 Republic Act 9997 (Article II, Section 8, 
Paragraph H) mandates the NCMF to promote 
and develop the Philippine Halal Industry and 
accredit Halal-certifying entities/bodies for 
the utmost benefit of Muslim Filipinos and in 
partnership or cooperation with appropriate 
agencies, individuals and institutions here 
and abroad.
Was created through NCMF En Banc Resolution 
No. 46, July 31, 2012 with the following 
composition:

 FUNCTIONS 
1. Craft the Halal Promotion and development 
Program 
2. Administer all programs, plans and projects 
of the commission relative to promote and 
development of Philippine halal Industry 
3. Prepare the criteria, mechanisms and 
guidelines for the accreditation of Halal 
certifying entities/bodies
 FUNCTIONS 
4. Prepare guidelines and system for the 
promotion and development of Philippine 
Halal Industry 
5. Prepare guidelines and methods to 
revalidate all Philippine Halal-certified 
companies and/or products 
6. Prepare a comprehensive Philippine 
National Halal Standard 
7. Accredit existing and potential Halal-certifying 
entities/bodies
 FUNCTIONS 
8. Coordinate and conduct continuing 
consultative meetings with Muslim scholars, 
religious leaders, shari’ah experts and other 
stake holders involved in Philippine Halal 
Industry 
9. Oversee and monitor the strict 
compliance of Halal standard and 
certification scheme, guidelines and 
procedures 
10. Coordinate with the member agencies as 
identified under Memorandum Order No. 201, 
dated december 23, 2005. Issued
 FUNCTIONS

Philippines to harmonize programs relative 
to promotion and development of 
Philippine Halal industry; 
11. Establish local and International linkagesfor 
the promotion and development of the 
Philippine Halal Industry 
12. Take the lead role in the Halal advocacy 
program and awareness campaign of Halal 
certification scheme
 FUNCTIONS 
13. Establish a medium term capability building 
program in coordination with other key 
players in Philippine Halal Industry; and 
14. perform other functions as may be 
assigned by the Secretary.
 TO DEVELOP A PHILIPPINE HALAL STANDARD 
HARMONIZED WITH THE OIC/SMIIC 
STANDARDS. 
 OIC/SMIIC has developed the following 
standards: 
1. OIC/SMIIC 1: 2011, General Guidelines on 
Halal Food 
2. OIC/SMIIC 2: 2011, General Guidelines for 
Bodies Providing Halal Certification 
3. OIC/SMIIC 3: 2011, Guidelines for 
Accreditation of Halal Certification Bodies

 Inter-Agency Meeting On Halal, held on March 
12, 2013 at NCMF.
 Present during the First Inter-Agency 
meeting were representatives from DTI, 
DOST, DA, DFA, DOT, DOH, and the NCMF.


COMMERCE AND INDUSTRIES OF THE 
PHILIPPINES, Inc. (HICCIP), Greenhills, 
San Juan, Metro Manila. 
2.MINDANAO HALAL AUTHORITY (MINHA), 
General Santos City. 
3.MINDANAO HALAL CERTIFIED BOARD, Inc. 
(MMHCB), Cotabato City.
1. Introduced to the manufacturers and certifying 
bodies the new official Philippine Halal Logo. 
2. Existing Halal-certifying bodies were 
encouraged to submit documents for 
accreditation. 
3. Manufacturers were advised to encourage their 
certifying bodies to get accreditation from NCMF. 
4. Manufacturers were advised not to label Halal 
products that fail to comply with the pertinent 
Halal standards.
1. Meeting with Leaders of Halal Certification 
Bodies and other Religious Organization, May 
28, 2013, NCMF Social Hall. 
2. NCMF Halal Program Director Kim Edres, 
Comm. Demuna, Comm. Ebrahim and Dir. Jack 
Kanda with the representatives of the Ministry 
of Environment and Water, United Arab 
Emirates led by Dr. Abu Alush visited MMHCB 
and the DOST-ARMM halal laboratory in 
Cotabato City, June 7-10, 2013.
3. Comm. Esmael Ebrahim and Program Director 
Rueda Usman met with the Department of Trade 
and Industry to discuss possible revisionof the 
Consumer Act of the Philippines and integrating 
therein the policies and guidelines relative on 
Halal. February 7, 2014. 
4. NCMF meeting with the Department of Tourism 
to develop a Halal Standard for hotels and 
restaurants to include Qiblah signage in hotel 
rooms and provision of prayer mats for every 
Muslim customer/clients and it a Halal compliant 
kitchen. February 18, 2014
5. NCMF officially informed the embassies of 
Muslim countries of the three accredited Halal-certifying 
Bodies with the request for assistance to 
convey the information to their appropriate 
government agency. January 16, 2014. 
6. NCMF officially informed JAKIM of Malaysia and 
MUI of Singapore of the three accredited Halal-certifying 
Bodies and requested their recognition. 
January 16, 2014. 
7. NCMF advertised in national papers about the 
NCMF Halal initiatives and the three accredited 
Halal-certifying bodies.
8. NCMF participated in the Final Consultative

NMIS. 
12. Halal Awareness Campaign on Feb. 9- 
10,2014 at Zamboanga City; Feb 14-16, 2014 at 
GenSan; Feb. 20-23, 2014 at Marawi, Lanao del 
Sur and Lanao del Norte. 
13. Program Director Rueda Usman attended 
the International Halal Forum Held in Malaysia 
on April 27, 2014.
14. Prof. Abdulhadi Daguit attended the 
National Workshop on Fisheries Post Harvest 
and Marketing, conducted from May 12 to 14, 
2014 at Naga City. 
15. NCMF attended the Senate Committee 
Hearing on Halal on June 26, 2014.
 NCMF-BER promotes Halal Food at FoodTech Convention in SMX 
Center, Pasay City. 
 In line with the halal promotion and advocacy program of NCMF 
BER, Doctor Dimapuno A. Datu-Ramos, Jr.gave a lecture on the 
fundamentals of halal dietary law and the halal certification 
system at the Convention of Food Technologist of the Philippines 
that was held at SMX Center, Pasay City. Dr. Datu-Ramos Jr. 
together with the halal technical staff of NCMF stressed that 
halal food is also for the non-Muslims because it is all about safe 
and healthy lifestyle.

Manufacturers were advised to encourage their certifying bodies to get accreditation from NCMF. 4. Manufacturers were advised not to label Halal products that fail to comply with the pertinent Halal standards.

  • 25.  NCMF-BER promotes Halal Food at FoodTech Convention in SMX Center, Pasay City.  In line with the halal promotion and advocacy program of NCMF BER, Doctor Dimapuno A. Datu-Ramos, Jr.gave a lecture on the fundamentals of halal dietary law and the halal certification system at the Convention of Food Technologist of the Philippines that was held at SMX Center, Pasay City. Dr. Datu-Ramos Jr. together with the halal technical staff of NCMF stressed that halal food is also for the non-Muslims because it is all about safe and healthy lifestyle.
