Aims  Achieve the best possible outcomes for children and young people, avoid service failures, improve performance and sustain progress Identify risks to performance and commission effective evidence based and vfm solutions Share knowledge about what works and ensure effective brokerage of best practice solutions
Funding Funding has been secured from DfE for the 2011-12 financial year to support: universal engagement with self-assessment & improvement planning   peer led support and challenge   priority areas for improvement support policy implementation
Early adopters Across three broad areas of the model, early adopters will be testing  Universal  - key elements of the universal system Performance Risks  - where councils have identified their own performance risks or weaknesses.  Intervention  -  effectiveness of sector-led improvement support in councils subject to Improvement Notices

Editor's Notes

  1. You may want to introduce yourself briefly, not only as a member of the LG Group Children and Young People Programme Board but as a member of the Children’s Improvement Board . The CIB is a partnership board. It has been set up by the Local Government Group, the Association of Directors of Children’s Services, SOLACE and the Department for Education. It is a direction setting and decision-making group that is responsible for the overall delivery of the programme to develop a sector-led improvement system for children’s services.
  2. The key elements of the approach are the same for children’s services as Cllr Parsons has outlined for Taking the Lead. This self-improvement system for children’s services provides an opportunity for the sector to take responsibility for its own performance and improvement. There is a high expectation of participation because of the nature of the services involved. The sector has always accepted the need for external inspection in high risk areas where the impact of failure is high – such as children’s safeguarding. The Munro review final report makes clear inspection needs to form part of any overall improvement system. At the same time, we need to move to a system which is proportionate and supports better practice and better outcomes for children. Successful take up of this new approach by councils will help the sector make the case for changes in the current inspection arrangements and a reduction in the overall burden on councils
  3. The core of the model is that councils open up their self assessment and improvement planning activities in children and young people’s services to a process of rigorous peer challenge. They will have access to five days of peer challenge free of charge each year , based on councils both gifting and receiving peer challenge time. All councils will be able to access a free safeguarding peer review once every three years, continuing the successful programme of safeguarding reviews developed by Local Government Improvement and Development. The Peer Challenger will help councils to identify areas for improvement and potential sources of support. The extent to which support is drawn down will be largely a matter for councils to determine. We have some copies of FAQs available today - and on our website – that provide more detailed information about the process.
  4. Ministers have now agreed funding to support the implementation of the model.  This includes preventing failure at all points in the improvement cycle where there are identified risks and weaknesses, through a robust system of challenge and improvement support.  Ministers have asked for further work to be done to ensure customers' views are taken into account - children's and parents' experiences and the views of local citizens more generally on service delivery; ensure sustainable improvement and ensure members play a full part in delivering improvements in their own local authorities and support and challenge their colleagues in other authorities so as to help raise standards across the Board.
  5. Around 70 councils have volunteered to be early adopters, 2 regions plus individual councils There is a launch event for early adopters tomorrow – 29 June Early adopters will test specific components of the model, across three broad areas: • Universal. Testing key elements of the universal system, including self assessment, improvement planning, peer challenge and the use of a core set of national data in the form of local profiles. Performance Risks. Testing the effectiveness of improvement support where councils have identified their own performance risks or weaknesses • Intervention . Testing the effectiveness of sector-led improvement support in councils subject to Improvement Notices as a result of DfE intervention. As I mentioned, we do have some copies of FAQs available here today – and of course the aim of this workshop is for you to ask questions and discuss what this will mean for you.   We need to ensure members are able to play a full part in delivering improvements in their own local authorities and support and challenge their colleagues in other authorities so as to help raise standards across the Board.
