always on communication.
A combination of technology that gives us personal feedback, local news of a
steady change in texting behavior gets rewards and consequences.

Q) How does this work without an App on the Phone?
A) The radio part of a cell phone network jealousy manages its frequencies, so any doppler frequency
change of a moving phone vehicle traveling at more than 5 Mph is known. That speed information is
added to existing messages to the phone billing system where "rules" allow or disallow types of data.
E.G. camera video, or Facebook messaging, can be tagged to the phone bill (or blocked) as a
subscriber determined setting.
Q) How does that change behavior?
A) It's not Big Brother, more like Little Sister, reminding phone users and Parents or Business owners
that a phone was moving while a text or any other potentially dangerous activity that uses data
happens while the phone is moving. People and not government are helping each other be safer

interests and get new revenue. Insurance Companies can with Insurance Commission support
and researched data get new rates for non-texting drivers. Legislators can advocate for
something that works better than unenforceable laws and penalties, Google Apple and the Car
manufacturers can have better driver interfaces as members of standards groups and bring more
drivers to purchase newer better and safer cars.
Q) What about existing "Safe Driving Apps"?
A) Those Apps can help, with coordination and holding themselves to third-party testing that NNID
and Cell Phone Companies can set up. Some uses of phones and screens within vehicles can be
proven as safer, all the way from One-Star to Five-Star safety backed by university studies.
