The Republic of Moldova has taken several key steps to address climate change, including signing the UNFCCC in 1992, ratifying the Kyoto Protocol in 2003, and submitting national communications and inventories to the UNFCCC. GHG emissions decreased 72.3% from 1990 to 2005. An inter-ministerial working group was established in 2010 to develop the country's Low Carbon Development Strategy (LEDS) to 2020. The LEDS identifies sectoral priorities and mitigation measures to achieve at least a 25% reduction below 1990 emissions levels by 2020, while promoting economic development.
