This document discusses the development of an expanded learning opportunities (ELO) system in Washington State. It outlines emerging components for ELO policies, including targeted student groups, an ELO Council for governance and standards, summer learning grants, school-community organization partnerships guidelines, and school turnaround requirements. It also discusses policy strategies used to implement the state plan, including building strategic alliances, coalitions, and partnerships to establish priorities around reducing summer learning loss, expanding ELOs, and creating an ELO Council with champions in the Senate, House, Governor's office, and Superintendent of Public Instruction's office. The goal is to build an ELO system through these partnerships, councils, quality programs, professional development, and other priorities
