Qualci Press Conference
2024, here are the following
guidelines to observe:
1. You are identified as an
evaluator because of your
trustworthiness, so count
yourself worthy of the trust.

2. Secrecy of the writer’s identity is
important to ensure fairness and
objectivity in the evaluation of the
writing contests. So, you will only
receive answer sheets with only
code on top of the paper. Do not
judge the paper if the proctor/in-
charge failed to cut the upper part
of the paper containing the
writer’s information with code.

3. Do not display or publish the contest
entries or the answer sheets with the
code number until the evaluation is
completed and the results are
announced.
4. Use the prescribed rubric or score
sheet (Refer to Division/Region
Memorandum) to evaluate the
content, structure, language, and
mechanics in every category you are
assigned.

5. News, Editorial, Feature, Science
& Technology, Column Writing and
other categories will be provided
with fact sheets. So, you must read
the fact sheets before judging. A
writer might only copy the whole
information from the fact sheets
and has no originality.
6. Review the guidelines in the
category you are assigned.

7. Specifically, check the
accuracy, relevance, timeliness,
and completeness of the
information presented in the
writing. Make sure the facts are
supported by credible sources and
the opinions are clearly
distinguished from the facts.

8. Assess the style, tone, and voice
of the writing. Consider the
appropriateness of the genre, the
audience, and the purpose of the
writing. For example, news writing
should be factual, concise, and
objective, while feature writing
should be creative, descriptive,
and engaging.

9. Review the format, layout,
and design of the writing. Look
for consistency, clarity, and
coherence in the use of
headings, subheadings, fonts,
colors, images, and other visual
elements. For photojournalism
and editorial cartooning, pay
attention to the quality,
originality, and message of the
images.

10. Provide constructive
feedback and suggestions for
improvement. Highlight the
strengths and weaknesses of
the writing and give specific
examples of what can be done
better. Avoid vague, harsh, or
biased comments that may
discourage or offend the
writers.

avoid huge gap in ranks of the
writer that may affect his/her
overall placement.
12. Submit the contest
entry/answer sheets, result of
your individual rubric/scoring
sheet, consolidated points with
ranks to the in-charge for
renaming the numbers into the
real name of the winners.

here are the following
guidelines to observe:
1. You are identified as a
proctor because of your
trustworthiness, so count

2. Join the orientation a day
before the competition.
3. Ensure that the contestants
are properly identified and
registered before the contest
starts. Check their school IDs and
assign them to their designated
seats. Check their category pass if
required in your qualci.

4. Be familiar with the writer’s
answer sheet. On the upper
part, you can find the personal
information of the writer. During
the contest, instruct the writer
to provide all the necessary
details except the code. They
are not allowed to write
something in the code.

6. Distribute the contest
materials and equipment to
the contestants and make
sure they are in good
condition. Collect any
personal belongings or
devices that are not allowed
in the contest.

7. If the writer uses the
back portion of the
contest paper, be sure
they will write it below
their personal
information.

8. Explain the rules and
mechanics of the contest
clearly and answer any
questions or clarifications
from the contestants.
Remind them of the time
limit, the scoring criteria,
and the penalties for
cheating or plagiarism.

the contest and assist the
contestants if they encounter
any technical problems or
difficulties but do not interfere
or assist them with their writing
process that may give them
any hints or suggestions.

the end of the contest.

contest entries/paper write
the code number.

suggested list of code numbers per
category/ medium)

be randomly assigned and
not reveal any personal
information about the writer.

13. Cut the upper portion of
the contest sheet with the
complete details of the writer.
Secure the portion with the
details of the writers in the
envelop and submit it to the
TWG. Half portion with only
code remains as identifier will
be given to the examiners/
judges assigned. Make sure the
entries are properly labeled
and secured.

14. Secretariat/In-charge of
decoding should have access
to this record, and they should
not disclose it to anyone else.
15. Maintain order and
discipline in the contest venue
and prevent any unauthorized
communication or access to
the contestants. Report any
violations or irregularities to the
District/Qualci TWG.

1. Focal Persons will
prepare
the contest topics. He/she
can tap fellow judges
from his/her Qualci but be
100% sure that such
person can be trusted.

information shall be given to the
contestants as bases in writing the

Collaborative Desktop Publishing
A mini press conference and a
sports event shall be held as bases
for the content of the publication
(i.e., news, features, editorial,
editorial cartoon, sports). The
photojournalists shall take pictures
of the mini press conference
and sports event.

For the actual sports event, a pre-
game conference shall be
conducted for the introduction of
the players, coaches, and
tournament officials. Consequently,
a post conference shall be held for
interview and data gathering.
