EXPERIENCE/ACHIEVEMENTS

   Designed and developed web-based electronic performance support systems (EPSS) for government contracted prototype proof-of-concept
    analyst program; subsequently selected for inclusion on customer promotional video and basis for invitation-only bid for the company. Designed
    and developed proof-of-concept web-based, database-driven interactive electronic technical manual (IETM). Developed website for government
    contractor training program; designed and developed entire website for government agency divisional counterpart. Designed and developed
    web-based interactive glossary for government-developed software language for a diversified target audience of managers, programmers, and
    users of applications. Designed and developed e-learning for major software rollout for State of NC DHHS and for major online stock
    brokerage.

   Facilitated the design and development of an efficient production support process for a major, multi-million dollar software package rollout.
    Wrote the implementation plans for the both phases of the rollout process. Wrote the Service Level and Operational Level Agreements for the
    Production Support group. Created visualizations of technical information, to include flow charts, system diagrams, ARCI charts and network
    diagrams. Defined the Critical Success Factors and developed the metrics for the same.

   Led ramp up of Education and Training element of DoD-sponsored Vertical Lift Center of Excellence (VLCOE). Researched and wrote white
    papers on topics of interest to the client such as efficacy of evaluating training courseware to the ROI level for a government agency and
    implementing a competency-driven performance improvement program across the organization, among others. Wrote the Education and
    Training chapter of the Gold Book. Developed the processes and standards for an in-house courseware development program and wrote the style
    guides to support it. Wrote proposals in reply to RFPs.

   Led ramp up of NAVAIR-contracted project. Defined roles and responsibilities, standards and processes for design and development of V-22
    Osprey Maintenance and Enlisted Aircrew training SCORM-compliant courseware. Designed and developed courseware using HTML, XML,
    and Javascript. Primary interface with government COR and end user group (USMC) on prototype builds as well as assisted with Curriculum
    Outline database restructure. Designed and developed cost-effective, object-oriented templates to standardize and maximize development efforts
    while ensuring training software appropriate for skill levels of users.

   Led LEAN business transformation with goal of implementing a single production process through application of an analysis, design,
    development, implementation, and evaluation (ADDIE) model and using an object-oriented approach. Defined and architected future state;
    mapped and evaluated potential solutions in green room environment. Built business cases for viable actions to satisfy defined decision point
    artifacts within the management authorization process. Performed front end analysis (FEA) and requirements capture.

   Performed as instructor at Headstart, middle school, high school, college and adult learner levels in academic, corporate and military venues;
    teach soft skills as well as hard skills; software applications such as Visio, SharePoint, MS Office; teach classes on ADDIE process itself as well
    as each phase of the process; teach various software tools, such as Kreus, Toolbook, Captivate, etc, used for e-learning and blended learning
    solutions.

   Defined enterprise standards for design, development and delivery of all customer training/performance support software; incorporated industry
    best practices, LEAN and quality considerations into processes and procedures enabling the group to do more with less; developed software
    tools that increased efficiencies in the development process significantly reducing production time over a 2 year period by 30%. Received
    Intermedia 2000 award for TCAS instructional media.

   Led numerous needs assessments and requirements captures for customers, both internal and external; designed and developed proofs-of-
    concept for distance learning solutions; developed cost avoidance model for tracking metrics on training; implemented Kirkpatrick/Phillips
    model of evaluation; provided bid and proposal teams with concept, scope, schedules, costs and deliverables for externally bid proposals for
    customers.

   Ramped up Instructional Design Center for professional development of faculty of a technical/community college; managed ROI and
    discretionary budget of $1.8M, recommended software/hardware purchase, and determined training curriculum with the goal of bringing faculty
    up to speed technologically. Developed distance learning program; designed and developed electronically delivered learning templates and
    faculty websites; managed team of co-ops who developed content for faculty websites using templates; webmaster of student/faculty server.

   Designed and authored class IV interactive electronic technical manual (IETM) in proprietary SGML authoring program for Apache (AH-64)
    attack helicopter and Blackhawk (MH-60M) helicopter. Researched and designed interactive fault isolation procedures and maintenance
    operational checks for IETM. Authored new repair instructions for GE aircraft engines in proprietary SGML authoring program in accordance
    with ATA-100, FAA regulations, and customer requirements. Used Simplified English in accordance with AECMA when necessary.
    Developed the customer-approved Style Guide and performed as QA.
