• Provide extra safety to tourists.
• Increase number of police officers per 1000 citizens.(in NE)
• More number of IHMs and FCIs should be established to increase
employment, hospitality level and promote tourism sector in NE.
• Frame flexible policies to attract Hotel giants to invest in NE.
• Relaxation in entry permit ie. RAP, ILP, PAP etc.
• Concession in air and rail tickets for foreign and domestic tourists.
• Increase inn funds (25 crores) to promote NER by a special
publicity drive.
• Promote ADVENTURE tourism like paragliding, river rafting, high
altitude trekking, etc.
• Tax exemption for aviation service providers.
• Local residents should be made to encourage more paying guests
accommodation.
• Individual groups must club up together to protect magnificent wildlife in NER.

• Foreign as well as domestic investors would be encouraged to set up
their export oriented industries in NE.

• Lack of adequate farm power (2kW/ha

• The CSS programme is not flexible
enough for the hilly and remote areas

• Exploit the Hydel resources of
the region
• The CSS programme must be
amended to make it area specific

 PROBLEM:
• No place for feed & fodder which create
problems in Piggery , poultry development.
 SOLUTION:
• Feed and fodder enhancement
• Create awareness among farmers about land
use pattern.
 PROBLEM:
• Most of the people rear cattle. No knowledge.
• Lack of dairy products.
• People prefer meat over milk.
 SOLUTION:
• Number of dairy plants should be increased from 7 to nearly
15 ,with a capacity of at least 25000 litres of milk per day.
• Awareness should be created about dairy products by
projects like NERCORMP.
 ROADS & RAILWAYS :
 PROBLEM:
 Lack of transportation infrastructure.
a. High terrain and topography makes it difficult for
railway construction that region.
b.. High production and maintenance cost.
 Lack of connectivity with rest of India
a. Silliguri Corridor (Chicken’s neck) – The only
connection between NER and the rest of India.
b. It is heavily patrolled by the Indian Army, the Assam
Rifles, the BSF and the West Bengal Police ; making
the area almost passive to road transport.
 SOLUTION:
 Better connectivity will ensure services equal
availability to all citizens and improve industrial
connectivity with rest of India.
 It will strategically strengthen India’s position on LAC
and help move heavy
army weapons and loads quickly.
 International road connectivity will be useful for cost
effective import and export from neighbouring
countries. This will help increase current 0.004%
export.
 Government should work in JV with PPPs to develop
infrastructure like Future group, Vedanta etc.
 “CLOSED CIRCUIT RAILWAY LINES” should be promoted
in NE.
 WATER, ENERGY & POWER :
• Hydel power generated in NE can be supplied to
west Bengal and other states.
• Cargo vessels and Terminals should be increased.
• Need for improvement in night navigation.
• Improvement in Mechanical handling needed.
• Power generation will help in establishing cement
industries.

INFRASTRUCTURE
• GSAT series communication satellite should be
launched especially for north eastern region.
• Solar powered communication towers
connected with GSAT satellites will provide cost
effective cellular and internet connectivity in the
entire NE region without physical wire and grid
requirements, hence reducing
communication gap
between NE and other parts
of India.
 INDUSTRIES INFRASTRUCTURE
• SEZ and industrial corridors along with cheap labour, low taxes
and transportation connectivity will boost much needed
industries presence in the region. It will help fill the
employment gap of 14.3 million people in the next decade.
• IT sector, BPO, call centres and other remote services can be
encouraged in the region with the help
of communication infrastructure established
• Trade partnership should be established in the region just like
European Union to ensure smooth
functioning and investors confidence.
 EDUCATION
INFRASTRUCTURE
• No one knows problems better
than itself. Quality education will
be the most effective step in
solving north eastern problems
with well educated, skilled youth of
the same region.
• EDUSAT satellites can be used to
established quality education in
remote areas where skilled
teachers are not available
According to world bank, we are 16% in renewable fresh water resources,
80% in literacy, 12.5% in energy usage and 14.8% in internet users
compared to OECD conutries.

• Illegal trade amounts
to 75% of regular
trade.
• They account for less
than 1% of total India’s
exports.
• Growth in exports to
Bangladesh declined
this year.
 SOLUTIONS:
• Govt. should support garment
industry to do their best against
Bangladeshi’s Apparel industry.
• NE states should allow
Bangladesh to sell products and
get investment for them. Foreign
Investment will increase.
• Set up more no. of “BORDER
HAATS” to promote trade.
• Importing goods from Bangladesh
will be cheaper as compared to
products brought from other
countries.
 SUGGESTIONS:
• ASEAN highway which
connects India to Thailand
via Myanmar should be
completed soon. Govt.
should talk about this to
other countries.
• BSF should increase its
check posts to set up more
no. of “BORDER HAATS” to
promote trade.
 SUGGESTIONS:
• India should invest in
energy sector in
Bhutan and import
electricity from
Bhutan to supply to
NE states. (hydel
potential of Bhutan
to the tune of 33,000
MW is available of
which about 1400
MW has been
harnessed)
• 500 million$ trade
between India and
Bhutan this year. India
should increase
exports to Bhutan
• “Golden jubilee rail
link” should be setup
as soon as possible
between India and
Bhutan.

 SUGGESTIONS:
• For every $100 China invest in India,
India invest $145 in China. This
increase current account deficit.
• This scenario should be reversed by
encouraging large/startup
manufacturing units in India.
• In US, 1.2 million jobs were lost
because of cheap imported Chinese
goods.
• Such things should be prevented in
India before it happens. Some Chinese
goods should be banned in India, as it
will destroy Indian manufacturing
market for the same.

• Reduce external interference from countries like China, Pakistan by using Counter
Intelligence with the help of RA&W. Establish a counter intel cell for NE region and borders.
• Preventing China from supplying weapons and war goods in the region will help reduce
conflicts and fatalities considerably.

• These implements will create a safer and flourishing environment.
• It will also gain confidence of tourists to travel freely, students to come and study, investors
and businessman to invest in the region and locals to love the homeland.
PEACE AND LOCAL SECURITY - People can live better if they are not worried about security all the time.
 PROBLEMS:
• Shorter working period.
Work is done only four
hours a day . Days are
shorter.(GMT+6:00hrs)
whereas in rest of India, it is
GMT+5:30 hrs.
• Large unspent balances
which are sanctioned to
NLCPR
(Around Rs.748.27 crore)
• NERCORMP is only active in
3 states in North east india.
• All CSS ,NLCPR and NEC
should be finally financed
by the central government.
• Currently,10% of total is
provided from state plan
outlay.
 SOLUTIONS:
• Promote SHGs and NaRMGs.
• Involve the communities in
decision making and planning.
• Make communities more
responsible for their
management and development.
• NERCORMP should influence
more states in North east India. It
would be greatly beneficial.
• Improve social conditions.
• Make “COMMUNITY HUBS”
where farmers can come and
share their problems with higher
authorities. Farmers will get a
good knowledge to work with
government.
• Mineral resources should be
utilised in north east India.
MORE SUGGESTIONS:
• Generation of 600 lakh mandays and
introduction of Bio Metric /Smart Cards
• Implementing ICDS scheme in Mission
Mode
• Assam Minorities Development and
Finance Corporation Ltd. to take up
activities for overall socio economic
benefit of all minorities
• The approval of schemes must be
hastened.
• Regional officers should be empowered
to approve small schemes under NLCPR

themselves and less attraction for
countries like China ,Nepal etc.
Such a emotional booster will help them
to work for India as a responsible citizen
which will automatically uplift their living
standards rather then fighting against
Indian government
They should be provided with the recourses
equivalent to other states
•That gives them feeling to work for
themselves and for country
•And they will stop demanding for separations

Stop giving nationality to the outsiders.
Hence they wont be feeling leftovers.
They will actually participate in Indian

level of crafts.
5. Handicrafts produced in NE states should be sold all over
India which may give a lot of money to Local artists.
6. Develop Entreprenuership
qualities in individuals so that
they can earn money.
7. Tribals should be given a good
share when their land is taken
for mining purposes etc by
government.

SUSTAINABLE TOURISM : THE FUTURE OF NORTH EASTERN REGION ROLE OF GOVERNMENT ROLE OF INDIVIDUALS ROLE OF (GOVT. + PPPs) (Combined efforts) • Provide extra safety to tourists. • Increase number of police officers per 1000 citizens.(in NE) • More number of IHMs and FCIs should be established to increase employment, hospitality level and promote tourism sector in NE. • Frame flexible policies to attract Hotel giants to invest in NE. • Relaxation in entry permit ie. RAP, ILP, PAP etc. • Concession in air and rail tickets for foreign and domestic tourists. • Increase inn funds (25 crores) to promote NER by a special publicity drive. • Promote ADVENTURE tourism like paragliding, river rafting, high altitude trekking, etc. • Tax exemption for aviation service providers. • Local residents should be made to encourage more paying guests accommodation. • Individual groups must club up together to protect magnificent wildlife in NER. BENEFITS • Foreign investment will increase. • Foreign as well as domestic investors would be encouraged to set up their export oriented industries in NE. • To utilize the rich & abundant natural resources(Natural Gas) as well as human resource available in that region. Major Attractions Manas National Park Kaziranga National Park Hornbill Festival, Nagaland Majuli River Island

AGRICULTURE  PROBLEM: • Shifting cultivation. • Slash and burn agriculture.  SOLUTION: • Crop rotation • Settled cultivation • Terrace farming • Establish more number of genetic reserves, Gene sanctuaries and Agricultural Research Institutes to promote development.  PROBLEM: • Lack of adequate farm power (2kW/ha required but supply is 0.67kW/ha) • Prolonged Monsoon • The CSS programme is not flexible enough for the hilly and remote areas  SOLUTION: • Exploit the Hydel resources of the region • The CSS programme must be amended to make it area specific  MORE SOLUTIONS: • Contract farming & public private enterprise in agriculture should be encouraged. • More number() of Credit cooperative societies needed. • More number of crops should be included under Crop insurance. • Water shed management.  PROBLEM: • No place for feed & fodder which create problems in Piggery , poultry development.  SOLUTION: • Feed and fodder enhancement • Create awareness among farmers about land use pattern.  PROBLEM: • Most of the people rear cattle. No knowledge. • Lack of dairy products. • People prefer meat over milk.  SOLUTION: • Number of dairy plants should be increased from 7 to nearly 15 ,with a capacity of at least 25000 litres of milk per day. • Awareness should be created about dairy products by projects like NERCORMP.
  • 4.  ROADS & RAILWAYS :  PROBLEM:  Lack of transportation infrastructure. a. High terrain and topography makes it difficult for railway construction that region. b.. High production and maintenance cost.  Lack of connectivity with rest of India a. Silliguri Corridor (Chicken’s neck) – The only connection between NER and the rest of India. b. It is heavily patrolled by the Indian Army, the Assam Rifles, the BSF and the West Bengal Police ; making the area almost passive to road transport.  SOLUTION:  Better connectivity will ensure services equal availability to all citizens and improve industrial connectivity with rest of India.  It will strategically strengthen India’s position on LAC and help move heavy army weapons and loads quickly.  International road connectivity will be useful for cost effective import and export from neighbouring countries. This will help increase current 0.004% export.  Government should work in JV with PPPs to develop infrastructure like Future group, Vedanta etc.  “CLOSED CIRCUIT RAILWAY LINES” should be promoted in NE.  WATER, ENERGY & POWER : • Hydel power generated in NE can be supplied to west Bengal and other states. • Cargo vessels and Terminals should be increased. • Need for improvement in night navigation. • Improvement in Mechanical handling needed. • Power generation will help in establishing cement industries.  MORE SUGGESTIONS 1. Constructio-n of waterway connectivity b/w Mizoram and different ports. 2. More industries will develop.
  • 5. INFRASTRUCTURE DEVELOPMENT  COMMUNICATION INFRASTRUCTURE • GSAT series communication satellite should be launched especially for north eastern region. • Solar powered communication towers connected with GSAT satellites will provide cost effective cellular and internet connectivity in the entire NE region without physical wire and grid requirements, hence reducing communication gap between NE and other parts of India.  INDUSTRIES INFRASTRUCTURE • SEZ and industrial corridors along with cheap labour, low taxes and transportation connectivity will boost much needed industries presence in the region. It will help fill the employment gap of 14.3 million people in the next decade. • IT sector, BPO, call centres and other remote services can be encouraged in the region with the help of communication infrastructure established • Trade partnership should be established in the region just like European Union to ensure smooth functioning and investors confidence.  EDUCATION INFRASTRUCTURE • No one knows problems better than itself. INTERNATIONAL TRADE TRADE WITH BANGLADESH TRADE WITH MYANMAR  PROBLEMS: • Illegal trade amounts to 75% of regular trade. • They account for less than 1% of total India’s exports. • Growth in exports to Bangladesh declined this year.  SOLUTIONS: • Govt. should support garment industry to do their best against Bangladeshi’s Apparel industry. • NE states should allow Bangladesh to sell products and get investment for them. Foreign Investment will increase. • Set up more no. of “BORDER HAATS” to promote trade. • Importing goods from Bangladesh will be cheaper as compared to products brought from other countries.  SUGGESTIONS: • ASEAN highway which connects India to Thailand via Myanmar should be completed soon. Govt. should talk about this to other countries. • BSF should increase its check posts to set up more no. of “BORDER HAATS” to promote trade.  SUGGESTIONS: • India should invest in energy sector in Bhutan and import electricity from Bhutan to supply to NE states. (hydel potential of Bhutan to the tune of 33,000 MW is available of which about 1400 MW has been harnessed) • 500 million$ trade between India and Bhutan this year. India should increase exports to Bhutan • “Golden jubilee rail link” should be setup as soon as possible between India and Bhutan. TRADE WITH BHUTAN TRADE WITH CHINA  SUGGESTIONS: • For every $100 China invest in India, India invest $145 in China. This increase current account deficit. • This scenario should be reversed by encouraging large/startup manufacturing units in India. • In US, 1.2 million jobs were lost because of cheap imported Chinese goods. • Such things should be prevented in India before it happens. Some Chinese goods should be banned in India, as it will destroy Indian manufacturing market for the same. Government should be more clear on diplomatic front with neighbouring countries.

Establish a counter intel cell for NE region and borders. • Preventing China from supplying weapons and war goods in the region will help reduce conflicts and fatalities considerably. Days are shorter.(GMT+6:00hrs) whereas in rest of India, it is GMT+5:30 hrs. • Large unspent balances which are sanctioned to NLCPR (Around Rs.748.27 crore) • NERCORMP is only active in 3 states in North east india. • All CSS ,NLCPR and NEC should be finally financed by the central government. • Currently,10% of total is provided from state plan outlay.  SOLUTIONS: • Promote SHGs and NaRMGs. • Involve the communities in decision making and planning. • Make communities more responsible for their management and development. • NERCORMP should influence more states in North east India. It would be greatly beneficial. • Improve social conditions. • Make “COMMUNITY HUBS” where farmers can come and share their problems with higher authorities. Farmers will get a good knowledge to work with government. • Mineral resources should be utilised in north east India. MORE SUGGESTIONS: • Generation of 600 lakh mandays and introduction of Bio Metric /Smart Cards • Implementing ICDS scheme in Mission Mode • Assam Minorities Development and Finance Corporation Ltd. to take up activities for overall socio economic benefit of all minorities • The approval of schemes must be hastened. • Regional officers should be empowered to approve small schemes under NLCPR Many government projects like NERCORMP NEI etc are working to develop NE India. 1 Many government organizations i.e. NLCPR are doing their level best to improve the situation. 2 WORKING TOGETHER- WE & GOVT.
  • 11. EMOTIONAL EMPOWERMENT Make the feel that they are a part of India, they are most important as a human resource. Mining sector should be given atmost importance to increase job opportunities. 3. Handicrafts and culture of NER should be promoted. 4. More workshops for artists should be held to increase the level of crafts. 5. Handicrafts produced in NE states should be sold all over India which may give a lot of money to Local artists. 6. Develop Entreprenuership qualities in individuals so that they can earn money. 7. Tribals should be given a good share when their land is taken for mining purposes etc by government.
