3. Mother Tongue Based-Multilingual Education
(MTB-MLE) in the Philippines is an approach in
education that begins teaching with the
learner's first language, also known as the
mother tongue, before adding Filipino and
English.
4. The MTB-MLE strengthens the development of
the appropriate cognitive and reasoning skills
enabling children to operate equally in different
languages starting with the mother tongue.
5. In addition to the landmark D.O No. 74, s
2009, a learners right to learn in his or her
mother tongue was further reinforced in
section 4 of R.A 10533, paragraph 3 of the
enhanced Basic education program of 2013,
which states that;

years of Elementary education, instruction
teaching materials, and assessment shall
be in the regional or native language
learners.

implementing rules and regulations (IRR)
of D.O No. 43, s. 2013 which states that:

10. GOALS AND PROVISION OF MTB-MLE
• The goal of strong MTB-MLE
program is that students will become
fully bilingual, biliterate and
bicultural and achieve a quality
education.
• MTB-MLE specific curriculum
developed specifically for children
who do not understand or speak the
official school language when they
begin school.
• The mother tongue of the learner
shall be primary medium of
instruction for teaching and learning
in the kindergarten level in public
schools. When the pupils in the
classroom like a different mother
tongue or when some of them speak
another mother tongue.
