William R. Tracey, in The Human Resources Glossary, defines

with the financial and material resources of an organization.
The success and failure of an organization depends to an extent as to how
much efficient, experienced, and capable employees are procured and
recruited

Hiring: Why A Bad Candidate Is Worse Than No
Candidate According To Forbes
According to one group of HR experts, the cost breakdown of replacing
those bad hires can be painful.
And as bad as those numbers are, the harm to your business is not just
the money lost from the wasted salary, tax withholdings, training
expenses, and unemployment.
Selection has been regarded as the most important function of HR department.
It ensures the organization that; it has right number, right kind of people at the
right place and at the right time.
