Engr. Mohammad Ali K. Suib presented on the activities and concerns of Mindanao Halal Authority (MINHA) Inc. MINHA is a non-profit halal certification body accredited by the National Commission on Muslim Filipinos. It trains halal auditors and certifies companies. MINHA strengthens its halal standards through member trainings. It has certified 8 companies and promotes halal trade. MINHA also partners with government agencies on halal training and serves as a resource on halal legislation. However, some concerns are that non-NCMF accredited bodies are recognized by foreign authorities, products do not properly identify certifying bodies, and uncertified halal products remain in markets.

Issues and Concerns 1 …
NCMF Non- accredited Halal certifying bodies
are recognized by Jakim Malaysia
• Per Department of Islamic Development of Malaysia
(Jakim) List of Recognized Foreign Halal Certification
Bodies and Authorities as of 7 February 2014, despite
NCMF’s accreditation of 3 Halal certifying bodies
(including MINHA) in 2013, the following are
recognized by Jakim:
1. The Ulama League of the Philippines
2. Halal Development Institute of the Philippines
3. Islamic Advocate on Halal and Development
(With contact address at NCMF, QC)
12. Mindanao Halal Authority
(MINHA), Inc.
Issues and Concerns 2 …
Use of Philippine Halal logo without the
acronym of the certifying body is a common
sight in numerous products available in
Philippine stores. The certifying body cannot be
identified or traced in case of concerns
What can NCMF do to address the violation?
13. Mindanao Halal Authority
(MINHA), Inc.
Issues and Concerns 3 …
Halal labeled products certified by NCMF
Non- accredited Halal certifying bodies
are still abailalbe in Philippine stores /
market shelves
Up to when can this be allowed?
Can DTI enforce vioaltion of the
labeling law in this type of situation?
14. Mindanao Halal Authority
(MINHA), Inc.
Issues and Concerns 4…
With the ASEAN Integration and
globalization, more imported Halal
products are free to enter the Philippine
market.
What Philippine government regulation will
apply if only to protect local Halal certified
products and what guarantee can NCMF or the
government for that matter do to protect the
interest of Halal consumers?
