The Netherlands: National Program Local Heat Transition
The National Program Local Heat Transition (NPLW) consists of two programs - the Program for Accelerating Neighbourhoods (PAW) and the Expertise Center Heat (ECW) - that support municipalities in accelerating the transition to decarbonized heating in the Netherlands. The NPLW aims to help implement around 3,000 neighborhood transition plans by 2030 to insulate or decarbonize 1.5 million homes, as called for in the country's Climate Accord of 2019. It provides knowledge sharing, stimulates regional collaboration, collects monitoring data, and communicates with municipalities and stakeholders to help different communities transition at various speeds.

About 90% of homes in the Netherlands depend on natural gas for heating. The Netherlands has made a commitment to phase out natural gas by 2050. To achieve the goal, the Netherlands has rolled out a natural gas-free pilot programme in 66 neighbourhoods. These neighbourhood pilot projects enabled municipalities to learn what it takes to start energy transition. Based on a city survey carried out across 26 local governments, key findings from this report call on national and local governments joining up their efforts to take place-based measures.
EC - Coal Regions in Transition - 26th January 2023
Andrzej Błachowicz, the Managing Director of the Climate Strategies & International Lead Initiative for Coal Regions in Transition Secretariat of the European Commission, spoke at the launch event of the OECD Toolkit to measure well-being in mining regions on January 26, 2023. His presentation focused on accelerating the green transition in mining communities, and included an overview of the EU just transition landscape, policy context, and supporting programs and initiatives such as the European Green Deal and the Just Transition Mechanism. He also highlighted the Initiative for Coal Regions in Transition, which was established in 2017 to support European coal, peat, and oil shale regions with the transition to a low-carbon economy. The initiative provides various activities and programs, including meetings and exchange forums, knowledge products, technical assistance, and international activities. Finally, Błachowicz offered some reflections on the importance of toolkits with measurement tools, which help stakeholders to focus not only on what needs to happen in the transition, but also why.

The focus of his presentation was on measuring a company's social license to operate. He highlighted the challenge of social performance, where despite spending millions on community programs, companies still face work interruptions from the communities they are trying to help. He emphasized the need for data from various sources and industries, identifying material issues for social risk, and analyzing trends over time to identify thresholds for conflict or improvement. Dr. Fandrich also stressed the importance of documenting social performance against actions and contextualizing social risk ratings to allow for meaningful comparisons within and across locations.

The presentation also covers greener procurement in the mining industry, with a methodology for measuring scope 3 processes and categories and primary sources of information. Mrs. Katarzyna Raba-Wróbel, a representative of the Region's Transition Unit in the Department of Regional Develoment and Transition (CC), spoke at the launch event of the OECD Toolkit to measure well-being in mining regions on January 26, 2023.
This presentation focuses on the challenges of transition in Silesia, Poland, and explores potential solutions for the region's economy. The speaker highlights that by 2030, it will be necessary to create around 36.5 thousand new jobs, with a particular emphasis on providing opportunities for those from mining-related industries. The presentation also addresses the areas most affected by the negative effects of the energy transition, and proposes ways to adjust the educational offer of vocational schools to meet the needs of the region's economy. The repurposing and utilization of mine and post-mine areas in cities such as Katowice, Rybnik, or Zabrze are also discussed. Lastly, the presentation introduces the Regional Observatory of the Transition Process (ROTP) project, which aims to support the region's transition through research, data collection, and analysis.
OECD Launch Toolkit to Measure Well-being in Mining regions - 26 January 2023
Andres Sanabria, an Economist and Policy analyst of the Rural Development Unit at the OECD, presented a PowerPoint on the performance of OECD mining regions in different areas of well-being as compared to non-mining regions. The presentation also included a draft paper for publication that analyzed various dimensions of well-being, such as the share of young population, death rates, GHG emissions, and inclusion of women in the workforce. Sanabria discussed the toolkit of mining well-being, which is a web tool of universal access that allows users to compare and monitor well-being (social, economic, and environmental dimensions) across OECD mining regions.
In addition to the toolkit, the presentation highlighted case studies that provide regional-specific recommendations and support for regions and cities to implement better regional development policies. It also mentioned events and peer-review activities that enable knowledge sharing, advocacy, and dialogue between the public and private sectors and local communities on better policies to enhance regional productivity and well-being. The presentation included a timeline of past and future activities of the initiative.
Sanabria noted that the green transition will further increase the global demand for raw materials and that countries are increasingly prioritizing the strategic autonomy on minerals due to their high concentration. The transition also implies structural changes in some mining economies. Mining is concentrated in certain regions, which shapes regional development, and the presentation discussed some of the megatrends impacting mining regions and cities.
The toolkit is intended for governments, academia, the private sector, and communities and promotes knowledge sharing among regions to identify mining regions in OECD countries and understand well-being standards in mining regions. Its goal is to provide a common methodology and understanding of the strengths and challenges of mining regions to monitor their economic, social, and environmental performance.

The new OECD project “Shrinking Smartly and Sustainably”, financially supported by the European Commission, aims at producing a framework and associated guidelines to manage demographic change at regional and local levels.
The Netherlands: National Program Local Heat Transition
The National Program Local Heat Transition (NPLW) consists of two programs - the Program for Accelerating Neighbourhoods (PAW) and the Expertise Center Heat (ECW) - that support municipalities in accelerating the transition to decarbonized heating in the Netherlands. The NPLW aims to help implement around 3,000 neighborhood transition plans by 2030 to insulate or decarbonize 1.5 million homes, as called for in the country's Climate Accord of 2019. It provides knowledge sharing, stimulates regional collaboration, collects monitoring data, and communicates with municipalities and stakeholders to help different communities transition at various speeds.

About 90% of homes in the Netherlands depend on natural gas for heating. The Netherlands has made a commitment to phase out natural gas by 2050. To achieve the goal, the Netherlands has rolled out a natural gas-free pilot programme in 66 neighbourhoods. These neighbourhood pilot projects enabled municipalities to learn what it takes to start energy transition. Based on a city survey carried out across 26 local governments, key findings from this report call on national and local governments joining up their efforts to take place-based measures.
EC - Coal Regions in Transition - 26th January 2023
Andrzej Błachowicz, the Managing Director of the Climate Strategies & International Lead Initiative for Coal Regions in Transition Secretariat of the European Commission, spoke at the launch event of the OECD Toolkit to measure well-being in mining regions on January 26, 2023. His presentation focused on accelerating the green transition in mining communities, and included an overview of the EU just transition landscape, policy context, and supporting programs and initiatives such as the European Green Deal and the Just Transition Mechanism. He also highlighted the Initiative for Coal Regions in Transition, which was established in 2017 to support European coal, peat, and oil shale regions with the transition to a low-carbon economy. The initiative provides various activities and programs, including meetings and exchange forums, knowledge products, technical assistance, and international activities. Finally, Błachowicz offered some reflections on the importance of toolkits with measurement tools, which help stakeholders to focus not only on what needs to happen in the transition, but also why.
Voconiq - Measuring your social licence to operate - 26th January 2023
Dr. Rolf Fandrich, BD Director & Co-founder of VoconiQ, presented a systematic approach to measuring the 'S' in ESG within the launch event of the OECD toolkit to measure well-being in mining regions on January 26th. The focus of his presentation was on measuring a company's social license to operate. He highlighted the challenge of social performance, where despite spending millions on community programs, companies still face work interruptions from the communities they are trying to help. He emphasized the need for data from various sources and industries, identifying material issues for social risk, and analyzing trends over time to identify thresholds for conflict or improvement. Dr. Fandrich also stressed the importance of documenting social performance against actions and contextualizing social risk ratings to allow for meaningful comparisons within and across locations.

Mr. Benjamin Quijandria Diaz, Director of SAMMI Clúster Minero Andino, spoke at the launch event of the OECD Toolkit to measure well-being in mining regions on January 26, 2023.
In the presentation, the focus is on promoting a modern and inclusive mining industry that generates economic and social value and becomes a platform for development and prosperity for Peru. This is achieved by strengthening the ecosystem through greater collaboration and promoting associativity, driving the growth of mining suppliers, and supporting the decarbonization process with green hydrogen solutions and management of scope 3 emissions. The presentation also covers greener procurement in the mining industry, with a methodology for measuring scope 3 processes and categories and primary sources of information. The presentation concludes by summarizing the main findings of the exercise.

Mrs. Katarzyna Raba-Wróbel, a representative of the Region's Transition Unit in the Department of Regional Develoment and Transition (CC), spoke at the launch event of the OECD Toolkit to measure well-being in mining regions on January 26, 2023.
This presentation focuses on the challenges of transition in Silesia, Poland, and explores potential solutions for the region's economy. The speaker highlights that by 2030, it will be necessary to create around 36.5 thousand new jobs, with a particular emphasis on providing opportunities for those from mining-related industries. The presentation also addresses the areas most affected by the negative effects of the energy transition, and proposes ways to adjust the educational offer of vocational schools to meet the needs of the region's economy. The repurposing and utilization of mine and post-mine areas in cities such as Katowice, Rybnik, or Zabrze are also discussed. Lastly, the presentation introduces the Regional Observatory of the Transition Process (ROTP) project, which aims to support the region's transition through research, data collection, and analysis.
OECD Launch Toolkit to Measure Well-being in Mining regions - 26 January 2023
Andres Sanabria, an Economist and Policy analyst of the Rural Development Unit at the OECD, presented a PowerPoint on the performance of OECD mining regions in different areas of well-being as compared to non-mining regions. The presentation also included a draft paper for publication that analyzed various dimensions of well-being, such as the share of young population, death rates, GHG emissions, and inclusion of women in the workforce. Sanabria discussed the toolkit of mining well-being, which is a web tool of universal access that allows users to compare and monitor well-being (social, economic, and environmental dimensions) across OECD mining regions.
In addition to the toolkit, the presentation highlighted case studies that provide regional-specific recommendations and support for regions and cities to implement better regional development policies. It also mentioned events and peer-review activities that enable knowledge sharing, advocacy, and dialogue between the public and private sectors and local communities on better policies to enhance regional productivity and well-being. The presentation included a timeline of past and future activities of the initiative.
Sanabria noted that the green transition will further increase the global demand for raw materials and that countries are increasingly prioritizing the strategic autonomy on minerals due to their high concentration. The transition also implies structural changes in some mining economies. Mining is concentrated in certain regions, which shapes regional development, and the presentation discussed some of the megatrends impacting mining regions and cities.
The toolkit is intended for governments, academia, the private sector, and communities and promotes knowledge sharing among regions to identify mining regions in OECD countries and understand well-being standards in mining regions. Its goal is to provide a common methodology and understanding of the strengths and challenges of mining regions to monitor their economic, social, and environmental performance.

Regional economic trends and spatial disparities. While most regions have recovered from the pandemic, only half have achieved full recovery. Regional economic disparities did not increase significantly in 2020. However, within-country regional disparities in GDP have persisted, with productivity in top regions nearly double that of least productive regions. Non-metropolitan regions are no longer catching up to metropolitan regions.

Today’s Energy Source dives into the latest Statistical Review of World Energy, the industry’s annual stocktake of global energy consumption. The report was published for more than 70 years by BP before it was passed over to the Energy Institute last year. The oil major remains a contributor.
Data Drill looks at a new analysis from the World Bank showing gas flaring is at a four-year high.

New report offers sobering view of the energy transition
Every year the Statistical Review of World Energy offers a behemoth of data on the state of the global energy market. This year’s findings highlight the world’s insatiable demand for energy and the need to speed up the pace of decarbonisation.
Here are our four main takeaways from this year’s report:
Fossil fuel consumption — and emissions — are at record highs
Countries burnt record amounts of oil and coal last year, sending global fossil fuel consumption and emissions to all-time highs, the Energy Institute reported. Oil demand grew 2.6 per cent, surpassing 100mn barrels per day for the first time.
Meanwhile, the share of fossil fuels in the energy mix declined slightly by half a percentage point, but still made up more than 81 per cent of consumption.
