U.A.E Adnoc agreements to supply LNG and diesel to Germany

Abu Dhabi National Oil Company signed a deal to supply liquefied natural gas to German energy
company RWE during a visit by Chancellor Olaf Scholz to the Gulf to secure energy pacts for
Europe's biggest economy.
Adnoc will deliver the first LNG shipment later this year through a floating import terminal at
Brunsbuettel near Hamburg, state news agency Wam reported on Sunday.
The size of the LNG cargo delivery will be 137,000 cubic metres and marks an “important milestone”
in building up LNG supply infrastructure in Germany and setting up a more diversified gas supply,
RWE said.
The Adnoc deal is part of a wider agreement between the UAE and Germany signed on Sunday to
accelerate projects of joint interest in energy security, decarbonisation and climate action. Under
the new Energy Security and Industry Accelerator (ESIA) agreement, the UAE and Germany will
explore further opportunities to accelerate growth and collaboration across the hydrogen value
chain.

“This landmark new agreement reinforces the rapidly growing energy partnership between the UAE
and Germany,” said Dr Sultan Al Jaber, Minister of Industry and Advanced Technology, and Adnoc's
managing director and group chief executive.
“As we embrace the energy transition, Adnoc is fully committed to accelerate and invest in projects
of energy security, decarbonisation and climate action as we continue to be a responsible and
reliable provider and trusted exporter of low-carbon energy.”
Adnoc, which completed the UAE’s first direct diesel delivery to Germany this month, has agreed
with Wilhelm Hoyer & Company KG to supply up to 250,000 tonnes of diesel per month in 2023,
Wam said.
As part of the agreements signed on Sunday, Abu Dhabi's clean energy company Masdar will also
explore opportunities in the offshore wind markets in the North Sea and Baltic Sea in Germany.
These could generate up to 10GW of renewable energy production capacity by 2030, Wam said.
Mr Scholz’s visit comes amid Germany’s attempts to reduce its reliance on — and diversify away
from — Russian energy supplies that have been disrupted during the Ukraine war.
Before the war, Russia supplied about 40 per cent of Europe's natural gas. About 55 per cent of
gas consumed in Germany was imported from Russia. Natural gas accounts for about 27 per cent
of the energy mix of Europe's largest economy.
Following his visits to Saudi Arabia on Saturday and the UAE on Sunday, Mr Scholz is travelling to
Qatar after his meetings in Abu Dhabi.
Earlier on Sunday, the UAE said it had commissioned German companies to develop the country's
national hydrogen strategy as it seeks to diversify its energy mix and pursue a goal of net-zero
emissions by 2050.
The Ministry of Energy and Infrastructure signed an agreement with Germany's global engineering
and advisory company GHD in partnership with applied research organisation Fraunhofer-
Gesellschaft to develop its hydrogen strategy, it said.
“We remain focused on our goal of capturing 25 per cent of the most important hydrogen market,”
said Suhail Al Mazrouei, Minister of Energy and Infrastructure.

Following its selection as the first partner for the 32 million ton per annum (Mtpa) North Field East
(NFE) liquefied natural gas (LNG) project, TotalEnergies has again been selected as the first
international partner in the 16 Mtpa North Field South (NFS) LNG project.
Pursuant to the agreement, TotalEnergies will obtain a 9.375% participating interest in the NFS
project – out of a total 25% interest available for international partners – while the national
company QatarEnergy will hold the remaining 75%.
Through its combined participating interests in NFE (6.25%) and NFS, TotalEnergies will add 3.5
Mtpa of LNG production to its growing worldwide LNG portfolio by 2028, in line with the Company’s
objective to increase the share of natural gas in its sales mix to 50% by 2030.

The Second Phase of the World's Largest LNG Project
Together, NFE and NFS form the wider North Field Expansion project to increase LNG production
from the North Field, adding 48 Mtpa to Qatar’s export capacity and bringing it to 126 Mtpa by 2028.
The upstream part of the project will develop the southern area of the North Field with five platforms,
50 wells and gas pipelines to the onshore processing plant. Downstream, there will be two 8 Mtpa
liquefaction trains.
NFS will benefit from significant synergies with NFE, making it one of the most cost-competitive
LNG projects worldwide.
Just like NFE, NFS will apply the highest standards to reduce its GHG emissions intensity. Native
CO2 from natural gas production will be captured and sequestered, and the plant will be connected
to Qatar’s electrical grid, which will supply it with a growing portion of renewable electricity – in line
with Qatar’s climate ambitions – thanks to the 800 MW Al Kharsaah solar power plant project, in
which TotalEnergies is a partner, and QatarEnergy’s new solar power plant currently under
construction in Ras Laffan with TotalEnergies’ support.
At the signing ceremony, Patrick Pouyanné, Chairman and Chief Executive Officer of TotalEnergies,

TotalEnergies to be QatarEnergy’s first partner in North Field South.

Egypt's 2021-2022 N.gas and LNG export revenue hits $8 Billion

Egypt's natural gas and liquefied natural gas (LNG) export revenue reached $8 billion in its 2021/22
fiscal year after volumes increased by 7.2 million tonnes, the Egyptian cabinet said on its Facebook
page on Sunday.
The statement did not include comparative numbers for the previous fiscal year. Egypt's fiscal year
runs from July 1 to June 30.
Egypt earns about $500 million monthly from natural gas exports and aims to raise that figure to $1
billion "in the coming period", Finance Minister Mohamed Maait said in a statement last week.
Egypt has been pushing to maximise its exports of natural gas to generate foreign currency revenue
after coming under financial pressure due to the impact of the war in Ukraine. The government says
gas exports have been boosted after the it introduced an electricity rationing plan in August.

Russian oil to flow to Asia and Mideast, Vitol expects

Russian oil is expected to come to Asia and the Middle East, while refined fuel produced in these
regions will flow to the West as the global oil trade is disrupted by sanctions, Vitol's Chief Executive
Officer Russell Hardy said on Monday.
The Russia-Ukraine war has made energy security the top issues for governments as they grapple
with inflation, and with bans on Russian oil looming and Moscow slashing gas supplies to Europe,
policymakers are setting aside sustainability concerns for now.
"Energy Security is number one. Price is number two. Sustainability is number three," Hardy said of
key priorities in the short term.

Hardy said. "You're beginning to
see that with fuel coming East that would otherwise have stayed in Europe, and fuel in the East
going to the West to cover the shortfall." The EU is set to ban Russian crude oil from December
in a move to strip the Kremlin of revenue, following Moscow's invasion of Ukraine.
Russian crude oil imports into the EU and UK last fell to 1.7 million barrels per day (bpd) in August
from 2.6 million bpd in January, according to data from the IEA, though the EU was still the biggest
market for Russian crude.
The IEA also forecasted that the United States could soon overtake Russia as the main crude
supplier to the EU and the UK combined.
LNG INFRASTRUCTURE NEEDED
Russia's gas supply cuts have placed enormous strain on the European market, with high gas prices
expected to affect 60-80% of demand, Hardy said. Europe will also need more infrastructure for
liquefied natural gas (LNG) discharge as the continent's infrastructure is "basically full," he added.
"We're going to need more supply but the slots are more important at the moment because the need
is immediate," Hardy said. Global gas prices rose to record levels this year, as Russia cut supplies
to Europe while oil prices touched multi-year highs in March.
Brent crude futures eased in recent weeks on worries that recession would reduce demand but are
expected to hit $100 again on tight supplies when the European Union sanctions on Russian oil are
implemented in December and February.

Oil prices fall for a second day on recession fears

Oil prices fell for a second day on Monday on fears of lower fuel demand from a possible global
recession sparked by rising interest rates, with further price pressure coming from a surging U.S.
dollar.
Brent crude futures for November settlement slipped by $1, or 1.2%, to $85.15 a barrel at 0943
GMT. The contract fell as low as $84.51, the lowest since Jan. 14. U.S. West Texas Intermediate
(WTI) crude for November delivery dropped 87 cents, or 1.1%, to $77.87. WTI dropped as low as
$77.21, the lowest since Jan. 6.

Both contracts slumped by about 5% on Friday.
The dollar index that measures the greenback against a basket of major currencies climbed to a 20-
year high on Monday. A stronger dollar tends to curtail demand for dollar-denominated oil.
Meanwhile, interest rate increases imposed by central banks in numerous oil-consuming countries
to fight surging inflation has raised fears of an economic slowdown and accompanying slump in oil
demand.
"A backdrop of global monetary policy tightening by the key central banks to quell elevated inflation,
and a splendid run-up in the greenback towards more than two-decade highs, has raised concerns
about an economic slowdown and is acting as a key headwind for crude prices," said Sugandha
Sachdeva at Religare Broking.
Disruptions in the oil market from the Russia-Ukraine war, with European Union sanctions banning
Russian crude set to start in December, has lent some support to prices.
Attention is turning to what the Organization of the Petroleum Exporting Countries (OPEC) and allies
led by Russia, together known as OPEC+, will do when they meet on Oct. 5, having agreed at their
previous meeting to cut output modestly.
However, OPEC+ is producing well below its targeted output, meaning that a further cut may not
have much impact on supply. Data last week showed OPEC+ missed its target by 3.58 million
barrels per day in August, a bigger shortfall than in July.

Why carbon capture is crucial

Cinderella is forced to sit by the fire and mind the coals. Carbon capture, use and storage (CCUS)
has not even got that far, let alone attending the ball. But now this unloved but vital technology is in
demand at not one, but three parties.
Carbon dioxide is the main greenhouse gas, responsible for increasingly dangerous levels of global
warming. CCUS traps the CO2 emitted from burning coal, gas, oil or wood, or from industrial
processes. It then buries it deep underground safely and permanently, or recycles it to make useful
materials, such as cement, or stable minerals.
CCUS facilities operating around the world, such as the Emirates Steel plant in Abu Dhabi, have
capacity for about 40 million tonnes annually, or about one-thousandth of humanity’s total

emissions. The International Energy Agency says this needs to reach 1.7 billion tonnes as soon as
2030 and 5.7 billion tonnes by 2050.
For context, the time between now and 2050 is about the same as from the start-up of Sleipner in
Norway in 1996, the world’s first full-scale carbon dioxide storage project, to today. Carbon capture
is often dismissed as unnecessary, unproven or risky by environmentalists. But it is crucial for three
reasons.
First, unlike renewable energy — green groups’ favourite climate solution — CCUS cuts industrial
emissions such as those from cement-making or steel manufacture.
Second, instead of throwing away the current energy system, it adapts it. It has become increasingly
apparent that the wholesale replacement of a bicentennial fossil-fuelled economy with solar, wind
and batteries is not possible at the required pace — whether logistically, economically, socially or
politically.
Third, monoenergetic plans have proved themselves expensive and unreliable. That is, an energy
system founded either on a fossil fuel, nuclear power, or renewable energy, is vulnerable to
commodity supply shocks, technical breakdowns or weather. War, drought, ice storms and reactor
repairs have proved that amply across California, Texas, Europe and China during the past two
years.
Even if CCUS might appear more costly on a simplistic head-to-head comparison with solar or wind,
it adds predictability, diversity and flexibility, making the whole energy complex cheaper and more
resilient.
In 2017, CCUS’s recent low point, fewer than 50 facilities were operating or under development
worldwide. That leapt last year to nearly 200. Exciting new technologies that will reduce the cost of
capture are emerging. As plants are built, developers will gain experience to accelerate further
progress.

Most of the advance, though, has come from rethinking the business model. Instead of painstakingly
developing individual projects of less than one million tonnes per year each, national and local
governments are working together with energy companies, industries and ports to assemble carbon
hubs. Governments have begun auctioning underground carbon dioxide storage space, with oil
companies and specialists attracted to a valuable new business line.
Often these hubs can be combined with the “hydrogen valleys” of European terminology: the
production of “blue” hydrogen from fossil fuels requires carbon capture, and hydrogen-using
industries such as fertilisers, steel and refineries cluster around ports.
So, which three parties have invited our Cinderella, and why? First, in North America, the US has
introduced a tax credit of $85 per tonne of carbon dioxide captured. To bring on board Senate swing
voter and coal baron Joe Manchin, from the fossil-friendly state of West Virginia, President Joe
Biden had to offer generous incentives for CCUS, among a smorgasbord of other low-carbon
technologies.
Meanwhile, fossil fuel powerhouse Canada has a carbon price of C$50 (US$37) per tonne, rising to
C$170 per tonne by 2030. The high-emitting oil sands of Alberta, in particular, need CCUS to survive
in a climate-friendly world.
Second, in Europe, the cost to emit carbon dioxide hit a record €99 (US$99) per tonne in mid-
August, before slipping back. Norway, Denmark, the Netherlands and the UK have advanced a
number of hubs and cross-border capture systems. CCUS can extract maximum value from the
remaining petroleum assets in the North Sea.

Carbon capture also offers a solution to Europe’s dilemma: it needs more non-Russian oil, gas and
even coal today, but it cannot give the exporters the long-term commitments they want because of
its net-zero carbon goals. Converting power plants and factories to ultra-low emissions can resolve
this conundrum.
Third comes the Middle East. The UAE’s latest emissions reductions plan includes 5 million tonnes
of capture annually by 2030. Qatar will use CCUS to cut the carbon footprint of its new liquefied
natural gas plants. Saudi Arabia is developing a 5-9 million tonne per year hub at Jubail, and Egypt
has begun exploring its options as it prepares to host the Cop27 climate conference in November.
The motive in this region is the need to ensure the long-term viability of the oil, gas and
petrochemical industry in a world of increasing climate urgency. Europe is flirting with fossil fuels
again because of the unwelcome attentions of Russia, but from 2026 it will phase in a tariff on
imports with a high carbon footprint. Gulf makers of steel, aluminium, plastics, fertilisers and other
such materials need to decarbonise to retain access to markets.
Despite this progress, carbon capture needs to go much faster. Environmental groups should move
from scepticism and obstructionism to sensible support. The Middle East, and other regions with
low or no direct incentives for carbon capture, such as China and India, need explicit policy. Then
this fairy-tale technology can emerge from neglect to stardom.
Global Carbon Capture and Storage Institute opens first Middle East HQ in U.A.E, Masdar City
The institute joins other key organisations based in Masdar City, including the International
Renewable Energy Agency, Mohammed Bin Zayed University for Artificial Intelligence and Emirates
Nuclear Energy Company
The Global Carbon Capture and Storage (CCS) Institute has opened its first Middle East
headquarters in Masdar City, Abu Dhabi.
The institute, an international think tank, has a mission to scale-up carbon capture and storage
technology to support climate neutrality. It aims to collaborate with industry and public sector
partners to build CCS ambitions in the region.
Dr Sultan bin Ahmed Al Jaber, Minister of Industry and Advanced Technology, UAE Special Envoy
for Climate Change and chairman of Masdar, said, “As the first country in the region to deploy CCUS

on an industrial scale, the UAE has a proven track record of success as a leader in carbon capture.
The addition of the Global CCS Institute will only help promote CCS further.”
He added: “The institute’s mission to accelerate the adoption of carbon capture technologies
perfectly aligns with Masdar’s role as an incubator and catalyst for innovative clean technologies. I
am confident that the Global CCS Institute will thrive in this environment and continue to make a
valuable contribution to global decarbonisation efforts, particularly as the UAE prepares to host COP
28 in 2023.”
Carbon capture and storage is an innovative technology that mitigates climate change impacts by
capturing CO2 – typically from a point source at an industrial facility – and storing it beneath the
Earth’s surface before it can impact the atmosphere. There are currently three CCS facilities in the
GCC region, which account for 10 per cent of the world’s CO2 captured by the technology every
year.
The institute’s global CEO, Jarad Daniel said, “The region is well positioned to become a leader,
both in the CCS market and the energy transition more broadly. With the Institute’s new regional
office in Abu Dhabi, we aim to be there every step of the way.”
The institute joins other key companies and institutes in Masdar City, including the International
Renewable Energy Agency (IRENA) and Siemens Energy, Mohammed Bin Zayed University for
Artificial Intelligence, Emirates Nuclear Energy Company, and Catalyst, the region’s first
sustainability-focused startup accelerator.
Net zero targets drive new momentum for CCUS
Strengthened climate goals and new investment incentives are delivering
unprecedented momentum for CCUS, with plans for more than 100 new facilities
announced in 2021. CCUS technologies will play an important role in meeting net
zero targets, including as one of few solutions to tackle emissions from heavy industry
and to remove carbon from the atmosphere.
Although recent progress is encouraging, the planned pipeline of projects would fall
well short of delivering the 1.7 billion tonnes of CO2 capture capacity deployed by
2030 in the Net Zero by 2050 scenario.

Khaed Al Awadi NewBase for discussion or further details on the news below you may contact us on +971504822502, Dubai, UAE U.A.E Adnoc agreements to supply LNG and diesel to Germany The National - Deena Kamel + NewBase Abu Dhabi National Oil Company signed a deal to supply liquefied natural gas to German energy company RWE during a visit by Chancellor Olaf Scholz to the Gulf to secure energy pacts for Europe's biggest economy. Adnoc will deliver the first LNG shipment later this year through a floating import terminal at Brunsbuettel near Hamburg, state news agency Wam reported on Sunday. The size of the LNG cargo delivery will be 137,000 cubic metres and marks an “important milestone” in building up LNG supply infrastructure in Germany and setting up a more diversified gas supply, RWE said. The Adnoc deal is part of a wider agreement between the UAE and Germany signed on Sunday to accelerate projects of joint interest in energy security, decarbonisation and climate action. Under the new Energy Security and Industry Accelerator (ESIA) agreement, the UAE and Germany will explore further opportunities to accelerate growth and collaboration across the hydrogen value chain.

Page 2 “This landmark new agreement reinforces the rapidly growing energy partnership between the UAE and Germany,” said Dr Sultan Al Jaber, Minister of Industry and Advanced Technology, and Adnoc's managing director and group chief executive. “As we embrace the energy transition, Adnoc is fully committed to accelerate and invest in projects of energy security, decarbonisation and climate action as we continue to be a responsible and reliable provider and trusted exporter of low-carbon energy.” Adnoc, which completed the UAE’s first direct diesel delivery to Germany this month, has agreed with Wilhelm Hoyer & Company KG to supply up to 250,000 tonnes of diesel per month in 2023, Wam said. As part of the agreements signed on Sunday, Abu Dhabi's clean energy company Masdar will also explore opportunities in the offshore wind markets in the North Sea and Baltic Sea in Germany. These could generate up to 10GW of renewable energy production capacity by 2030, Wam said. Mr Scholz’s visit comes amid Germany’s attempts to reduce its reliance on — and diversify away from — Russian energy supplies that have been disrupted during the Ukraine war. Before the war, Russia supplied about 40 per cent of Europe's natural gas. About 55 per cent of gas consumed in Germany was imported from Russia. Natural gas accounts for about 27 per cent of the energy mix of Europe's largest economy. Following his visits to Saudi Arabia on Saturday and the UAE on Sunday, Mr Scholz is travelling to Qatar after his meetings in Abu Dhabi. Earlier on Sunday, the UAE said it had commissioned German companies to develop the country's national hydrogen strategy as it seeks to diversify its energy mix and pursue a goal of net-zero emissions by 2050. The Ministry of Energy and Infrastructure signed an agreement with Germany's global engineering and advisory company GHD in partnership with applied research organisation Fraunhofer- Gesellschaft to develop its hydrogen strategy, it said. “We remain focused on our goal of capturing 25 per cent of the most important hydrogen market,” said Suhail Al Mazrouei, Minister of Energy and Infrastructure.

Source: TotalEnergies Following its selection as the first partner for the 32 million ton per annum (Mtpa) North Field East (NFE) liquefied natural gas (LNG) project, TotalEnergies has again been selected as the first international partner in the 16 Mtpa North Field South (NFS) LNG project. Pursuant to the agreement, TotalEnergies will obtain a 9.375% participating interest in the NFS project – out of a total 25% interest available for international partners – while the national company QatarEnergy will hold the remaining 75%. Through its combined participating interests in NFE (6.25%) and NFS, TotalEnergies will add 3.5 Mtpa of LNG production to its growing worldwide LNG portfolio by 2028, in line with the Company’s objective to increase the share of natural gas in its sales mix to 50% by 2030.

Page 4 The Second Phase of the World's Largest LNG Project Together, NFE and NFS form the wider North Field Expansion project to increase LNG production from the North Field, adding 48 Mtpa to Qatar’s export capacity and bringing it to 126 Mtpa by 2028. The upstream part of the project will develop the southern area of the North Field with five platforms, 50 wells and gas pipelines to the onshore processing plant. Downstream, there will be two 8 Mtpa liquefaction trains. NFS will benefit from significant synergies with NFE, making it one of the most cost-competitive LNG projects worldwide. Just like NFE, NFS will apply the highest standards to reduce its GHG emissions intensity. Native CO2 from natural gas production will be captured and sequestered, and the plant will be connected to Qatar’s electrical grid, which will supply it with a growing portion of renewable electricity – in line with Qatar’s climate ambitions – thanks to the 800 MW Al Kharsaah solar power plant project, in which TotalEnergies is a partner, and QatarEnergy’s new solar power plant currently under construction in Ras Laffan with TotalEnergies’ support. Page 5 Egypt's 2021-2022 N.gas and LNG export revenue hits $8 Billion Reuters + NewBase Egypt's natural gas and liquefied natural gas (LNG) export revenue reached $8 billion in its 2021/22 fiscal year after volumes increased by 7.2 million tonnes, the Egyptian cabinet said on its Facebook page on Sunday. The statement did not include comparative numbers for the previous fiscal year. Egypt's fiscal year runs from July 1 to June 30. Egypt earns about $500 million monthly from natural gas exports and aims to raise that figure to $1 billion "in the coming period", Finance Minister Mohamed Maait said in a statement last week. Egypt has been pushing to maximise its exports of natural gas to generate foreign currency revenue after coming under financial pressure due to the impact of the war in Ukraine. The government says gas exports have been boosted after the it introduced an electricity rationing plan in August.

Page 6 Russian oil to flow to Asia and Mideast, Vitol expects Reuters + NewBase Russian oil is expected to come to Asia and the Middle East, while refined fuel produced in these regions will flow to the West as the global oil trade is disrupted by sanctions, Vitol's Chief Executive Officer Russell Hardy said on Monday. The Russia-Ukraine war has made energy security the top issues for governments as they grapple with inflation, and with bans on Russian oil looming and Moscow slashing gas supplies to Europe, policymakers are setting aside sustainability concerns for now. "Energy Security is number one. Price is number two. Sustainability is number three," Hardy said of key priorities in the short term. More than a million barrels per day of U.S. crude is expected to go to Europe to fill the gap in Russian supplies, he told a forum at the 38th Annual Asia Pacific Petroleum Conference (APPEC) 2022 conference, adding that Russian commodities would need to find a home in places outside the United Kingdom, United States and European Union. "It's going to go further and longer distances and find different markets, and in doing that it's going to have to trade at a discount," Hardy said. "You're beginning to see that with fuel coming East that would otherwise have stayed in Europe, and fuel in the East going to the West to cover the shortfall." The EU is set to ban Russian crude oil from December in a move to strip the Kremlin of revenue, following Moscow's invasion of Ukraine. Russian crude oil imports into the EU and UK last fell to 1.7 million barrels per day (bpd) in August from 2.6 million bpd in January, according to data from the IEA, though the EU was still the biggest market for Russian crude. The IEA also forecasted that the United States could soon overtake Russia as the main crude supplier to the EU and the UK combined. LNG INFRASTRUCTURE NEEDED Russia's gas supply cuts have placed enormous strain on the European market, with high gas prices expected to affect 60-80% of demand, Hardy said. Europe will also need more infrastructure for liquefied natural gas (LNG) discharge as the continent's infrastructure is "basically full," he added. "We're going to need more supply but the slots are more important at the moment because the need is immediate," Hardy said. Global gas prices rose to record levels this year, as Russia cut supplies to Europe while oil prices touched multi-year highs in March. Brent crude futures eased in recent weeks on worries that recession would reduce demand but are expected to hit $100 again on tight supplies when the European Union sanctions on Russian oil are implemented in December and February.

A stronger dollar tends to curtail demand for dollar-denominated oil. Meanwhile, interest rate increases imposed by central banks in numerous oil-consuming countries to fight surging inflation has raised fears of an economic slowdown and accompanying slump in oil demand. "A backdrop of global monetary policy tightening by the key central banks to quell elevated inflation, and a splendid run-up in the greenback towards more than two-decade highs, has raised concerns about an economic slowdown and is acting as a key headwind for crude prices," said Sugandha Sachdeva at Religare Broking. Disruptions in the oil market from the Russia-Ukraine war, with European Union sanctions banning Russian crude set to start in December, has lent some support to prices. Attention is turning to what the Organization of the Petroleum Exporting Countries (OPEC) and allies led by Russia, together known as OPEC+, will do when they meet on Oct. 5, having agreed at their previous meeting to cut output modestly. However, OPEC+ is producing well below its targeted output, meaning that a further cut may not have much impact on supply. Data last week showed OPEC+ missed its target by 3.58 million barrels per day in August, a bigger shortfall than in July.

Carbon capture, use and storage (CCUS) has not even got that far, let alone attending the ball. But now this unloved but vital technology is in demand at not one, but three parties. Carbon dioxide is the main greenhouse gas, responsible for increasingly dangerous levels of global warming. CCUS traps the CO2 emitted from burning coal, gas, oil or wood, or from industrial processes. It then buries it deep underground safely and permanently, or recycles it to make useful materials, such as cement, or stable minerals. CCUS facilities operating around the world, such as the Emirates Steel plant in Abu Dhabi, have capacity for about 40 million tonnes annually, or about one-thousandth of humanity’s total

The International Energy Agency says this needs to reach 1.7 billion tonnes as soon as 2030 and 5.7 billion tonnes by 2050. For context, the time between now and 2050 is about the same as from the start-up of Sleipner in Norway in 1996, the world’s first full-scale carbon dioxide storage project, to today. Carbon capture is often dismissed as unnecessary, unproven or risky by environmentalists. But it is crucial for three reasons. First, unlike renewable energy — green groups’ favourite climate solution — CCUS cuts industrial emissions such as those from cement-making or steel manufacture. Second, instead of throwing away the current energy system, it adapts it. It has become increasingly apparent that the wholesale replacement of a bicentennial fossil-fuelled economy with solar, wind and batteries is not possible at the required pace — whether logistically, economically, socially or politically. Third, monoenergetic plans have proved themselves expensive and unreliable. That is, an energy system founded either on a fossil fuel, nuclear power, or renewable energy, is vulnerable to commodity supply shocks, technical breakdowns or weather. War, drought, ice storms and reactor repairs have proved that amply across California, Texas, Europe and China during the past two years. Even if CCUS might appear more costly on a simplistic head-to-head comparison with solar or wind, it adds predictability, diversity and flexibility, making the whole energy complex cheaper and more resilient. In 2017, CCUS’s recent low point, fewer than 50 facilities were operating or under development worldwide. That leapt last year to nearly 200. Exciting new technologies that will reduce the cost of capture are emerging. As plants are built, developers will gain experience to accelerate further progress.

Page 11 Most of the advance, though, has come from rethinking the business model. Instead of painstakingly developing individual projects of less than one million tonnes per year each, national and local governments are working together with energy companies, industries and ports to assemble carbon hubs. Governments have begun auctioning underground carbon dioxide storage space, with oil companies and specialists attracted to a valuable new business line. Often these hubs can be combined with the “hydrogen valleys” of European terminology: the production of “blue” hydrogen from fossil fuels requires carbon capture, and hydrogen-using industries such as fertilisers, steel and refineries cluster around ports. So, which three parties have invited our Cinderella, and why? First, in North America, the US has introduced a tax credit of $85 per tonne of carbon dioxide captured. To bring on board Senate swing voter and coal baron Joe Manchin, from the fossil-friendly state of West Virginia, President Joe Biden had to offer generous incentives for CCUS, among a smorgasbord of other low-carbon technologies. Meanwhile, fossil fuel powerhouse Canada has a carbon price of C$50 (US$37) per tonne, rising to C$170 per tonne by 2030. The high-emitting oil sands of Alberta, in particular, need CCUS to survive in a climate-friendly world. Second, in Europe, the cost to emit carbon dioxide hit a record €99 (US$99) per tonne in mid- August, before slipping back. Norway, Denmark, the Netherlands and the UK have advanced a number of hubs and cross-border capture systems. CCUS can extract maximum value from the remaining petroleum assets in the North Sea. Egypt’s carbon capture and storage project in the Meleiha field will capture and store between 25,000 and 30,000 tonnes of carbon dioxide annually. Wam

Page 12 Carbon capture also offers a solution to Europe’s dilemma: it needs more non-Russian oil, gas and even coal today, but it cannot give the exporters the long-term commitments they want because of its net-zero carbon goals. Converting power plants and factories to ultra-low emissions can resolve this conundrum. Third comes the Middle East. The UAE’s latest emissions reductions plan includes 5 million tonnes of capture annually by 2030. Qatar will use CCUS to cut the carbon footprint of its new liquefied natural gas plants. Saudi Arabia is developing a 5-9 million tonne per year hub at Jubail, and Egypt has begun exploring its options as it prepares to host the Cop27 climate conference in November. The motive in this region is the need to ensure the long-term viability of the oil, gas and petrochemical industry in a world of increasing climate urgency. Europe is flirting with fossil fuels again because of the unwelcome attentions of Russia, but from 2026 it will phase in a tariff on imports with a high carbon footprint. Gulf makers of steel, aluminium, plastics, fertilisers and other such materials need to decarbonise to retain access to markets. Despite this progress, carbon capture needs to go much faster. Environmental groups should move from scepticism and obstructionism to sensible support. The Middle East, and other regions with low or no direct incentives for carbon capture, such as China and India, need explicit policy. Then this fairy-tale technology can emerge from neglect to stardom. Global Carbon Capture and Storage Institute opens first Middle East HQ in U.A.E, Masdar City The institute joins other key organisations based in Masdar City, including the International Renewable Energy Agency, Mohammed Bin Zayed University for Artificial Intelligence and Emirates Nuclear Energy Company The Global Carbon Capture and Storage (CCS) Institute has opened its first Middle East headquarters in Masdar City, Abu Dhabi. The institute, an international think tank, has a mission to scale-up carbon capture and storage technology to support climate neutrality. It aims to collaborate with industry and public sector partners to build CCS ambitions in the region. Dr Sultan bin Ahmed Al Jaber, Minister of Industry and Advanced Technology, UAE Special Envoy for Climate Change and chairman of Masdar, said, “As the first country in the region to deploy CCUS

The addition of the Global CCS Institute will only help promote CCS further.” He added: “The institute’s mission to accelerate the adoption of carbon capture technologies perfectly aligns with Masdar’s role as an incubator and catalyst for innovative clean technologies. I am confident that the Global CCS Institute will thrive in this environment and continue to make a valuable contribution to global decarbonisation efforts, particularly as the UAE prepares to host COP 28 in 2023.” Carbon capture and storage is an innovative technology that mitigates climate change impacts by capturing CO2 – typically from a point source at an industrial facility – and storing it beneath the Earth’s surface before it can impact the atmosphere. There are currently three CCS facilities in the GCC region, which account for 10 per cent of the world’s CO2 captured by the technology every year. The institute’s global CEO, Jarad Daniel said, “The region is well positioned to become a leader, both in the CCS market and the energy transition more broadly. With the Institute’s new regional office in Abu Dhabi, we aim to be there every step of the way.” The institute joins other key companies and institutes in Masdar City, including the International Renewable Energy Agency (IRENA) and Siemens Energy, Mohammed Bin Zayed University for Artificial Intelligence, Emirates Nuclear Energy Company, and Catalyst, the region’s first sustainability-focused startup accelerator. Net zero targets drive new momentum for CCUS Strengthened climate goals and new investment incentives are delivering unprecedented momentum for CCUS, with plans for more than 100 new facilities announced in 2021. CCUS technologies will play an important role in meeting net zero targets, including as one of few solutions to tackle emissions from heavy industry and to remove carbon from the atmosphere. Although recent progress is encouraging, the planned pipeline of projects would fall well short of delivering the 1.7 billion tonnes of CO2 capture capacity deployed by 2030 in the Net Zero by 2050 scenario.
