कर्ता स्वीकार किया गया है। सूचना

े साथ साथ इन गैर सरकारी संगठनों का वैश्विक नेटवर्क सशक्त हुआ है।
2. हिंसक राजनीतिक संगठन/ आतंकवादी संगठन-
दुनिया में ऐसे हिंसक संघर्षों का तेजी से विस्तार हुआ है जो अपनी क
ु छ निश्चित से मांगों की पूर्ति क
े लिए क
ु छ विशेष
राज्यों एवं जनसंख्या पर हिंसक घटनाओं क
े माध्यम से दबाव डालने एवं डर का माहौल पैदा करने का प्रयास करते
हैं। अलकायदा ऐसे संगठनों में प्रमुख है, जिसने 11 सितंबर 2001 अमेरिका क
े वर्ल्ड ट्रेड सेंटर पर आतंकी
हमला किया था। तकनीक क
े माध्यम से अपनी शक्ति को बढ़ाते हुए इन संगठनों ने स्वयं को गैर राज्यकर्ता क
े रूप में
प्रभावी ढंग से प्रस्तुत किया है। अफ
् रीकन नेशनल कांग्रेस, साउथ वेस्ट अफ
् रीकन पीपल ऑर्गेनाइजेशन,
पलेस्टाइन लिबरेशन ऑर्गेनाइजेशन, हिज्बुल मुजाहिदीन, हमास, लश्कर-ए-तैयबा, जैश ए मोहम्मद आदि अन्य
आतंकवादी संगठन है जो हिंसा, हत्या ,मारकाट, विमान अपहरण, आत्मघाती हमला जैसे साधनों का प्रयोग करते हैं।
3. बहुराष्ट्रीय निगम-
बहुराष्ट्रीय निगम वे औद्योगिक संगठन है जो दो या दो से अधिक राष्ट्रों में उत्पादन और सेवाओं का प्रबंधन करते हैं.
पारंपरिक रूप में बहुराष्ट्रीय निगम एक निजी क
ं पनी क
े रूप में होते हैं जो एक वैश्विक रणनीति क
े तहत दुनिया क
े बाजार
पर अधिकार करने और उनसे मुनाफा कमाने का उद्देश्य रखते हैं। कई देशों में राज्य नियंत्रित बहुराष्ट्रीय निगमों का
प्रभाव भी बढ़ा है । जैसे रूस का शस्त्र बाजार में वर्चस्व या चीन की तेल क
ं पनी सीएन पीसी का बढ़ता प्रभाव।
आधुनिक विश्व में लगभग 40,000 बहुराष्ट्रीय निगम कार्यरत है। अमेरिका की जनरल मोटर्स, स्टैंडर्ड आयल और
फोर्ड जैसी क
ं पनियों की सालाना बिक
् री भारत क

ु ल राष्ट्रीय उत्पादन क
े बराबर है। अमेरिका की बड़ी क
ं पनियां
वहां क

ु ल उत्पादन का 60% पर नियंत्रण रखती है।
4. गैर राज्यकर्ता क
े रूप में यह निगम विश्व राजनीति में सक्रिय रहते हैं। मध्य पूर्व क
े तेल भंडार और अंगोला क
े सोने
लोहे और तेल भंडारों पर इन क
ं पनियों का नियंत्रण रहा है। जिस देश में भी इनका हित प्रभावित होता है, वहां वे
विभिन्न रणनीतियों क
े तहत राष्ट्रीय राजनीति में हस्तक्षेप करती हैं।
4. अंतर सरकारी संगठन-
अनेक अंतरराष्ट्रीय संगठन भी अंतरराष्ट्रीय राजनीति में केंद्रीय भूमिका निभाते हैं। ऐसे संगठनों में प्रमुख हैं
संयुक्त राष्ट्र संघ यूनेस्को विश्व स्वास्थ्य संगठन अंतर्राष्ट्रीय श्रम संगठन विश्व व्यापार संगठन राष्ट्रमंडल सीटू सेंटो
और नाटो जैसे क्षेत्रीय सैनिक संगठन। जी-8, जी-20 , जी -77 , सार्क ,आसियान, ओपेक, नाफ्टा , अंकटाड आदि
भी इसी श्रेणी में आते हैं।
5. शक्तिशाली व्यक्तिगत कर्ता -
अंतरराष्ट्रीय राजनीति में क
ु छ ऐसे शक्तिशाली प्रभावी व्यक्तित्व भी सक्रिय हैं जिन्होंने हर तरह की कानूनी
पारंपरिक बाधाओं को पार कर दुनिया पर राजनीतिक आर्थिक बौद्धिक और सांस्क
ृ तिक प्रभाव डाला है। इनमें
उद्योगपति, अपराध जगत से जुड़े लोग, वित्त पोषक , मीडिया क
े लोग, सेलिब्रिटी, धार्मिक नेता और आतंकवादी
प्रमुख। अपने प्रभाव को स्थापित करने क
े लिए धन, नैतिक सत्ता और विशेषज्ञता का सहारा लेते हैं। कई बार यह
व्यक्तिगत करता गैर सरकारी संगठनों क
े साथ मिलकर कार्य करते हैं और कई बार यह बहुराष्ट्रीय निगमों या गैर
सरकारी संगठनों की अध्यक्षता भी करते हैं। जैसे- गेट्स फाउंडेशन।
गैर राज्य कर्ताओं का अंतरराष्ट्रीय राजनीति पर प्रभाव

राज्यों की भूमिका में बदलाव लाया है। हालांकि ‘निक यूरेशिया ग्रुप’ द्वारा आयोजित संगोष्ठी[ 2006-7] में यह
विचार सामने आया कि राज्येतर कर्ताओं की भूमिका राजनीतिक, आर्थिक और सामाजिक परिस्थितियों से निर्धारित

े द्वारा जबरदस्ती लोगों का धर्मांतरण किया जा रहा है।

निगम निर्धन राष्ट्र को उपनिवेश बना रहे हैं सभी राष्ट्रों को धीरे-धीरे क्षीण तथा अ स्थिर बना रहे हैं जबकि स्वयं
विशालकाय बनते जा रहे हैं। ‘’
5. गोरिल्ला और आतंकवादी संगठनों की भूमिका क
े कारण अंतरराष्ट्रीय शांति एवं सद्भाव को खतरा पहुंचा है ।
6. ज्यादातर बहुराष्ट्रीय निगम, गैर सरकारी संगठन एवं प्रभावी व्यक्तिगत कर्ता विकसित राष्ट्रों में जन्म लेते हैं,
अतः अपनी कार्य प्रक्रिया में विकसित देशों की संस्क
ृ ति ,विचारों और मूल्यों को प्रसारित करने का कार्य करते हैं
और इस प्रकार दुनिया में विकसित राष्ट्रों क
े सांस्क
ृ तिक वर्चस्व को बनाए रखने में महत्वपूर्ण भूमिका निभाते हैं,
हालांकि अपने देश में अपनी सरकार क
े साथ उनक
े संबंध मधुर नहीं होते। सूचना प्रौद्योगिकी उनक
े इस कार्य में बहुत
हद तक सहायक होती है।
7. वैश्विक संचार माध्यमों क
े कारण मनोरंजन जगत से जुड़े कर्ताओं ने कलाकारों और बुद्धिजीवियों का स्थान ले
लिया है और वे अंतरराष्ट्रीय जनमत को प्रभावित कर रहे है। उदाहरण क

8. आज बहुराष्ट्रीय निगम उभरती हुई बाजार अर्थव्यवस्थाओं की तरफ रुख कर रहे हैं। चीन, भारत, रूस, ब्राजील,
मेक्सिको और तुर्की इसक
े उदाहरण है। इनकी गतिविधियों से आर्थिक विकास क
े साथ-साथ नव उपनिवेशवाद का
खतरा भी बड़ा है.
9. 2001 से यह प्रवृत्ति देखने को मिलती है की अंतरराष्ट्रीय जगत में अंतर्राष्ट्रीय मुद्दों जैसे- पर्यावरण, जन
स्वास्थ्य, आव्रजन, विस्थापन, सामाजिक आर्थिक न्याय पर कार्य करने वाले कर्ताओं को प्रमुख रूप से मान्यता मिली
है, क्योंकि इन क्षेत्रों में प्रभावी ढंग से कार्य करने की जन समुदाय की अपेक्षा बढ़ी है।
