Policy statements introduce a delegation's position on a topic in a speech, stating their feelings toward an issue and including what has already been done and future suggestions, while being succinct. Resolutions are a country's plan for solving an issue, considered drafts until voted on, with delegations debating and lobbying before voting to agree on one resolution combining aspects of multiple drafts. Resolutions follow a standard format with a heading, address, preambulatory clauses introducing the issue, and operative clauses proposing solutions.
