These are some of the key findings and recommendations from the Kirklees Democracy Commission's landmark report, "Growing a stronger local democracy, from the ground up". This presentation was shared by Cllr Cathy Scott on Friday 30th June 2017 at a special event at the University of Huddersfield to celebrate the publication of our report.

The goals are to deliver higher quality services through prevention and community support while reducing costs. Key challenges include high rates of residential care usage and waste disposal. The Council will pursue efficiencies, technology-enabled services, revenue growth, and empowering communities to address budget shortfalls.
How to develop relational services

The Minister toured APDA's daycare center, meeting with staff, committee members, caregivers, and service users. He observed activities like knitting groups and music therapy. After learning about APDA's services, the Minister joined a roundtable discussion on challenges small specialized organizations like APDA face in today's environment. APDA is concerned about technical difficulties in personal budgets that could impact their ability to cover core costs. Bergerak Maju! is an initiative in Indonesia that aims to promote equal opportunities and fight discrimination against LGBTIQ people. It will be a crowd-funding platform that provides financial and technical support to young LGBTIQ people to start their own social entrepreneurship projects and provide employment among their peers. The platform also seeks to raise awareness of employment issues facing LGBTIQ communities and garner public support through its crowd-funding campaigns and documentation of supported projects.

India holds regular free and fair elections according to its constitution. Citizens over 18 years of age who have lived at their address for over 6 months have the right to vote, with exceptions for certain criminals and those deemed mentally unfit. Voting allows citizens to shape their country's destiny by electing representatives. However, many eligible voters do not vote due to being away from home constituencies, a lack of political interest or awareness, or long queues. Various campaigns aim to increase voter enrollment and turnout through activities like door-to-door outreach, advertisements, and paragliding displays with enrollment messages.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

- 1. Learning how to grow a stronger local democracy Cllr Cathy Scott, Commissioner
- 2. Active citizens in civic society • Civic society includes community groups, businesses, press & MPs. • We need a life-long approach to active citizenship. • We are strongly aware of our responsibility to young citizens.
- 3. Some of our recommendations about active citizens: • Make Active Citizenship a shared strategic priority – and make this the basis for a new democratic relationship. • Create pathways to involve young citizens in civic society – stronger links between councillors and schools, mentoring, a young councillor apprenticeship scheme & more…
- 4. Local democracy in a networked society • We all need to be part of the conversation, to be connected. • Citizens are not customers. • Can we have real time democracy? • Digital tools help ordinary citizens to get their voices heard.
- 5. Some of our recommendations about networks: • Make our democratic content valuable and relevant – shareable, interesting and accessible for our citizens. • Develop a democratic digital literacy pilot – and support councillors with digital skills and confidence.
- 6. Councillors • Our citizens value councillors but don’t full understand what they do. • Citizens want more direct contact with their local councillors. • It’s a changing and challenging role. • Where are our future councillors?
- 7. Some of our recommendations about councillors: • Promote the councillor role to help citizens understand – use real life experiences to show what councillors achieve. • Redesign the way that we support councillors – put more focus on working with citizens in their wards.
- 8. Decision-making • Conversations, not consultations. • One size does not fit all – citizens want to have a menu of options. • Share the how, not just the what. • We should say “we’re open for business and you’re welcome”.
- 9. Some of our recommendations about decision-making: • Revisit our approach to consultation, pilot new methods – put more emphasis on timely, selective citizen engagement. • Review our approach to the way we make decisions – it has to be more open, engaging and citizen-focussed.
- 10. Elections • Elections are an area of growth. • Local elections are important. • Registration is a vital first step. • Voters want to know who their candidates are & where they stand. • Votes at 16.
- 11. Some of our recommendations about elections: • Collaborate with schools and University on registration – we must support young people to register to vote. • Improve awareness and access to voter information – share data and try out new approaches for local elections.
- 12. Regional devolution • Local identity matters. • Citizens need to know more. • Councillors should lead the dialogue. • We need democratic accountability. • We need the different levels of our democracy to connect.
- 13. Some of our recommendations about devolution: • National government should provide clearer information – about the purpose of (and processes for) devolution. • We should address the issue of local identity – so that we can strengthen our voice in regional devolution.
