This document discusses management challenges in current and future networks and proposes a Unified Management Framework (UMF) to address these challenges. It analyzes a "Network Operations as a Service" scenario to demonstrate how UMF could facilitate the flexible sharing of network infrastructure and the decoupling of network ownership, operation, and service provision. Some open business questions are also raised regarding incentives, liability, and standardization between the different actors involved in such a virtualized network services model.
