This document presents a proposal for establishing peace and unity in society based on principles from the Quran and teachings of Prophet Muhammad. It advocates using the Quran as the constitution and promoting Prophet Muhammad as the leader. Non-Muslims would have equal political and cultural rights, including freedom of religion. They would be required to defend the Islamic nation in times of war but not obliged to participate in religious wars. The document cites verses from the Quran about Muslims being the best community and establishing mosques as centers for Islamic activities and brotherhood. It concludes with a quote from Rumi emphasizing transcending religious divisions.

5. – The security of God is equal for all groups (art.
15)
– Non-Muslim members will have the same

of the Ummah and share the cost of war. There is
to be no treachery between the two (art. 37)
– Non-Muslims will not be obliged to take part in
religious wars of the Muslims (art. 45)
