The OPEC Secretary General says there is no need to panic about recent declines in oil prices. While OPEC members previously said they wanted oil prices around $100 per barrel, the Secretary General says fundamentals have not changed and OPEC will still average $100 per barrel for 2014. He notes that low prices will reduce competing supplies in the long run. The Secretary General also states that by 2020, OPEC must be ready to produce 40 million barrels per day of oil and 50 million barrels per day of liquids.

The document discusses several energy-related news items:
1) The 17th WETEX exhibition in Dubai saw significant international participation and established itself as a leading regional platform for energy, water and the environment.
2) The field of companies bidding for Abu Dhabi's onshore oil concession has narrowed and projects to increase oil production are progressing despite lower oil prices.
3) BP expects to start producing 1 billion cubic feet per day of natural gas from Oman's Khazzan field by 2017 with $16 billion invested in the initial phase.
Gulf Drilling International (GDI) has been awarded a QR1.2bn contract by Qatar Petroleum to provide a new jack-up rig named "Halul" starting in mid-2016. The rig will be GDI's fourth under contract to QP and will help support GDI's growth plans. Sonatrach, Algeria's state energy group, has approved a $100bn investment plan for 2014-2018 to increase oil and gas output and plans to start producing shale gas by 2020. Serinus Energy has started drilling the first of two planned development wells on the Sabria oil field in Tunisia, targeting tight sandstone formations.
A minor oil spill occurred off the coast of Abu Dhabi near Saadiyat Island. Authorities responded quickly to contain the spill and conduct cleanup operations. While the cause is still under investigation, minor spills are relatively common from oil refineries and tankers illegally dumping oil. The spill highlights the environmental risks of accidental spills from marine oil pollution. Saudi Arabia aims to increase petrochemical exports to 100 million tons by 2016 through partnerships like the country partnership with the ArabPlast exhibition. The WETEX exhibition in Dubai focusing on water, energy, and environment has seen large growth over 16 years in terms of exhibitors, exhibition space, and visitors.

Construction of the UAE's first nuclear power plant in Barakah is over 75% complete and on schedule to begin operations in 2020. The four-reactor plant will provide a quarter of the UAE's electricity needs and reduce carbon emissions by 12 million tons annually. Meanwhile, Norwegian company DNO made an oil discovery in Iraqi Kurdistan, and Chariot Oil & Gas received approval to farm out part of its Rabat Deep Offshore permits in Morocco to Eni, paving the way for drilling in early 2018. The US oil industry is also showing cautious optimism in 2017 after two difficult years, with some drilling picking up following OPEC's production cut agreement and higher oil prices.

Norway's $1 trillion sovereign wealth fund has proposed selling off nearly $35 billion in oil and gas stocks from its portfolio. This would be the largest divestment from fossil fuels to date. The fund currently owns about 1.5% of global stocks. If it sells its oil and gas holdings, it would add significant momentum to the fossil fuel divestment movement. However, Norway's economy relies heavily on oil and gas production, so the proposed change aims more to diversify risk than address climate change. Still, environmental activists see it as a major step that could increase pressure on oil companies facing challenges from renewable energy growth.
1) Specialist Services has won a contract from Petrofac to provide modular buildings for an offshore oil development project in Abu Dhabi. The scope of work includes engineering, fabrication and installation of 12 modules weighing over 8,000 tons.
2) ADNOC has completed the first high pressure, high temperature offshore well in the region, drilling to a depth of over 5km and a temperature of 180 degrees Celsius.
3) Saudi Aramco plans to invest $40 billion per year over the next decade to maintain its oil production capacity and double its gas production through offshore and other projects.

Yanbu Aramco Sinopec Refining Co (Yasref) has started trial runs at its new 400,000-barrel-per-day refinery in Yanbu, Saudi Arabia, a joint venture between Saudi Aramco and Sinopec. The refinery will process Arab Heavy crude and produce gasoline, diesel, and other products. Initial exports of some products like naphtha are expected in late October as operations are stabilized. The startup of this large new refinery could exacerbate the current global oil supply glut and further decrease margins for European and Asian refiners. DNO, an oil and gas operator, has received a two-year extension for its production sharing agreement for the frontier exploration

SABIC launches an innovation award in Saudi Arabia worth up to $10 million to encourage the development of smart plastics. ION Geophysical will conduct a 2D seismic survey offshore Puntland, Somalia to help understand the hydrocarbon potential and delineate license blocks in the underexplored region.
A reforma Pombalina do ensino constitui a pedra basilar do nosso sistema educativo.
