This study examines issues of costs, access, and equity in basic education in Ghana from 1991-2006 using data from the Ghana Living Standards Survey. The key findings show that poor and rural children are more vulnerable to educational deprivation. Policy recommendations include improving the capitation grant scheme for schools, enhancing the school feeding programme, and bridging the rural-urban welfare gap to improve access to education.
