This document provides information about the upcoming GRD Model United Nations Edition V conference. It discusses the Disarmament and International Security committee, which will address the prevention of non-state actors acquiring weapons of mass destruction. The document outlines the rules for the first round, including requirements for position papers and opening speeches. Position papers must be one page and include the country's position and policies on the issue. Opening speeches cannot exceed 90 seconds and should establish the problem, provide facts, and propose a solution. Samples and links are provided to help delegates prepare.

2. Committee: Disarmament and International Security (DISEC)
Agenda: Prevention of Non – State Actors from Acquiring
Weapons Of Mass Destruction
The Committee deals with disarmament, global challenges and threats to peace that
affect the international community and seeks out solutions to the challenges in the
international security regime.
It considers all disarmament and international security matters within the scope of the
Charter or relating to the powers and functions of any other organ of the United
Nations; the general principles of cooperation in the maintenance of international peace
and security, as well as principles governing disarmament and the regulation of
armaments; promotion of cooperative arrangements and measures aimed at
strengthening stability through lower levels of armaments.
The Committee works in close cooperation with the United Nations Disarmament
Commission and the Geneva-based Conference on Disarmament. It is the only Main
Committee of the General Assembly entitled to verbatim records coverage.

3. Round 1
In this fifth Edition of GRD MUN we take pleasure in
welcoming you all.
Round 1 will commence on 1st November, Tuesday.

4. RULES OF THE EVENT
Round 1: Position paper &Opening speech:
• The round one will happen offline
• Position paper has to meet the required format (Mentioned in later slides)
• The position paper has to be presented only on the said committee and agenda
• The opening speech has to be less than 90 seconds (Maximum)
• The position paper has to be submitted in the google forms before the stipulated time
(Mentioned in later slides)

5. Each team has to prepare a position paper with the countries assigned (The countries shall be
assigned after the registration)
Position papers are usually one page in length. It should include a brief introduction followed by a
comprehensive breakdown of the country's position on the topic(s) that are being discussed by
each of the committees.A good position paper will not only provide facts but also make
proposals forresolutions.
A good position paper will include:
•A brief introduction to the country and its history concerningthe topic and committees;
•How the topic affects the country;
•The country's policies with respect to the issue and the country's justification for these policies;
•Quotes from the country's leaders about the issue;
•Statistics to back up the country's position on theissue;
•Actions taken by the government with regard to the issue;
•Conventions and resolutions that the country has signedor
ratified;
•UN actions that the country supported oropposed;
•What the country believes should be done to address the issue; and

6. MUN opening speech should cover thefollowing:
1.Problem
Establish the issue the committee should focus on solving.
2.Facts/Research
Backup your views on the issue and solutions withresearch.
3.Solution
Propose the outline of your countries solution to the issue.
CIA (Class, Information, call to Action) is the foundation for any MUN opening speech. A strong CIA speech, will
convey a clear and consistent message to your fellow delegates that you know what you are talking about and
have a plan. Clear communication is the key to successful MUNing in your committee. Missing your Clash,
Information or Action can result in confusion about where you stand on the matter and your outlook on how to
solve the issue athand.

Action
Clash – Confrontation of ideas, specifically the important two-sided issue within the topic that you want the
committee to discuss.
Information – Relevant facts. numbers, that support your speech. Information can also be facts about your country
that justify your position.
Call to Action – Actionable and practical policy you propose to solve the issue mentioned in your clash.

8. FORMAT OF POSITION PAPER
1. The position paper should limit to only ONE PAGE.
2. There should be only 3 paragraphs.
3. The font type should be in Times Roman New.
4. The font size should be 11.
5. It should not be in 1st person’s point of view. It should be in third person
like this way:
Eg: The delegates of….
The country wants to rectify…
The country likes to….

9. OPENING SPEECH
• It is an oral presentation given by the delegates of the particular Country.
• It is the delegates wish to prepare a Powerpoint presentation.
• The speech should not exceed 90 secs.

10. FORMATION OF TEAM
Double delegation: 2 people from the team Both of them should be
from the sameclass
