Policy News
 MCA amendments to boost highways sector
According to Crisil, the amendments made to the Model Concession Agreement (MCA) for awarding
projects on build, operate and transfer (BOT) basis will improve the confidence of both developers and
lenders and will boost the sector’s growth. The amendments includes deemed termination of projects,
back ending of premium payments, allowing greater equity contribution by the NHAI, collection of real-
time traffic data and severe penalties on non-compliance of maintenance contracts. There will be a
significant relief to both developers and lenders, who end up with debt-service coverage ratio of 0.8-1.0
in the initial 3-4 years after completion. The doubling of cap on equity contribution by the NHAI, further,
will make more projects viable since majority of BOT are awarded on grant basis. NHAI expects the
project awards to rise by 50 percent in FY2016. The expected share of BOT projects will rise to 50 percent
in FY2017 from 25 percent in FY2015.

 NHAI International to build roads in several countries
The National Highways Authority of India (NHAI) decides to go global with offers coming from Iran, Sri
Lanka, Nepal and Bhutan to build roads and highways. A separate body, NHAI International, will be set up
for this purpose outside the existing ambit of NHAI and will have its offices in several countries. The body
will work on the model similar to that of railway’s IRCON, RITES and Railtel.
 China seeks Indian government’s help to build Mega Township
The Chinese Government seeks for Union Government's help to facilitate a mega industrial township by
Dalian Wanda Group, world's largest property developer, in Haryana. Wanda Group is eyeing to acquire
land of 100 square km in two parcels in Haryana to build an industrial zone and township. The company
expressed its interest to build five industrial and theme parks along with shopping malls in India this year.
It will further invest USD 10 billion to build 10 urban complexes in the next 4-5 years. Department of
Industrial Policy and Promotion (DIPP) have asked the company to provide the details of the incentives
and concessions it requires for the project.
 Everest Industries eyeing INR 500 crore sales from PEB business
Everest Industries is expecting revenue of INR 500 crore from its pre-engineered buildings (PEB) business,
this fiscal. This is due to India's increasing thrust on manufacturing and development in ecommerce
segment, which will generate demand for logistic infrastructure like warehousing, creating opportunities
in their PEB business. Moreover, industrial sectors such as auto and electronics will also increase the
demand for PEB. Potential scopes are there from the setup of schools, exhibition centres, hospitals and
other buildings.

2.  National Highways to grow by 50,000 km
The road transport and highways ministry plans to add 50,000 km of National Highways (NH) and take it
to 1.5 lakh km in the country within the next six months. The feasibility study for a large number of NH
stretches is being carried out, currently. The pace of construction has been increased to 30 km a day to
accelerate the project. The government has added 7,000 km of NH length in the past 15 months with the
present length of NH being a little more than one lakh km.
 DLF eyes INR 3,000 crore rental revenues
DLF, India's largest real estate player, is expecting to increase its rental revenues to INR 3,000 crore from
INR 2,400 crore by this fiscal end. The increase will be due to its soon-to-be-opened Mall of India in
Noida, which has been scheduled for a Diwali launch. The mall has a leasable area of 2.2 million square
feet – equivalent to 37 soccer fields - and is built at an estimated cost of INR 1,000 crore. DLF’s another
shopping mall in South Delhi is also to come up. The increase in rental revenue will help DLF to reduce its
high debt of INR 21,000 crore.

 India-Lanka road project to come up
Estimated at USD 5.19 billion, a road project to connect India and Sri Lanka including a sea-bridge and an
underwater tunnel, is decided between the Minister for Road Transport, Highways and Shipping and the
Sri Lankan government. The 22 km road project will link Dhanushkodi in India and Talaimannar in the
island nation to improve connectivity. ADB, the multi-lateral funding agency, will finance the project.
