It includes indicators on trust in public institutions and satisfaction with public services, as well as evidence on good governance practices in areas such as the policy cycle, budgeting, procurement, infrastructure planning and delivery, regulatory governance, digital government and open government data. Finally, it provides information on what resources public institutions use and how they are managed, including public finances, public employment, and human resources management. Government at a Glance allows for cross-country comparisons and helps identify trends, best practices, and areas for improvement in the public sector.

2. México. Implementation of gender budgeting is supported by capacity building
I. Background: México and gender budgeting
▪ The Budget Decree establishes the characteristics and
considerations that will state the budget exercise in all the
Programs of the public administration focus on gender equality.
▪ It also establishes that the Ministry of Finance will evaluate
quarterly the progress made on these targeted programs.
We launched the General Law on Equality
between Women and Men, which
establishes the Government's obligation to
include in the public budget the allocation of
resources for compliance with the National
Gender Equality Policy (NGEP).
The Expenditure Labeled for Women and
Gender Equality was institutionalized in the
public budget, and an specific Annex called
"Budget for women and gender equality"
was included in the Budget Decree. This
Annex was renamed later as "Expenditures
for equality between women and men”
(Annex 13 hereinafter).
2006 2008
3. The Federal Budget and Treasury Responsibility
Law establishes that the Revenue Law initiative
must have, at least, the same proportion of the
programmable expenditure approved in the
previous fiscal year, as long as the requirements
and objectives have been met .
From 2008 to 2022 the approved resources have increased
considerably each year, increasing at a real annual rate of 22.7%
México. Implementation of gender budgeting is supported by capacity building
I. Background: México and gender budgeting
During the first decade of the 21st century,
gender label resources were mainly to the health
care system.
Since 2008, this focus was broaden, and now
labeled resources are practically cross cutting
through all public sectors.
4. The ratio of the gender budget with respect to
Total Net Expenditure has increased, going
from a ratio of 0.3 in 2008, to one of 3.3 by 2022.
During this period (2008-2022), some areas have shown
important hikes, such as:

to understand
public budgets
for equality
II. Capacity building and TIC’s
Mexico has deployed a strong structure to reach our gender
goals. Nevertheless, we believe that success can only occur
with constant building of capacities including all the public
entities.
The inter-institutional collaboration between the MoF, the NWI and
the Congress, have made useful to assess the capacity needs for the
executors of the expenditure.
México. Implementation of gender budgeting is supported by capacity building
7. México. Implementation of gender budgeting is supported by capacity building
III. Challenges
Generate effective methodologies to
ensure the incorporation of the gender
perspective in all the budget programs,
which requires strengthening the
capacities of public officials and key
actors, either during the budgeting
process, as well through the execution
of budget programs.
Continue promoting the gender
perspective in the design and
execution of programs in which, even
when are not aimed at mitigating or
solving gender inequalities, they have
clear benefits for women (and men).
Recognize that not only in the
programs whose population can be
identified and accounted for gender,
are the ones that must incorporate the
gender perspective and therefore
contribute to the resolution of gender
problems .
Increase the capacities and human,
technical and financial resources of
the National Institutes for Women and
the Gender Equality Units, in order to
foster their skills and abilities to
strengthen promotion, control and
application of gender equality policies.
